About this file
This document is a memo responding to a question submitted regarding Bid #21-497DVA-CENTR-B-16322 for the Illinois Veterans' Home (IVH) - Chicago Bulk Medical Oxygen. The contract requires the successful vendor to provide a bulk medical oxygen tank ($80,000 cost) to be installed onsite, along with delivery, crane, labor, and plumbing services. The State of Illinois will not accept a bid bond and will not negotiate payment terms, requiring the vendor to adhere to the State's standard terms and conditions. The contract will be for a 10-year term with a one-time product cost adjustment allowed at the 5-year mark.
Pricing details were not provided, but the memo indicates the vendor would need to account for a $400 tank inspection fee and the ongoing provision of oxygen product, even if the account is past due. The State will not require a performance bond for this procurement, and no set-asides or incumbent information was included. The contract will be funded by the State, and the solicitation requires electronic bid submissions only per a recent CPO notice.

Memo: Bid # 21-497DVA-CENTR-B-16322, IVH - Chicago Bulk Medical Oxygen Question submitted:
would have to put a tank ($80,000 our cost) onsite with delivery costs, crane (operator), laborer, plumber etc. There would be a tank inspection ($400) and then the product. The state would probably require a contract that assures the hospital to receive product even when the acct is past due?
I think the only way I could see doing this is with a bid bond. We would also insist on a ten year contract with only a one time (product) adjustment at five years for cost of living.
Response:
The contract entered into would specify the terms for invoices and payment of those invoices.
There will be no bond entered into for this procurement and contract.
Contract will include the State of Illinois standard terms and conditions, no negotiations will be made regarding payment of invoices and services provided.
