About this file
This is a Statement of Objectives (SOO) issued by the Federal Bureau of Investigation's Finance and Facilities Division for an aviation fuel storage and dispensing system to support the Aviation Support Unit (ASU) and CIRG Division.
The FBI seeks to award a Blanket Purchase Agreement (BPA) for a five-year ordering period to supply and install an aviation fuel storage and dispensing system capable of safely storing, managing, and dispensing 100LL aviation gasoline. The system must include a 2,000-gallon usable capacity tank with 7-gauge double-wall construction or equivalent secondary containment, leak detection capability, fuel level indication, aviation-grade filtration and water separation, and fuel quality sampling provisions. The trailer component requires three 7,000-pound axles, DOT approval with heavy steel chassis, LED lights, conspicuity tape, steel fenders and decking, electric brakes with breakaway safety system, heavy-duty ST trailer tires on 16-inch steel wheels, tongue jack, adjustable hitch, safety chains, and choice of ball or pintle coupler with custom placard kit and powder coat finish. Installation and utility requirements include a minimum 100-foot dispensing hose, aviation over-wing fueling nozzle, mechanical and digital fuel metering, grounding and bonding equipment, emergency shutoff capability, lockable dispensing equipment compartment, fire extinguishers, spill response equipment, and a refuel-defuel kit. The vendor must provide applicable operator, maintenance, and parts manuals, initial operator familiarization training, and a minimum one-year warranty. Optional accessories include a locking steel cabinet, 100-watt solar panel with bracket and wiring, and aviation pump and accessories. The system must be suitable for outdoor installation and continuous operation within an active airfield environment and capable of relocation using forklifts, cranes, or flatbed transport vehicles. The total estimated value is listed as TBD, with prices subject to escalation at the beginning of each ordering period.

Statement of Objectives (SOO) for Aviation Fuel Storage and Dispensing System
1. Background
The Federal Bureau of Investigation (FBI) is tasked to protect the American people and uphold the Constitution of the United States. In support of that mission, the Aviation Support Unit (ASU) is in need of an aviation fuel storage and dispensing system for the storage, management, and dispensing of 100LL aviation gasoline. This equipment is integral to the FBI’s law enforcement and national security missions, and to maintain the operational readiness. To meet this need, the FBI intends to award a Blanket Purchase Agreement (BPA) to a vendor able to supply and train operators over a five (5) year period of performance.
2. Objective
The primary objective of this contract is to secure a reliable vendor able to supply aviation fuel storage and dispensing systems and provide familiarization training. This dispensing system will be used to support government aircraft operations at designated military installations based on missions. The system shall support direct fuel delivery from a commercial fuel supplier and provide safe, efficient fueling of government aircraft.
3. Scope of Work
Failure to meet any of these parameters impedes the overall mission of the FBI.
The following are three (3) Operational requirements:
• Fuel: Minimum usable storage capacity of 2,000 gallons of 100LL aviation gasoline and include all equipment necessary for safe fuel storage, fuel quality control, and aircraft fueling operations.
• Operation Environment: The system shall be suitable for outdoor installation and continuous operation within an active airfield environment.
• Portability: The system shall be capable of relocation within the airfield environment through the use of a forklift, crane, flatbed transport vehicle, or similar material handling equipment. Routine transportation on public roadways while loaded is not required.
4. Requirements for Aviation Fuel Trailer.
The aviation fuel trailer shall meet the minimum specifications below:
Equipment:
• Tank size: 2,000 gal usable fuel capacity
• Proposed fuel system containment configuration (Rectangular or Cylindrical)
• Tank thickness: 7 gauge
