ii. RESPONSIBILITY OF PROPOSER. Before awarding a Contract, the District must determine that the

Proposer submitting the most Advantageous Proposal is Responsible. In the event the District determines Proposer is not Responsible, it must prepare a written determination of non-responsibility as required by ORS 279B.110 and must reject the Proposal.

iii. CONTINGENT PROPOSALS. The Proposer must not make its Proposal contingent upon the District's acceptance of any terms or conditions (including Specifications) other than those contained in this Solicitation.
