This is an Award Notice for a federal contract with accompanying Justification and Approval (J&A) documentation for other than full and open competition.

The Department of Veterans Affairs, through its Southeast Louisiana Veterans Healthcare System (SLVHCS) at Overton Brooks VA Medical Center in Shreveport, Louisiana, awarded a sole-source contract to eVideon, Inc. (operating as Optimal Solutions, Inc.) for continued support and maintenance of the eVideon Patient Care System. The award, numbered 36C25626P0424, was issued on April 2, 2026, in the amount of $1,198,800.00. The contract is structured as a Firm Fixed Price agreement with a base year running from April 18, 2026, to April 17, 2027, at $225,840.00, followed by four one-year option periods at escalating annual costs ($232,560.00, $239,520.00, $246,720.00, and $254,160.00 respectively). The requirement encompasses all parts, labor, software, application maintenance, updates, system enhancements, subscriptions, and database management for 275 patient locations, 198 ancillary locations, 26 community-based outpatient clinic endpoint locations, and 4 cache servers. The sole-source justification was based on 41 USC §3304(a)(1) citing only one responsible source, as eVideon/Optimal Solutions is the exclusive owner and authorized provider of the proprietary system already deeply integrated into SLVHCS operations, with no other firm authorized to provide support or training. A Notice of Intent to Sole Source was published to SAM.gov on January 6, 2026, with closure on January 21, 2026. DEPARTMENT OF VETERANS AFFAIRS

Justification and Approval (J&A)

For Other Than Full and Open Competition (>SAT)

Acquisition Plan Action ID: 36C256-26-AP-1643

Contracting Activity: Department of Veterans Affairs, VISN 16, Southeast Louisiana Veteran Healthcare System. 2237#: 629-26-3-690-0016

Nature and/or Description of the Action Being Processed: The eVideon system is an interactive patient care platform designed to facilitate communication between patients and VA staff. The current contract is set to expire and requires continuous services to maintain the eVideon system. It delivers targeted patient education through automated, bidirectional integration with VistA and the Computerized Patient Record System (CPRS). Using CPRS, nurses can assign educational content to Veterans based on diagnoses, medications, treatment procedures, and more. eVideon then makes the appropriate media available on the Veteran’s television. Viewing history and assessment results flow automatically back into CPRS. Additionally, eVideon supports nursing staff by sending and receiving interactive messages through the Veteran’s television, reducing interruptions and improving workflow. The system is currently in use at the Southeast Louisiana Veterans Health Care System (SLVHCS) and all associated community-based outpatient clinics (CBOCs). eVideon enhances Veteran care, simplifies workflows, and streamlines patient education. It operates as a subscription-based system with continuous software updates and maintenance to improve patient care. This action will be awarded as a follow on Firm Fixed Price (FFP) contract with a base and four option years. The period of performance dates and associated costs per year are outlined below.

Statutory Authority Permitting Other than Full and Open Competition:

(6) National Security per 41 USC §3304(a)(6) as implemented by RFO 6.103-6;

( ) (7) Public Interest per 41 USC §3304(a)(7) as implemented by RFO 6.103-7;

Demonstration that the Contractor’s Unique Qualifications or Nature of the Acquisition Requires the Use of the Authority Cited Above (applicability of authority): This requirement must be awarded as a sole-source contract to eVideon DBA Optimal Solutions, Inc. This is a follow-on contract for continued advancement to the specialized system and provide optimal services. Optimal Solutions was responsible for the initial implementation of the eVideon platform at SLVHCS to the facility. Their system has been deeply integrated throughout the facility and their offsite CBOC clinics. Their services responsibilities included installation of hardware, software, pillow speakers, connectivity, and integrated testing across multiple VA systems. Optimal Solutions is the owner and sole developer of the eVideon system. No other firm is authorized to sell, support, or provide training for any eVideon components. This includes pillow speakers, which are uniquely designed to integrate with eVideon and the specific nurse call system and cabling currently in use at SLVHCS. The eVideon system is fully integrated into SLVHCS’s existing clinical workflows and software, ensuring a seamless continuation of services and avoiding the additional cost and time associated with implementing a new system. There would be a substantial duplication of costs to the government if competed for a new system and would cause unacceptable delays in fulfilling the agency’s requirements to implement a whole new system.

Description of Efforts Made to ensure that offers are solicited from as many potential sources as possible ( including whether a notice was or will be publicized as required by RFO Part 5 and, if not, which exception under RFO Part 5 applies: Notice of Intent to Sole Source (NOI SS) published to SAM.gov on 01/06/2026 and closed 01/21/2026 with archived date of 01/31/2026 published for over 25 days. The intent of the RFI was to 1) Determine the availability of sources who could provide an equivalent product or authorized certified services and 2) Determine the availability of sources who could provide services with qualified trained certified technicians. The posting was essentially an intent to establish sources, and it was stated in the RFI that responses would be used to determine the future formal procurement strategy or sole source of the requirement. A proprietary letter provided from manufacturer confirms that they are the sole company authorized to provide licensing and support for this service. No other potential sources were located during market research. etaining the current proprietary system would avoid high upfront costs associated with licensing, hardware and system upgrades. It also prevents productivity losses during staff retraining and transition for staff and patients. Attempting to compete with the existing proprietary system would likely result in wasted time and resources. The current system has been established proven reliability and deep integration within the operations of the facilities. Furthermore, the time spent on competition could divert focus from patient care objectives, leading to operational inefficiencies.
