About this file

This is a Request for Quotes (RFQ) issued by the San Francisco Bay Conservation and Development Commission (BCDC), a California state agency, soliciting vendors to provide AWS server administration, application-level patching, security assurance, and training services. BCDC manages four publicly available web applications—BayAdapt.org, AdaptingtoRisingTides.org, ART Bay Shoreline Flood Explorer/ECC Shoreline Flood Explorer, and RSAP Atlas—all hosted on AWS infrastructure. The scope of services includes routine patching and updates, security monitoring, general server administration, AWS server updates, and comprehensive training and knowledge transfer to internal IT staff over the contract period. The applications require varying maintenance schedules, ranging from quarterly database updates and semi-annual application server patching to monthly security reviews and continuous monitoring of security alerts and service outages. The submission deadline is September 4, 2026, and the service period will not exceed two years, with the agency's stated goal of transitioning routine server administration tasks to internal staff by contract conclusion.

The RFQ does not specify pricing constraints or set-asides; vendors are required to submit their own pricing structure, including assessment rates and service package options, along with a description of proposed services and a statement of qualifications and relevant experience. The current AWS environment consists of EC2 m4.large instances and RDS PostgreSQL db.m6g.large databases. No incumbent contractor is identified in the RFQ. BCDC anticipates the selected contractor will provide training sessions, screenshare-based walkthroughs of routine tasks, limited documentation, and knowledge-base materials to support the transition of responsibilities to internal IT staff. Interested vendors should submit all materials and inquiries to chenee.williams@bcdc.ca.gov.
