About this file
This is an Award Letter and Synopsis from the State of Michigan Department of Natural Resources regarding RFP 19-1319 for Aerial Fire Detection services. The RFP solicited proposals for a contractor to provide aerial fire detection across three designated detection areas. The request for proposal was posted on March 8, 2019, with a deadline of March 20, 2019. Two bidders submitted proposals by the published due date: Northwoods Aviation (Cadillac, MI) and RM Aviation (Lakeview, MI). The contract term is three years with up to two one-year renewal options. The evaluation process assessed bidders on a pass/fail basis for aircraft requirements, pilot requirements, and acceptance of standard contract terms, with the State reserving the right to conduct facility visits, oral presentations, interviews, and reference checks during evaluation.
The State recommended a split award based on lowest pricing among responsive and responsible bidders. Northwoods Aviation was awarded $100,000.00 for Detection Areas 1 and 3, with hourly rates of $220.00 per hour ($50 pilot services and $170 aircraft). RM Aviation was awarded $50,000.00 for Detection Area 2 at $165.00 per hour ($35 pilot services and $135 aircraft). The total recommended award amount is $150,000.00 pending State Administrative Board approval. Neither bidder held Service-Disabled Veteran Owned Business (SDVOB) status. Bidders not recommended for award were encouraged to schedule debriefing sessions with the Solicitation Manager, Patrick Avendt, to understand the State's rationale for the award recommendation.
