About this file
This is an Award Recommendation document from the Michigan Department of Military & Veterans Affairs Procurement office for Request for Proposal (RFP) #190000002683, which solicited proposals for Portable Conex Storage Containers. The RFP was posted on SIGMA VSS on 07/18/2019 for nine days, with proposals due by 07/23/2019. Sea Box Inc. was the sole bidder, and the evaluation team determined they met all RFP requirements. The contract term is three years with up to two renewal options, covering the procurement of Tricon Dry Freight Portable Conex Storage Containers with specific requirements including a quantity of over 12 containers, sizes of 6.5ft x 8ft x 8ft, standard military subdued color, and containers that are sealable, lockable, and provide adequate all-weather protection.
The total contract award is $75,000.00, with the breakdown showing 12 Conexes priced at $5,675.00 each, plus $3,080.00 in freight, resulting in a total cost of $71,180.00. The evaluation was a pass/fail process, and since Sea Box was the only bidder, there was no competitive scoring. The award recommendation was made based on the bidder meeting minimum requirements and offering the lowest overall price. The procurement did not involve any specific set-asides, though the document notes the state may consider a bidder's qualified disabled veteran status under certain statutory provisions.
