About this file
This document is a Q&A file containing vendor questions and responses from the State of Michigan regarding an automated weigh station screening system (AWSSS) procurement. The project involves implementing a hosted software solution with thermal inspection capabilities, lane controls, and camera systems at weigh station locations including New Buffalo. The system must maintain 99.98% availability and provide both telephone support during business hours and 24/7 online support.
The system must be hosted in a FedRamp GovCloud rated facility, with vendors required to meet specific security requirements outlined in multiple schedules and exhibits. Vendors must demonstrate at least three relevant experiences from the past five years, including working thermal inspection systems. The existing lane controls are no longer under warranty and are currently maintained by Mettler Toledo. The State will evaluate proposals using an 80-point threshold scoring system, with final vendor selection based on best value rather than lowest price. The SLA includes strict resolution times for various service levels, from 3 hours for critical errors to longer timeframes for lower priority issues.

Sheet1
| Q # | Document and Section | Page# / Requirement# | Bidder Question | State of Michigan Response |
| 1 | Exhibit A: Project Scope | Page #3 Requirement #7 | The RFP makes it clear that “at no time shall the contractor have access to the State of Michigan network”. This requirement appears to conflict with the implementation of a sign-on solution and multi-factor authentication since both would require access to the Michigan network. Can the State please confirm the single-sign on and multifactor authentication? | There is no conflict. The contractor staff and equipment shall not have access the SOM network. However the contractor’s application consuming SOM SSO/MFA exposed services by using a standard SSO API/protocol (such as SAML, for example) thru a controlled and monitored interface (via the Internet, for example) is allowed. |
| 2 | Schedule B: Service Level Agreement | Page #68 / Requirement #4(a) Availability Requirement | Relating to the availability requirement of 99.98%, please confirm that this requirement applies only to the hosted software solution. | It applies to the hosting, management and operation of the hosted software solution for remote electronic access and use by authorized end users. So it would include vendor’s user workstation if that affects remote access to the hosted solution. Meaning, the State is not supplying anything for this solution other than electricity. |
| 3 | Schedule B: Service Level Agreement | Page 70 / Requirement 5.1 (c) Support Service Responsibilities | Relating to the required resolution time, is it the intent of the State for the Vendor to ensure support during site operational hours only, versus 24/7? | Section 5.1 (b) is stating unlimited telephone support during business hours; Monday thru Friday. Section 5.1 (c) is stating the vendor must provide unlimited online support 24 hours a day, seven days a week. Meaning, the Agency is to have an online method to make a support request during and after business hours. Resolution time would be dependent on the Support Request Classification per Section 5.3 Support Service Level Requirements. |
| 4 | Schedule B: Service Level Agreement | Page 70 / Requirement 5.1 (c) Support Service Responsibilities | Relating to the required resolution time of both a critical service error (3 hours) and a high service error (4 hours), does the State intend to maintain (and should vendors propose) a spare parts inventory (cameras / thermal brake imaging) so that potentially faulty hardware components can be replaced to meet the required resolution times? | CVED does not intend on having a spare parts inventory. I would ask the vendor to propose a solution. |
| 5 | RFP Proposal Instructions | p. 4, Section 8 | The RFP states that Proposals receiving 80 or more evaluation points will have pricing evaluated and be considered for award. Is this evaluation score factored in with the pricing or will the State award the contract to the lowest bidder who passes the 80 point bar? | The 80 point threshold is the bar for vendors to pass and then based off best value, the vendor will be chosen. |
| 6 | N/A | N/A | Are the existing Lane Controls at each location currently under warranty or if no longer under warranty is it under a maintenance agreement? | The lane controls are no longer under warranty. CVED has a maintenace contract with Metler Toledo. |
| 7 | N/A | N/A | Will the state provide access to the road bore at the New Buffalo site? | CVED does not object to using existing borings provided it does not violate state code and does not interfere with existing infrastructure. |
| 8 | Exhibit A - Project Scope | p. 9, Section 9 | Please advise if a secure CJIS-compliant datacenter that is partnered with Michigan law enforcement would be an acceptable hosting facility. The RFP currently requires a FedRamp GovCloud rated facility, which will incur significantly higher hosting costs over the contract term. | The Bidder is required to meet the hosting requirements listed in Exhibit A Project Scope- Section 9. Security, Schedule B – Service Level Agreement, and Schedule G- Data Security Requirements. If the Bidder cannot, the Bidder is to note any exceptions to each applicable section in each Exhibit/Schedule of the RFP for the State’s consideration.” |
| 9 | Exhibit B, Bidder Information | p. 34, Experience | Does the State require 3 relevant experiences that include thermal inspection or will the state support a thermal inspection system still in development? | Contract states - describe at least 3 relevant experiences from the last 5 years suppoprting your ability to successfully manage a contract of similar size and scope for the work described in this RFP. A working thermal inspection would be required. |
10 Schedule B - Service Level Agreement p. 70 Section 5.3 The SLA requires on-site equipment failures to be repaired within 4 hours (SLA Section 5.3, Equipment definition and Business Specification Worksheet). This will require significant cost for redundant on-site equipment at each site for all major or long-lead item components (doubling the equipment cost for inventory) and 24/7/365 standby on-call technicians in close vicinity paid to drop whatever they are doing and mobilize to site within hours. This would more than double the cost of this project. Provide a redlined response in your Proposal offering the proposed consideration.
| We respectfully request the department consider limiting the two-hour resolution time requirement to only issues that can be fixed remotely. All other on-site failures to require a 2 hour response time and category-based resolution planning and execution. | ||||
| Below is a proposed support effort table for your consideration: | ||||
| Definition | Examples | Support Effort | Response Time | |
| Critical Service Error | An issue that causes an urgent, critical impact affecting safety. | Complete failure of traffic control system and no workaround is available. | Contractor will work 24/7 to develop a solution or workaround. Status updates will be provided to customer every 2 hours while work is progressing. | 1 hour |
| Direct business impact with no workaround available. | ||||
| High Service Error | Significant loss of functionality or performance, with no workaround available. | Issue affecting multiple cameras/sensors, preventing normal operations. | Contractor will work during business hours as a high priority to develop a solution or workaround. Status updates will be provided to customer as determined by case. | 1 hour |
| Medium Service Error | Issue that impairs use of the service, but is low impact to the business, or can be avoided with a workaround. | Failure in non-critical or redundant component. | Contractor will make a best effort to work on the problem during business hours to develop a solution or workaround. | 3 business hours |
| Low Service Error | Enhancement requests or issues that result in minimal or no impact to normal operations. | Question regarding usage of system. | Contractor will make reasonable efforts to resolve the request or issue at or prior to the next Scheduled Service. | 3 business hours |
