About this file

This is a Single Source Justification for a simplified acquisition by the 81st Training Wing Plan and Programs (81 TRW/XPO) for repair services to their Crestron Crisis Action Team (CAT) Audio Visual system. The contracting activity is the 81st Contracting Squadron, with the project designated as "CAT AV Repair." The justification cites the urgent nature of the requirement due to local hurricane season timing and the fact that Miami Tribal Systems Integrators LLC (MTSi) has already performed extensive troubleshooting and diagnosed complex issues with the Crestron control system.

The single source award to MTSi is justified based on cost savings and efficiency grounds, as using the same contractor eliminates additional diagnostic fees and service call charges that would be required from a new contractor, potentially saving up to $6,500 and at least 30 days. Market research was conducted using AbilityOne, identifying several potential vendors including A Source of Supply LLC, Collaborative AV, 3T-Innovations LLC, Keys to Realty, and Solutiönz Inc., but the government determined that the cost savings and time benefits of continuing with the incumbent contractor outweigh competitive bidding. The contracting officer Joshua L. Brown, SrA, made the determination under FAR 13.106-1(b)(1) that only a single source is reasonably available, with provisions to monitor the market for future requirements.

81st Training Wing Plan and Programs (81 TRW/XPO) requests repair services to their Crestron Crisis Action Team (CAT) Audio Visual (A/V) system.

The 81st Training Wing Plan and Programs has a mission need for their Crisis Action Team (CAT) Audio Visual (A/V) System to be repaired. Due to the nature of the equipment and the timing of the local hurricane season, the need for an expedited repair is required. Miami Tribal Systemi (MTSi) LLC, has already performed extensive troubleshooting of the system, diagnosing complex issues related to the Crestron control system. Using the same contractor who performed the initial troubleshooting eliminates the need to pay additional diagnostic fees or service call charges that a new contractor would typically require to assess the situation, potentially saving up to $6,500 and at least 30 days compared to starting over with a different contractor. Additionally, the original contractor is already familiar with this specific system, equipment, and the work performed, reducing labor time and overall costs while avoiding delays associated with bringing a new contractor up to speed on the current project.
