About this file
This is an Award Recommendation document from the State of Michigan's Department of Military and Veterans Affairs, specifically the Grand Rapids Home for Veterans, detailing the evaluation and recommendation for RFQ# 511 190000000007 for a Wander Management System. The solicitation was posted on SIGMA VSS on October 9, 2018, for seven days, with proposals due by October 17, 2018. Two bidders submitted proposals: COPP Integrated Systems from Dayton, OH, and Riverside Integrated Systems Inc. from Grand Rapids, MI, for a one-time purchase of a wander management system.
The recommendation is to award the contract to Riverside Integrated Systems Inc. for $28,522.00 for an Accutech LS 2400 System. The recommendation is based on several factors, including the facility's existing Accutech system, which would minimize staff training and provide continuity, and Riverside's local presence, which ensures same-day service and warranty support. The competing bid from COPP Integrated Systems was $28,494.03, but additional costs for firewall penetration and repairs made Riverside's bid more advantageous. While COPP Integrated Systems claimed Service-Disabled Veteran Owned Business status, they failed to provide complete verification documentation, rendering them ineligible for veteran preference.

IV. Evaluation Results The Grand Rapids Home for Veterans recommends Riverside Integrated Systems Inc. for award. The bidder submitted a quote for an Accutech LS 2400 System. The GRHV currently has an Accutech system installed and in use on another nursing unit in the facility. Utilizing the same system will cut down on training of nursing and maintenance staff and provide continuity to both staff and residents, which provides value to the facility. Riverside is a local company to Grand Rapids, Michigan. That alleviates concern for warranty and service calls. The GRHV will be able to have same day service. It is critical to have a functional system as it directly ensures the safety of the residents at the facility. Copp Integrated Systems indicated that firewall penetration and repairs would be the responsibility of the facility adding time and expense to the GRHV. That cost inclusion to GRHV alone makes up the difference of $27.97 between the two quotes. Factoring all these points, the GRHV has long term cost avoidance by awarding to Riverside.
