IV. REPORT IN BRIEF:

The award of this project is for design services associated with pedestrian safety and connectivity improvements in the Downtown Area.

A scoping document was prepared for the following four projects by the Public Works Department and an RFQ (Request for Qualifications) was issued on June 16, 2022.

1. Roswell Street at Marietta Street Intersection This proposed project is to review the intersection of Roswell Street at Marietta Street for safety improvements that would reduce vehicle speeds, improve visibility, shorten the distance to cross the street, and provide pedestrian refuges. Roswell Street, between Old Roswell Street and Old Milton Parkway, will be comprehensively studied to determine the most optimum safety treatment at the intersection of Roswell Street and Marietta Street.

2. Academy Street at City Center This proposed project is to review the section of Academy Street from Highway 9 to Haynes Bridge Road for improvements that would reduce vehicle speeds, improve visibility, shorten the distance pedestrians must traverse to cross the street, and provide pedestrian refuge.

3. Wall Design on Highway 9 from South Broad Street to North Broad Street This proposed project is to design street walls along the sidewalk on Highway 9 in front of the Town Green so as to improve safety. Three walls are proposed for this project. All three walls will be veneered (both sides) with brick to match City Hall and will have a capstone similar to the ones within the City Center. We are looking into two options for the walls’ height; 18 inches and 36 inches.

4. Self-Standing Outdoor Kiosk This would be to study the Downtown Area along Highway 9 and design a self-standing, outdoor kiosk at an optimum location to promote residents' and visitors’ information about the city. All necessary components for the safe and efficient operation of the kiosk such as fiber optic cable, remote communication routers, and power connection will be included in the design and construction plans. The kiosk will be waterproof and dust-proof with a preferred height of 80 inches.

A total of five responses to the RFQ were received on July 14, 2022.

Staff from the Public Works Department evaluated and scored the proposals based on the design team's:

experience and qualifications (40%); references (20%); and quality of completed project examples (40%). The final scoring, out of 100, based on qualifications was:

Keck & Wood, Inc. (84) Croy Engineering, LLC (81) Columbia Engineering (78.50) Moffatt & Nichol (77) Axis Infrastructure, LLC (76.50)

All five consultants were invited for in-person meetings and interviews with the Public Works Department on August 8-9, 2022 to further evaluate their understanding of our projects and design approach. The final scoring, out of 100, based on interviews was:

Moffatt & Nichol (93.33) Croy Engineering, LLC (90) Columbia Engineering (66.67) Axis Infrastructure, LLC (66.67) Keck & Wood, Inc. (60)

The final combined scoring, out of 200, based on qualifications and interviews is:

Croy Engineering, LLC (171) Moffatt & Nichol (170.33) Columbia Engineering (145.17) Keck & Wood, Inc. (144) Axis Infrastructure, LLC (143.17)

Preliminary Cost Submission based on scope detailed in RFQ 22-1007 Based on the final scoring for qualifications and interviews, staff requested cost proposals from the top 2 scoring firms: Croy Engineering; and Moffatt & Nichol. Results were as follows:

Moffatt & Nichol: $200,000 Croy Engineering, LLC: $395,686

The project approach was vastly different between the two firms. For example, Croy's proposal included a far more in-depth public outreach component and the cost estimate for the work along Academy Street was five times the cost of the proposal from Moffat and Nichol. Moffat and Nichol utilized the adopted downtown pedestrian plan as the basis of the work along Academy Street and at the intersection of Marietta and Roswell Street (refer to attached exhibits).

Additional Scope Item: Roswell Street Alpha Loop The Community Development Department received the Downtown Link Alpha Loop study. As a part of this study, wider sidewalks are recommended to be designed and constructed along Roswell Street between Old Milton Pkwy and Old Roswell Street. Although the study has not been adopted at this time, staff requested Moffatt & Nichol to add a separate line item to their cost proposal for the future design of Roswell Street Alpha Loop from Old Milton Parkway to Old Roswell Street. This is to ensure that safety improvements at the intersection of Roswell Street & Marietta Street would not contradict the Alpha Loop design along Roswell Street. If the Roswell Street Alpha Loop design does not become necessary, Moffatt & Nichol would not charge for that line item.

Final Cost Submission including the Additional Scope detailed above The total design cost of the following five projects from Moffatt & Nichol is $272,000.00 and attached hereto as well as synopsized below:

Roswell Street at Marietta Street intersection ($65,500);

Academy Street at City Center ($100,000);

Wall Design on Highway 9 from South Broad Street to North Broad Street ($20,500);

Self-Standing Outdoor Kiosk ($6,500);

Roswell Street Alpha Loop ($72,000); and Public Involvement/Stakeholder Meetings ($7,500).

Public Works staff met with Moffat and Nichol to discuss their proposal and expectations of the City. Moffat and Nichol confirmed their cost proposal will cover the necessary costs to design the pedestrian improvements.

Moffatt & Nichol is an experienced firm that has worked on similar design projects throughout the metro Atlanta area. Once a contract with Moffatt & Nichol is finalized and executed, design work will begin immediately. The anticipated completion date of all five design projects is 17 months from the notice to proceed.

City of Alpharetta RFQ 22-1007, Design Services: Pedestrian Safety Improvements Statement of Qualifications

WHAT WE WANT TO DO

General Description

The City of Alpharetta is requesting qualifications from consultants for the design of pedestrian safety improvements at three locations and an outdoor kiosk in the Downtown.

This includes, but not limited to design work from concept to final construction plans for each location. These projects will be locally funded. No federal or state funding is anticipated.

Roswell Street at Marietta Street Intersection

This proposed project would review the intersection of Roswell Street at Marietta Street for improvements that would reduce vehicle speeds, improve visibility, shorten the distance to cross the street and provide pedestrian refuges.

Roswell Street between Old Roswell Street and Old Milton Parkway may need to be comprehensively studied to determine the most optimum safety treatment at the intersection of Roswell Street and Marietta Street.

Academy Street at City Center

This proposed project would review the section of Academy Street from SR9 to Haynes Bridge Road for improvements that would reduce vehicle speeds, improve visibility, shorten the distance to cross the street and provide pedestrian refuges.

Highway 9 from South Broad Street to North Broad Street

This proposed project is to design street walls along Highway 9 in front of the Town Green, on the existing sidewalk. Three walls are proposed for this project, per the attached Location Map. All three walls will be veneered (both sides) with brick to match City Hall and will have a capstone similar to ones within City Center. We are looking into two options for the walls’ height: 18” and 36”.

Self-Standing Outdoor Kiosk

This would be to study the Downtown area along Highway 9 and design a self-standing outdoor kiosk at an optimum location to promote residents and visitors information of the city. All necessary components for safe and efficient operation of the kiosk such as fiber optic cable, remote communication routers, and power connection shall be included in the design and construction plans. Existing fiber optic cables are underground and actively serve remote communication to traffic lights in the Downtown. The kiosk shall be water-proof and dust-proof with a preferred height of 80”.

City of Alpharetta RFQ 22-1007, Design Services: Pedestrian Safety Improvements Statement of Qualifications

Scope of Work The design team shall be responsible for the preparation and permitting of all necessary plans and providing the City with assistance during construction. This shall include, at a minimum, the following tasks:

1. Design – The design team will be responsible for the preparation of all necessary construction and right of way plans, details, specifications, special provisions, and/or studies necessary to provide final bidding plans. Construction and right of way plans should consider staging of the existing intersection and roadway segments and the proposed pedestrian safety improvements during construction.

The City will provide right of way acquisition services for these projects if required.
