About this file

This is a program guide issued by the South Carolina State Housing Finance and Development Authority that establishes underwriting and operational standards for the SC Housing Homebuyer Program, which offers bond-funded mortgages through participating lenders in conventional, FHA, USDA, and VA financing options. The program provides down payment assistance of up to $7,000 to qualified homebuyers purchasing single-family homes, townhomes, condominiums, and modular housing in South Carolina, with maximum loan terms of 30 years and loan-to-value ratios up to 97-100% depending on loan type. Eligible borrowers must meet county-specific sales price and income limits, maintain a minimum middle FICO score of 620-640 depending on loan type, complete homebuyer education from HUD-certified agencies or approved mortgage insurance company courses, and provide documentation including three years of IRS tax return transcripts for non-targeted counties or one year for targeted counties. Rate locks are available for 60-120 days with an extended rate lock and float-down option available for new construction properties at no additional cost to borrowers or lenders.

Lenders may charge up to 1% origination fees and customary third-party fees but cannot charge discount points to borrowers; SC Housing charges a $400 funding fee and $82 tax service fee at purchase, with SC Housing serving as servicer for all bond loans. First mortgages and second mortgage DPA instruments must be delivered to SC Housing within 15 days of closing, with servicing packages due within 20 days and final documentation within 120 days. The program includes temporary COVID-19 requirements mandating verbal verification of employment within 24 hours of loan closing and borrower certification that employment and payment ability remain unaffected. Acceptable mortgage insurance companies include Arch, Essent, Genworth, MGIC, and Radian, and all FHA loans must be Direct Endorsement approved with HUD/FHA insurance, USDA loans must have conditional commitments and loan note guarantees, and VA loans must be LAPP/SAR approved with VA guaranty certificates. Loans are not eligible under the Mortgage Credit Certificate program, though federal recapture requirements apply to all SC Housing first and DPA loans, with SC Housing reimbursing borrowers for any recapture taxes owed to the IRS.
