About this file
This is a Limited-Sources Justification for a bridge contract order under the General Services Administration Federal Supply Schedule (FSS) program. The National Geospatial-Intelligence Agency (NGA), Office of Contract Services, seeks to extend the Agile Web Presence II (AWP II) contract with incumbent contractor Octo Metric, LLC (GSA Number 47QTCA19D00CY, Contract Number HM0476-20-F-0193) for an estimated value of $12.3 million over a 24-month period consisting of a 12-month base period (30 March 2026 – 29 March 2027) and two optional 6-month periods (30 March 2027 – 29 September 2027 and 30 September 2027 – 29 March 2028). The current contract expires 29 March 2026, and this extension serves as a bridge until a follow-on competitive contract can be awarded.
The AWP II program provides operations, maintenance, and software development services for "The Globe," an enterprise-wide web-based discovery platform for geospatial intelligence products and services accessible across multiple security domains (Unclassified, NIPR, SIPR, JWICS, CAPNET, and Stoneghost). The platform supports 178,000+ users across the Department of War, Intelligence Community, National System for Geospatial-Intelligence, and Allied System for Geospatial-Intelligence. Services include corrective, adaptive, and perfective maintenance; software updates and releases; content management for Discovery Catalog; and crisis support. The justification cites FAR 8.405-6(a)(1)(i)(C), asserting that continuing with the incumbent contractor represents the most economical and efficient approach, as a new vendor would require substantial ramp-up time and transition activities, resulting in unacceptable delays to critical national security operations. A Notice of Intent was posted 26 February 2026 with a 15 March 2026 response deadline, yielding three capability statements that were determined insufficient to meet government needs. NGA plans to conduct market research through a Request for Information, industry day, and vendor discussions prior to issuing a full and open competitive solicitation by FY28.

LIMITED-SOURCES JUSTIFICATION
PURSUANT TO FAR 8.405-6(c) FOR ORDERS OR BPAS WITH AN
ESTIMATED VALUE EXCEEDING THE SIMPLIFIED ACQUISITION THRESHOLD
FAR 8.4 Limited-Sources Justification exceeding SAT, v6.3, 02/05/2026 1 | P a g e
CONTROL NUMBER: JA-FY26-030
THIS ACQUISITION IS CONDUCTED UNDER THE AUTHORITY OF THE MULTIPLE-AWARD SCHEDULE PROGRAM
(41 U.S.C. 152(3), COMPETITIVE PROCEDURES, AND 40 U.S.C. 501, SERVICES FOR EXECUTIVE AGENCIES).
1. IDENTIFICATION OF THE AGENCY AND THE CONTRACTING ACTIVITY.
National Geospatial-Intelligence Agency / Office of Contract Services
2. NATURE AND/OR DESCRIPTION OF THE ACTION BEING APPROVED.
The nature of this action being approved is to bridge contract to the Agile Web Presence II (AWP II) Firm-
Fixed Price (FFP) contract, GSA Number 47QTCA19D00CY, Contract number HM0476-20-F-0193, to extend the period of performance and increase the contract value. The scope for the AWP-II contract was determined to be necessary to support national security and to protect life and property, both in the continental United States and overseas. The current contract is set to expire on 29 March 2026 and an extension of the current contract is required to serve as a bridge until a follow-on competitive contract can be awarded. The AWP-II program provides continued operations and sustainment to the
AWP web-based capability known as “The Globe”, an enterprise-wide, centralized web presence for discovery of NGA products, services, and tools, m.Globe, and Discovery Catalog on the Unclassified, NIPR, SIPR, JWICS, CAPNET, and Stoneghost domains within the IC. “The Globe” collectively supports
178,000+ unique users across multiple security domains in their discovery of mission-critical geospatial intelligence for the Department of War (DoW), Intelligence Community (IC), National System for
Geospatial-Intelligence (NSG), and Allied System for Geospatial-Intelligence (ASG) through the integration of geospatial programs and services.
