About this file
This is an Award Recommendation and Evaluation Synopsis document from the Michigan Department of Technology, Management, & Budget's Procurement Office for Solicitation 260000000345, an AI Document Processing and Digitization RFP. The State sought a contractor to provide an AI document processing and digitization solution to support the Department of Environment, Great Lakes, and Energy (EGLE) in managing regulatory and permit documentation. The RFP was posted on SIGMA VSS on November 12, 2025, for a 62-day period with proposals due on January 13, 2026. Eighteen bidders submitted proposals. The contract term consists of five base years with up to five one-year renewal options. The evaluation process included assessment across five technical criteria: Statement of Work (25 points), Business Specification Worksheet (30 points), Vendor Questions Worksheet (15 points), Resumes (20 points), and EGLE Statement of Work (10 points), with a minimum threshold of 80 points required for pricing evaluation.
The State recommended a partial award to BlueVector AI, LLC in the amount of $1,469,583.65, pending State Administrative Board approval, based on the bidder's superior technical score of 89.5 points and best value proposition. BlueVector's award consists of $841,912.00 for implementation and $514,773.85 for support services for years one through five, plus $112,897.80 for licensing. The evaluation committee determined BlueVector offered the best value based on its demonstrated understanding of EGLE's requirements, intuitive interface design, working knowledge of Michigan state processes with prior successful projects, acceptance of proposed SLA and insurance terms, and cost-effective approach to managing AI token usage. The RFP remained open for continued negotiations with other qualified bidders, with additional awards anticipated once further negotiations were completed. Bidders scoring below 80 points or failing to meet responsiveness and responsibility standards were not advanced to pricing evaluation. No incumbents were identified in this solicitation.
