About this file

This is an Award Information staff report from the City of Alpharetta Public Works Department regarding the selection of a design services contractor for the Big Creek Greenway Boardwalk Replacement project. The City issued RFP 22-103 on August 26, 2021, with proposals due September 23, 2021, and received four submissions. The project encompasses design services for the replacement of approximately 1,125 linear feet of existing timber boardwalk originally constructed in 2008 that has experienced structural failure requiring closure. The replacement boardwalk will feature a concrete trail surface with metal handrails on a steel frame, maintaining the existing alignment while providing a minimum 8-foot clear width, and will be designed similarly to recent Big Creek Greenway extensions completed from Marconi Drive to Union Hill Park. Heath & Lineback Engineers, Inc. was selected as the awardee with the highest evaluation score of 93.33 out of 100, followed by Pond & Company (66.16), Moffatt & Nichol (59.15), and AECOM Technical Services, Inc. (49.00). Evaluation criteria weighted experience and qualifications at 20 percent, technical proposal and project approach at 20 percent, proposed project schedule at 20 percent, and cost proposal at 40 percent. The anticipated design completion date is six and one-half months from notice to proceed.

The total project cost is $86,000.00, which is budgeted and included in the current fiscal year capital budget, with funding allocated from the Greenway Repair and Maintenance account (30361150-541500-C1636). Heath & Lineback Engineers, Inc. is an experienced design firm with relevant project experience in Georgia, including work on the Big Creek Greenway Rehabilitation and Design project for Forsyth County Parks and Recreation Department, the East Campus Greenway Connector project for Athens-Clarke County Unified Government, and the PATH400 project for Liveable Buckhead, Inc. The staff report recommended awarding the contract to Heath & Lineback Engineers, Inc., with authorization for the Mayor to execute all necessary documents upon City Council approval at the October 25, 2021 meeting.

IV. REPORT IN BRIEF:

The award of this request for proposals is for design services associated with the replacement of approximately

1,125 linear feet of existing timber boardwalk. The existing boardwalk to be replaced provides a connection from the southern side of Mansell Road, at the former location of Buffalo Wild Wings, to the Big Creek Greenway. Originally constructed in 2008, this section of boardwalk has proven problematic to maintain and several sections have either failed or are failing, which has necessitated the closure of the boardwalk.

The replacement boardwalk will be substantially similar in style to the recent boardwalks constructed as part of the Big Creek Greenway extension from Marconi Drive to Union Hill Park. It will provide a concrete trail surface and metal handrails atop a steel frame. The alignment of the existing timber boardwalk will be maintained and the new trail will provide a minimum 8' clear width.

A scoping document was prepared by the Public Works Department and a request for proposals was issued on August 26, 2021. A total of four submissions were received on September 23, 2021. Staff from the Public Works Department evaluated and scored the proposals based on the design team's: experience and qualifications (20%); technical proposal and project approach (20%); proposed project schedule (20%); and, cost proposal (40%). The final scoring for the four proposals was:

93.33 Heath & Lineback Engineers, Inc.

66.16 Pond & Company

59.15 Moffatt & Nichol

49.00 AECOM Technical Services, Inc.

Heath & Lineback Engineers, Inc. is an experienced design firm which has worked on several projects with similar elements in Georgia, including the Big Creek Greenway Rehabilitation and Design project for Forsth County Parks and Recreation Department, the East Campus Greenway Connector project for Athens-Clarke County Unified Government, and the PATH400 project for Liveable Buckhead, Inc.

Once a contract with Heath & Lineback Engineers, Inc. has been finalized and executed, design may begin immediately. The anticipated completion date is six and a half months from notice to proceed.
