About this file

This is a Q&A document from AVI Systems addressing technical questions regarding audiovisual system upgrades for the Colorado General Assembly Committee Rooms LSB-A and LSB-B. The project involves installing new audio and video conferencing capabilities in two legislative hearing rooms. Key system components include wall-mounted ceiling speakers configured in two zones to control front and back room volume separately, one camera per room positioned at the back for remote video testimony purposes, dual touch panel controls (one at the members' table with full system control and password protection capability, one at the witness table with limited TV control), and equipment racks to be integrated into room millwork rather than housed in a closet. The existing audio rack will be reused where possible. Microphone connections will be permanently mounted to both members' and witness tables, with potential addition of retractable base microphones at the witness desk for ADA compliance. A site walk was conducted on June 8, 2015, and the chosen vendor must obtain security clearance to work during extended hours including weekends.

The project requires vendors to coordinate with the owner's electrical and cable contractors for core drilling, conduit installation, and cable pulls, with a cable map to be provided after vendor selection. Normal AVI system operations occur Monday through Friday from 7:00 AM to 4:00 PM, though work hours are flexible. A local technician will be on-site during remote testimony sessions to monitor equipment. Lobby monitors are planned at approximately 100 inches to display content, though no ceiling mounting is permitted. The project is not subject to prevailing wage requirements. No information regarding pricing, contract term, funding sources, or award dates is provided in this document.

AVI Systems Questions for Colorado General Assembly Committee Rooms LSB-A and LSB-B

1) What existing OFE equipment is to be reused for the upgrades?

Answer: The audio rack in the closet will be reused. Vendors can leverage reusing 20 year old equipment as part of the proposal if desired.

2) Legend (TA-001) indicates that all ceiling speakers be of “Ceiling Speaker, Flat Field Type, Lays In Drop Tile Ceiling Grid, Speaker Wire Free Run Via J-Hooks To Sc Box In Room, Field Coordinate Location W/ Arch.” The drawings indicate that the ceilings in LSB-A/B are of plaster type. If this is the case, then how much space is above the finished ceiling to the hard deck above or any HVAC equipment residing above the proposed speaker locations?

Answer: The Speakers will need to be wall mount. We will provide conduit for power or copper audio lines or both.

3) The audio one line drawing (TA-503, TA-505) indicates 2 speaker zones. RCP drawings (TA-

103) indicated 4 actual speaker segments. How does the owner want the zones broken out?

ie: 1 zone above the members and testimony tables and the other zone above the audience.

Answer: We would like to zone the speakers to have the ability to turn down the volume on the front and back half of the room. Problems with feedback in the large meeting rooms are very prominent.

4) The video one line drawing (TA-504, TA-506) indicates “Remote Testimony Flat Panel Monitors Located on a Cart. There Are Two Indicated For Each Room.” Are these required or have they been removed since the inception of the date plans?

Answer: We will only need one camera in each room at this point in time.

5) Drawings indicate a User interface (Touch panel) located in the Testimony table. Will this panel need password protection or is it to be re-located to the members table or not used at all and use the “Laptop/iPad” option?

Answer: There are 2 touch panels in each room. One for the members, and the other for the witness. The members can control everything including remote testimony and audio system on and off. The Witness table can only control AV to the TV’s. It would be nice to password protect the touch panel on the members desk to prevent folks from turning on the audio record.

6) Drawings (TA-103) indicate AV Rack to be located in the millwork in both rooms. Scope of Work states sec 2.6 states “Equipment controls. The equipment that is installed for this project will be housed in a closet that is not accessible to the public.” Which location is the actual location for the equipment?

Answer: After a long discussion with our architect and general contractors doing the remodeling we decided that the server racks will be located in the rooms. This will mean that all the mics and cameras can run to the rack in the room instead of the rack in the closet. We will need racks added to the millwork.

7) As of the site walk on June 8, 2015, the Audio and Video conferencing were removed as part of the functionality of the room. The camera was requested to be placed in the back of the room behind the audience. What will be the purpose of this camera? Will it be for broadcast or just recording? The purpose and intended use will determine the camera type and functionality.

Answer: There will need to be one camera in each room. The purpose is foe remote video testimony. We have software that will allow a web conference to take place with a video feed into a laptop.

8) Drawings for LSB-B indicate a Microphone connection plate at the Witness/Testimony table for microphone connections. Will the microphones for the removable tables be permanently mounted to the table as with the members table?

Answer: Yes. We may need to add base mics with a 2-3 foot retractable cable to witness desk for ADA requirements.

9) Is the project based on Prevailing Wages?

Answer: No response.

10) Will all Core Drills, conduit requirements, and cable pulls be done by the owners electrical and cable contractors?

Answer: Yes, we will need to provide a cable map shortly after vendor selection.

11) What will be the hours of operations for the project? AVI system normal hours of operation are from 7am to 4pm Monday through Friday.

Answer: The chosen vendor will need to get a security badge and we should have all hours open for work, including weekends!

12) Will there be the need of a local technician during the meetings to monitor equipment or will you need remote assistance for during meetings?

Answer: We will have a local tech in the room for remote testimony.

13) What will be the content displayed on the lobby monitors? The type of content will determine the size of display needed. Is there a size limitation?

Answer: The bigger the better, 100” is what we are thinking. We have 90” in some rooms and the look small.

14) Can the audience monitor be hung from the ceiling to provide a better viewing angle?

Answer: No.
