This Statement of Requirements (SOR) details a comprehensive audio system replacement project for the Officer Training School (OTS) Parade Field at Maxwell Air Force Base. The project requires a contractor to provide and install a professional outdoor sound system covering a 4-acre ceremonial area, including six weather-resistant speakers, two professional amplifiers, weatherproof equipment housing, and integration with existing audio infrastructure. Critical performance requirements include sound coverage across a 300ft x 200ft area, minimum 85 dB SPL sound pressure level, 95% speech intelligibility, and equipment rated for extreme environmental conditions (-20F to +120F, 75 mph winds).

The project involves precise coordination with OTS facility management, strict adherence to base security procedures, and installation during non-ceremony periods. Key contractual requirements include a minimum three-year comprehensive warranty, 24-hour emergency response capability, comprehensive training for government personnel, and complete system documentation. The installation must not interfere with the 18 scheduled graduation ceremonies in CY25-26, and all work must comply with OSHA, National Electrical Code, and Air Force safety standards. The project is being managed by the 42d Contracting Squadron at Maxwell Air Force Base, under the Department of the Air Force Air Education and Training Command.