In accordance with FAR 8.405-6(a)(1)(i)(C), the required scope to the AWPII contract represents a logical follow-on to the original order in the interest of economy and efficiency. This requirement will have a
Period of Performance (POP) that consistent of a 12-month Base Period and two (2) 6-month Optional
Periods. Total POP will be for 24 months.
3. ESTIMATED VALUE AND PERIOD OF PERFORMANCE OR PROJECTED DELIVERY SCHEDULE.
a. ESTIMATED VALUE ($M): $12.3M
b. PERIOD OF PERFORMANCE, INCLUDING ALL OPTION PERIODS, OR PROJECTED DELIVERY SCHEDULE:
Base Period: 30 March 2026 – 29 March 2027 (12 Months)
Option Period 1: 30 March 2027 – 29 September 2027 (6 Months)
Option Period 2: 30 September 2027 – 29 March 2028 (6 Months)

FAR 8.4 Limited-Sources Justification exceeding SAT, v6.3, 02/05/2026 2 | P a g e
4. IDENTIFICATION OF THE AUTHORITY AND CIRCUMSTANCE THAT JUSTIFIES LIMITING THE SOURCE.
FAR 8.405-6(a)(1)(i)(C) -- In the interest of economy and efficiency, the new work is a logical follow-on to an original Federal Supply Schedule order that was not previously issued under limited-sources procedures.
5. DESCRIPTION OF THE SUPPLIES OR SERVICES REQUIRED TO MEET THE AGENCY’S NEEDS.
AWP is a General Services Administration (GSA) Federal Supply Schedule (FSS) order, awarded competitively on 30 September 2020. The task order was awarded as a Firm Fixed Price contract with a base year, four option years through 29 September 2025. The current order is extended by 6 months utilizing 52.217-8 Option to Extend Services, which expires on 29 March 2026. Contractor shall assume Applications Service Provider (ASP) responsibilities for the Agile AWP products. The Contractor shall provide Operations & Maintenance (O&M) and software/website development services to support and sustain the AWP products (as referenced in Table 1.1) across multiple security domains. Operations shall include support activities and execution of tasks that enable AWP II to achieve performance and service levels in an efficient and cost-effective manner. The Contractor shall prepare and deliver software, source code, and documentation (per CDRL A019: Software Product Specification) for each baseline update or release. The Software Product Specification (SPS) shall include executable software, source files, and software support information/documentation. The Government Program Management Office (PMO) anticipates the need for software development to address emerging requirements but cannot specify details at this time.
The Discovery Catalog has been incorporated into the Globe baseline, and will still require updates to content, useability and UI/UX enhancements. The Contractor will provide content management support for Discovery Catalog that includes review of new content requests and maintenance of existing content. On the Secret and TS domains Globe Lite has been incorporated into the Globe baseline and has replaced mGlobe as NGA’s low bandwidth Globe search.
This justification is a result of addressing critical tasking required to meet national security requirements in support of the war fighter and meet ongoing mandatory security requirements. The maintenance activities found under these services include corrective, adaptive and perfective. Under corrective maintenance, this will identify, isolate, and rectify a fault or problem to restore a system or application to an operation state. In addition, this will provide further development support to fix identified defects, which falls under corrective maintenance. The adaptive maintenance provides modifications to keep a system or application usable in a changed or changing environment. The perfective maintenance delivers a modification to improve system or application performance or maintainability. Under adaptive and perfective maintenance, these funds will also be used for crisis support (such as Israel-Gaza and
Ukraine-Russia).

6. DEMONSTRATION OF THE CONTRACTOR’S UNIQUE QUALIFICATIONS TO PROVIDE THE REQUIRED
SUPPLY OR SERVICE THAT REQUIRES USE OF THE AUTHORITY CITED.
