About this file
This is an Award Recommendation Notice from the State of Michigan Department of Natural Resources Procurement Office for RFP 1900000003180 seeking Community Archery Program Equipment and Supplies for the DNR Marketing and Outreach Division. The solicitation was posted on SIGMA VSS on September 15, 2019, with a ten-calendar-day response period and a due date of September 25, 2019. Two bidders submitted proposals: BSN Sports and Lancaster Archery Supply. The contract term is five years with up to five one-year renewal options. The evaluation process required bidders to provide proposals and pricing for equipment brands specified in Schedule A of the Statement of Work as a mandatory minimum requirement. Proposals were evaluated by the Solicitation Manager, Lisa Crozier-Green, and Kathrine Garland, Archery Education Coordinator, using a pass/fail assessment of the bidder's demonstrated ability to provide the contract activities as specified, followed by lowest-total-cost pricing evaluation for qualifying proposals.
BSN Sports failed the evaluation after submitting a price quote for only four of the required items, demonstrating insufficient ability to provide all contract activities. Lancaster Archery Supply passed the evaluation after meeting all responsive and responsible requirements with quotes for all specified equipment, including alternate products where original items were discontinued or relabeled. The Department of Natural Resources recommends awarding the contract to Lancaster Archery Supply, located at 21 Graybill Road, Leola, Pennsylvania 17540, in the amount of $312,203.50, pending State Administrative Board approval. The award is based on Lancaster Archery Supply's demonstration of overall ability to provide contract activities and best value to the state. Bidders not recommended for award may request a debriefing session with the Solicitation Manager at CrozierGreenL@michigan.gov or 517-284-5938.
