Description

The Army Watercraft Systems (AWS) Logistics Support provides critical logistics support to the project office that provides all Command, Control, Computers, Communications, Cyber, Intelligence, Surveillance, and Reconnaissance (C5ISR) sustainment parts to the field and to technicians around the world to properly sustain Army vessels. The requirement provides for all the purchasing, shipping, receiving, and tracking of C5ISR parts, in addition to the management of a warehouse. A draft Performance Work Statement (PWS) and Level Of Effort (LOE) outline the current requirement definition. The PWS contains a description of support services, place of performance, required deliverable items, and required security for the proposed contract.

The Government is interested in any suggestions that the private sector may have to fulfil the requirement (better, faster, cheaper, more reliably). Submitted suggestions will be considered and may be utilized to refine the requirement description (PWS and LOE).

The Government is also looking to identify what companies are technically capable of and interested in fulfilling this requirement. The requirement is currently being performed under SBA’s 8(a) program, so the Government is first looking for capable/interested 8(a) firms. If market research does not identify capable/ interested 8(a) firms, the requirement may change to another kind of small business set-aside, per market research information received. If your company is interested in receiving award of this contract, please answer the attached questions. These questions are to help gauge the experience of companies in performing the AWS requirement in the current manner it is conducted.

The Government is requesting that the contractors review the attached draft PWS and provide a response to the following questions in accordance with the below submission requirements:

General Questions

c. Applicable small business status (small or large)

3. Reflecting on the AWS Logistics Support requirement definition as outlined by the

PWS and LOE, does your company have any suggestions on how the requirement can better (faster reaction, lower costs, more reliability, etc) meet the Army customer’s needs?

Please limit this response to no more than 5 pages. If the Government has interest in following up on suggested ideas, we will reach out to request further discussion.

4. Does your company have any questions for the Government regarding the AWS

Logistics Support requirement?

Please note that the Government is not obligated to answer questions, especially depending on the nature or volume of questions received.
