INSTRUCTIONS TO OFFERORS ON QUOTE EVALUATION
The Government intends to award multiple Blanket Purchase Agreements (BPAs) resulting from this solicitation to responsible offerors whose offers conforming to the solicitation will be most advantageous to the Government, price and other factors considered. It is the Government’s intent to award four (4) BPAs, although greater or fewer than four may be awarded. The following factors shall be used to evaluate offers:
1) Price. Note that pricing may never exceed the lodging rate, which is available at https://www.gsa.gov/travel/plan‐book/per‐diem‐rates/per‐diem‐rates‐lookup. Although the government is allowed to pay up to the per diem rate, please provide your best and final pricing.
Quotes should contain actual prices for use in evaluating quotes. When evaluating pricing, if "per diem" is stated on a quote, the price will be assumed to be the local per diem rate for the specific dates. If a price range is stated on a quote for a specific date, then the higher range value will be used in evaluating pricing. If pricing changes from month‐to‐month, you may add an attachment.
2) Past Performance
3) Technical Capability
a. The following items will be rated as Acceptable (quote clearly meets the minimum requirements of the solicitation) or Unacceptable (quote does not clearly meet the minimum requirements of the solicitation)
i. Conformance to the Statement of Work
ii. Fire Department Assessment: Electrical, exit lighting, exits, exterior inspection, fire alarm system, fire extinguishers, sprinkler system, fire prevention, fire doors, gas appliances.
iii. Security Forces Assessment: Physical security of the facilities.
iv. Force Support Squadron Inspection: All items listed in section 3.0 of the statement of work will be reviewed.
v. Public Health Assessment: Inspection of sanitation requirements, safe food handling procedures, pest control, laundry area and gym/pool sanitation.
vi. Desired room availability for each property per RSD weekend (see 2021 Schedule):
10 Double and 16 Single. The government may consider a hotel for a BPA that cannot provide rooms on all dates; however, this factor will be contemplated when evaluating what will be most advantageous to the government. More rooms may be requested in a given month if availability allows.
b. Travel distance must not be more than 10 miles from 1919 E Grange Ave, Milwaukee, WI, 53207 based on Google Maps. The government desires BPAs in the areas below in order to strategically place commuting members. The Government’s overall objective is to provide affordable lodging which is convenient to members traveling from varying locations while also maintaining lodging close to the work location.
