Award Recommendation Summary

This is an Award Recommendation document issued by the Michigan Department of Technology, Management & Budget's Procurement office for Direct Solicitation #171-180000002508, concerning asphalt patching and sealing equipment. The solicitation was posted on May 11, 2018, with proposals due on May 31, 2018. The State sought contractors to provide asphalt patching and sealing equipment for both purchase and rental. Four bidders submitted proposals: Duraco, Inc. (dba Durapatcher), Keizer-Morris International, Inc. (KMI), Crafco, Inc., and Southeastern Equipment Co. The contract term is four years with up to two one-year renewal options. The evaluation process assessed bidders on technical criteria including warranties and service levels (20 points), general requirements (15 points), company information and experience (25 points), and resources and capacity to serve the entire state (40 points). All proposals scoring 80 points or higher qualified for price evaluation.

The State recommended award to multiple bidders: Duraco for both purchase and rental with an award amount of $750,000 and KMI for both purchase and rental with an award amount of $250,000, totaling $1,000,000. Duraco achieved perfect scores of 100/100 for purchase and 96/100 for rental, while KMI scored 100/100 for both purchase and rental categories. Crafco scored 95/100 in both categories, and Southeastern scored 100/100 for purchase but only 40/100 for rental due to missing required rental specification information, disqualifying it from rental consideration. The pricing evaluation compared costs across 13 prosperity regions with varying formulas for purchase (including unit price, delivery, and training) and rental (combining daily, weekly, and monthly rates with delivery and pickup costs). No bidders submitted revised pricing during second-round negotiations.
