Fresh Produce Supply Summary
This document is a pricing reference schedule prepared for Orange County, California's Sheriff-Coroner Department's Invitation for Bid (IFB #060-2995502-MB2) for fresh produce supply to county penal institutions. The County seeks competitive bids for 22 line items of fresh vegetables and fruits, including broccoli, cabbage, carrots, cauliflower, celery, cilantro, cucumbers, lettuce varieties, onions, peppers, potatoes, squash varieties, zucchini, chili jalapeños, apples, and oranges, plus miscellaneous produce items available at market rates. Deliveries must occur at least twice weekly to four designated facilities—Central Men's Jail/Food Services in Santa Ana, Theo Lacy Facility/Food Services in Orange, James A. Musick Facility/Food Services in Irvine, and the Inmate Services Warehouse in Anaheim—between 7:30 a.m. and 3:30 p.m., Monday through Friday, excluding County holidays. All deliveries must be made in mechanically refrigerated trucks maintaining temperatures between 40°F and 45°F on an FOB Destination basis. Electronic bid submissions are required through the County's eProcurement Portal, with questions due by February 26, 2026, at 4:00 p.m., and bids due by March 12, 2026, at 4:00 p.m. The initial contract term is two calendar years beginning May 6, 2026, with options for two additional one-year renewals by mutual written agreement.
Pricing will be evaluated on a firm, fixed basis for the entire contract term with no price increases permitted during the first year, and contractors must provide volume discounts when applicable and replace rejected merchandise within 24 hours at no cost to the County. The Averages.pdf file provides historical monthly average pricing data based on six months of recent orders, with notable items including baby carrots at $800.17 per case, apples at $1,434 per box, and oranges at $1,247 per carton. Award will be granted to the lowest responsive, responsible bidder, with a five percent preference deduction available for certified Orange County Local Small Business (OCLSB) or Disabled Veteran Business Enterprise (DVBE) bidders, subject to a maximum allowable preference of $100,000. Contractors must hold current D-U-N-S numbers, Unique Entity Identifiers, valid California State Contractor's Licenses, and Certificates of Insurance with additional insured endorsements, and must provide performance and labor and material payment bonds. No incumbent vendors are identified, and contractor payment will be made in arrears within 30 days of invoice approval.
