About this file

This document is an Award Recommendation and Evaluation Synopsis from the Michigan Department of Corrections for Request for Proposal (RFP) #250000002760 concerning Underground Storage Tank (UST) Inspection services. The RFP was posted on SIGMA VSS on July 11, 2025, with proposals due by August 27, 2025, and was open for 48 calendar days. Three bidders submitted proposals: Phoenix Environmental, Inc., R. W. Mercer Co., and Soil Exploration Services, Inc. The contract term is three years with up to five one-year renewal options, and the solicitation sought a Type B Certified Underground Storage Tank Operator.

The state recommended awarding the contract to R. W. Mercer Co. for $365,553.00, pending State Administrative Board approval. R. W. Mercer Co. received a technical evaluation score of 89/100, which was lower than Soil Exploration Services' score of 97/100, but was still deemed responsive and responsible. The evaluation process involved a Joint Evaluation Committee that assessed proposals based on service requirements, staffing, contract requirements, and vendor questions. No pricing negotiations altered the original proposed amounts, and the award recommendation was based on being the lowest-priced bidder meeting all requirements.