This is an extension for the continued provision of highly specialized services and it is likely that award to any other source would result in substantial duplication of cost or unacceptable delays. The current vendor, Octo Metric, LLC, is a known entity with exceptional performance that has shown the flexibility to adapt to fast-changing requirements based on Agency needs. A new vendor would require time in order to ramp-up and transition to be capable of performing the AWP II requirements. At minimum, the
Government would suffer a delay in performance because a new vendor would have to get up to speed and the transition of assets and resources would need to be addressed.
7. CONTRACTING OFFICER DETERMINATION THAT THE ORDER REPRESENTS THE BEST VALUE
CONSISTENT WITH 8.404(d).
The Contracting Officer (CO) will evaluate the proposed pricing to verify proposed rates are at or below approved GSA schedule rates and that the total proposed price is fair and reasonable. The CO will confirm that the addition of work to the order represents the best value to meet the Government’s needs.
8. DESCRIPTION OF THE MARKET RESEARCH CONDUCTED AMONG SCHEDULE HOLDERS AND THE
RESULTS OR A STATEMENT OF THE REASON MARKET RESEARCH WAS NOT CONDUCTED.
Market Research was originally conducted on 10 March 2020, for the initial contract. This order was originally awarded from a competitive solicitation which sought to obtain competition through standard
FAR Subpart 8.4 acquisition practices. The Government intends to conduct thorough market research as part of the complete acquisition planning cycle to achieve a competitive environment for the follow-on contract by the FY28 timeframe. No additional market research has been conducted as the intent is to maintain continuity of services through the extension of the current contractual relationship.
A synopsis in accordance with FAR 5.2, was issued to SAM on 26 February 2026 with a response date of
15 March 2026. NGA received a total of 3 responses to the Notice of Intent (NOI) from Trinity Enterprise
Services, LLC, Aqua IT and DreamCatchers) in which each of them provided their capabilities. All the responses were analyzed however none were determined to sufficiently meet the Governments need to continue services under the Globe. NGA will take consideration into the next follow-on contract based on each capability statement received.
9. ANY OTHER FACTS SUPPORTING THE JUSTIFICATION.
This contract extension will be in place as the Government is in the process of an acquisition to award a future contract designed to bundle services from other contracts and adjust to Agency direction. This extension will be divided into one 12-month, followed by two 6-month POPs, allowing flexibility to align with the other program’s contracts and enter the acquisition process with merged contract services. A 2-year extension is based on the anticipation of the next full and open acquisition taking 18 to 24 months to complete. The extension can be stopped before entering either of the 6-month POPs if the follow-on acquisition is awarded before 2-years.
FAR 8.4 Limited-Sources Justification exceeding SAT, v6.3, 02/05/2026 4 | P a g e
We are proceeding with an extension of the current contract to maintain essential services while simultaneously conducting a comprehensive assessment of evolving requirements. This extension period will provide the necessary time to coordinate with other offices and thoroughly define and align future contractual and technical specifications with NGA strategic objectives.
As program requirements evolve, and the availability of competitive offerings change, program options for future purchases will be examined. The requirements office will continue to strive to promote competition to the maximum extent possible. This will be the opportunity for other providers to participate in market research and potential competitive acquisitions.
Prior to the conclusion of this extension, NGA plans to gain a better understanding of industries current ability to meet NGA’s requirements by issuing a Request for Information (RFI), holding an industry day, and schedule one-on-one discussions with vendors in order to conduct solid market research.
10. APPROVING OFFICIAL DETERMINATION OF THE CIRCUMSTANCE THAT APPLIES UNDER FAR 8.405-
6(a)(1).
I, acting as the Procuring Activity Competition Advocate, have determined that limiting sources to fewer than those required by FAR 8.405-2, pursuant to the authority of 41 U.S.C. 152(3), is justified based on the following circumstance: FAR 8.405-6(a)(1)(i)(C) -- In the interest of economy and efficiency, the new work is a logical follow-on to an original Federal Supply Schedule order that was not previously issued under limited-sources procedures.
