USS Arizona Memorial Ferry Boat Solicitation Number: N00024-25-R-2215 Agency: Department of the Navy Office: Naval Sea Systems Command Location: NAVSEA HQ

Synopsis:

DISCLOSURE:

This is a Request for Information (RFI) notice only. This is not a Request for Proposal (RFP) and a formal solicitation is not available at this time. This RFI is for informational planning purposes, and it is not to be construed as a commitment by the Government to issue an RFP, contract, or order for any actual procurement of materials, machinery, supply or service. The Government will not pay for any effort expended or any material provided in response to this announcement. All costs associated with responding to this RFI are solely at the responding parties' expense.

This RFI is open to all interested domestic parties. Should an RFP for procurement be issued, boats constructed or located outside the U.S. are not permitted.

Responses to this notice are not offers and will not be accepted by the Government to form a binding contract or agreement. The Government will not be obligated to pursue any particular acquisition alternative because of this RFI. Responses to the RFI will not be returned. Not responding to this RFI does not preclude participation in any future solicitation, if one is issued. Specific responses to the approaches will not disqualify or have an impact on participation and evaluation on future solicitations.

PURPOSE: The purpose of this RFI is to engage with industry stakeholders and other interested entities to provide information related to the procurement of passenger ferry boats and supporting dockside infrastructure. The Navy is interested in understanding the latest advancements and more traditional, mature technology solutions that can meet our future operational needs. These ferries will serve as a replacement for the current diesel-powered passenger ferries that transport visitors to and from the USS Arizona Memorial, located on Joint Base Pearl Harbor-Hickam, HI.

While this RFI does not request specific proposals or detailed submissions, interested parties are welcome to respond to express their interest and provide any relevant insights or information they wish to share. The Navy plans to award a contract in FY27 for an estimated 5 passenger ferry boats (1 base and 4 options), to be delivered to Joint Base Pearl Harbor-Hickam on the island of Oahu, HA.

The notional schedule listed below is provided for planning purposes only. The Government is not obligated to pursue this schedule or a future solicitation because of this RFI.

1. Release final RFP 3rd QTR FY26.

2. Anticipated award 2nd QTR FY27.

DESCRIPTION: Access to the USS Arizona Memorial is provided by ferry boats operated and maintained by Commander, U.S. Navy Region Hawaii (CNRH). The existing ferries are reaching the end of their service life. This RFI provides guidance to prospective builders on the performance requirements for the new ferry boats. The intent is to provide safe, reliable, clean fuel powered ferry boats designed to optimize accessibility to and solemnity of the Memorial. Boat design and construction should minimize air emissions, maximize fuel economy, and meet mission requirements to meet a desired 20-year service life. Exterior design and appearance should harmonize with the appearance of the Memorial and the surrounding infrastructure of the base, avoiding unnecessarily controversial aesthetic characteristics. The boat should not draw undue attention away from the Memorial; for visitors, the ferry boat trip should be a seamless part of the memorial experience.

OPERATIONAL OVERVIEW: The primary mission of the USS Arizona Memorial ferry boats is to provide safe, reliable transportation between the Visitors Center and the Memorial. This mission is carried out by a fleet of 5 boats, configured as follows:

· The ferry service operates 362 days per year under normal conditions

· (2) boats in active daily service, (2) boats on standby and (1) boat designated off line for maintenance

· Daily boat assignments vary based on seasonal demand, operational rotation, and maintenance needs to ensure balanced usage and optimal fleet readiness.

· Compliant with 46CFR Subchapter T.

· The boats operate between 3 facilities; boat house, visitor center, & AZ Memorial.

· Each ferry transits a distance of 1.2 nmi between the boat house and visitor center at the beginning and end of each operating day.

· Each ferry then cycles between the visitor center and the memorial approx. 16 times (round trips) per day. Distance between visitor center and memorial is approx. 0.5 nmi.

· Typical daily operational duty cycle is 23 nmi and 510 minutes with a maximum of 30 nmi and 600 minutes for holidays.

· Ferry stops at the visitor center and memorial are a minimum 15min in between runs.
