About this file
This is an Award Information document from the Cherokee County Board of Commissioners Purchasing Department in Georgia for RFP #2022-035, concerning design services for the New SW Cherokee Community Park located at the intersection of Highway 92 and Hunt Road. The County solicited competitive sealed proposals through a standard Request for Proposals process, with advertising conducted over 15 days or more. The project was divided into two phases: Phase I (Design Documentation) fully funded at $2 million, and Phase II (Construction Documentation and support), an optional phase pending SPLOST 2024 funding estimated at $27 million. Four vendors submitted proposals in response to the solicitation. The County contacted 322 vendors prior to the RFP release. The contract award was made on May 3, 2022, to TSW Atlanta, GA, for a contract value of $1,390,200 over a two-year initial term with renewal options available. The contract was awarded under PSA Standard agreement type and categorized as Architectural Services (Contract #035-2022-00).
The source selection methodology weighted pricing at 40 percent of the total evaluated score, with pricing broken down as 75 percent for Phase I and 25 percent for Phase II to reflect the County's intention to negotiate final Phase II costs upon SPLOST funding availability. The evaluation criteria included Similar Experience & Knowledge (30%), Experience as a Team (20%), Work Plan & Schedule (10%), and Pricing (40%). TSW's Phase I price of $175,200 was significantly lower than the highest bidder, Bowman Design, which quoted $490,000 for Phase I, raising concerns about front-loading in Phase I with insufficient Phase II estimates. All vendors except Bowman provided re-evaluated pricing for both phases upon request during interviews. TSW achieved the highest proposal score of 81.87, compared to Place Services, Inc. at 72.95 and Bowman Design at 68.61. The award was not low bid but was based on the source selection method and evaluation criteria. Funding was sourced from SPLOST, with Phase I fully allocated and Phase II contingent on future SPLOST 2024 appropriations. The selected contractor met SAM requirements, and no debarred or suspended entity issues were identified.

After completion of all interviews, a question was posed to the County asking if the use of pre-engineered buildings for the restrooms would be allowed as this would yield further cost savings during Construction Documentation, Phase I - Task 4. The question was relayed to all vendors and the County's reply was yes, as an option. The County's decision to do so would occur as a part of the Value Analysis and Value Engineering (VA/VE) as part of Design Development, Phase I - Task 3. Bowman does not recommend the use of a pre-engineered building for the restrooms and did not quote as an option.
*Important Price Evaluation Notes Phase I fully funded $2M. Phase II (Option) pending SPLOST 2024 Funding, estimated at $27M. Pricing represents 40% of the total evaluated score, weighted 75% for Phase I and 25% for Phase II since it is the County's intention to negotiate the final Phase II cost when and if SPLOST funds are available.
Bowman had the highest Phase I price of $490,000 compared to TSW's Phase I price of $175,200. Bowman's pricing seemed to be front loaded in Phase I and not enough in Phase II which caused concern that they may not have enough built into their estimate for Phase II.
During the interviews all vendors were requested to provide re-evaluated pricing for both Phase I & II. This would give all vendors an opportunity to ensure their pricing was in compliance with the SOW by Task. All vendors, except Bowman, provided updated pricing for Phase I & II. Bowman only provided for Phase 1 but not for Phase II. Therefore we used their original total price, subtracted their revised Phase I price from the total to arrive at their Phase II & total estimate.
