Service shall be performed Monday through Friday, as scheduled. An escort from ONP will be available from 7am-4pm for navigation assistance. See provided maps for housing and work area locations.
The following outlines the annual schedule. The Government intends to award the base year. Options will only be exercised upon the Contractor’s successful performance of the base contract period or prior option period. It is the unilateral right of the Government to exercise/award options and they are subject to the availability of funds.
Base Year (2021): 09/27/21 – 12/29/21 Option Year One: 08/01/22 – 10/31/22 Option year Two: 08/01/23 - 10/31/23 Option year Three: 08/01/24 – 10/31/24 Option Year Four: 08/01/25 – 10/31/25
LOCATIONS
The project is located within ONP, which includes facilities in Port Angeles or within 3 hours of Port Angeles on the Olympic Peninsula. See attached maps for each location. To meet the budget of this project, the scope will be limited to certain areas of the park.
The quantities of PFEs were recently updated and are roughly 90% accurate, with a total of about 272 PFEs requiring annual inspection and various levels of servicing. Of these 272 PFEs, 55 are 2.5-pound PFEs, 150 are 5-pound PFEs. (OLYM to provide 35 new 5-pound PFEs for base year), 60 are 10-pound PFEs, and 17 are 15 to 20-pound PFEs.
Award will be made for a not-to-exceed lump sum amount. Payment will be made for actual services performed. The areas of focus for this project are listed in Table 1 below. Refer to

WORK DESCRIPTION
A. The contractor shall furnish all labor, tools, supervision, supplies, equipment, permits, notices, transportation, services and materials required to complete the work herein unless otherwise specified herein. Work shall be performed in accordance with NFPA 10, and manufacturer’s recommendations.
B. This contract is for the base year and up to four additional option years, to include one annual inspection and any service, hydro static testing and six (6) year maintenance required by any fire extinguisher.
C. The contractor shall provide at a minimum one (1) certified/licensed technician to perform all work identified in this scope of work. The contractor shall provide copies of the certification to the Contracting Officer prior to arrival on site. The contractor shall provide to the Contracting Officer and Contracting Officer Representative the telephone numbers for emergency response calls, service calls and point of contact.
D. Contractor will place a certification tag on all inspected PFEs. New PFEs provided will include the bracket and a completed annual inspection tag. See Scope of Work Supplemental Attachment B - ONP Overall List of PFEs to be services under this contract. The listing includes the last known 6-year and 12-year service dates and OLYM’s assessment (i.e. Estimated Action) of PFEs that will likely require servicing or replacement.
E. An ONP point-of-contact or project inspector will be provided to assure building access, address issues along the way, and assist in updating the record of PFEs.
F. The Contractor will visit each building identified (Table 1 and Attachment A), and perform extinguisher inspection and, as appropriate, extinguisher maintenance on each PFE located therein.
G. If a PFE is deemed out of order or unserviceable during an inspection, the Contractor shall provide a temporary replacement while the original extinguisher is being repaired or replaced.
H. Where the Contractor has determined, based on the annual inspection and examination, that a PFE is due for 6-year internal examination or a 12-year hydrostatic testing, the Contractor shall notify the OLYM POC; remove the PFE from service; and as approved by the ONP POC, perform maintenance, or resolve https://www.nps.gov/olym/planyourvisit/gettingaround.htm
Olympic National Park, Scope of Work, Inspection, Testing, Maintenance of PFEs Page 5 of 7 the issue as otherwise determined and instructed by the ONP POC, and return the unit back to service, or install a new PFE.
I. Where the Contractor comes across a PFE and determines that the PFE is not the appropriate type and/or size for the hazard, occupancy or space, the Contractor shall notify the ONP POC, shall remove the PFE from service, and shall – as approved by the ONP POC, install a new PFE of appropriate type and/or size.
J. Where the Contractor comes across a PFE that is no longer serviceable, or should be removed from service, in accordance with the minimum requirements of NFPA 10, the Contractor shall notify the ONP POC, shall remove the PFE, and shall – as approved by the ONP POC, install a new PFE.
K. New PFE Replacements (that remain ONP property) shall be an industrial-grade PFE (i.e. Amerex or Badger) or other as agreed upon with ONP POC. OLYM will entertain Contractor’s professional advice on NFPA Class; however, in general, replacement PFEs shall meet the following criteria:
1. For 20-pound replacements: the NFPA Class shall be 10A:120B:C or better
2. For 10-pound replacements: the NFPA Class shall be 4A:80B:C or better
3. For 5-pound replacements: the NFPA Class shall be 3A:40B:C or better
4. For 2.5-pound replacements: the NFPA Class shall be 1A:10B:C or better. Note:
in base year, ONP has 35 new 5-pound extinguishers for replacements.
L. ONP will work with the Contractor to execute this work as efficiently as possible by gathering PFEs into a central location or, with advanced notice, asking residences to place the respective PFE outside the residence.
M. All work shall be performed with care to avoid damage to property and exterior finishes and will not require the park to be without existing and required fire extinguishers at any time due to maintenance or other work outlined in this document.
N. As part of this project the Contractor must ensure that the historic and non-historic finishes and materials are maintained, with “minimal damage” due to the work. Minimal damage is defined as material removal and reinstallation without discernible damage to the material or no more than one small hole that is less than two (2) inch square in any one foot square area. Damaged materials shall be replaced with similar or in-kind materials, as approved by the ONP POC.
O. When replacing brackets, existing screw holes will be utilized where possible. The
ONP POC must be consulted prior to installing brackets that would create new holes to assess potential impact to historic structures
P. Generally, 2.5-pound PFEs on ground-floor building areas will be replaced with a 5-pound extinguisher. ONP has purchased 40 five (5)-pound Amerex B402 with
Olympic National Park, Scope of Work, Inspection, Testing, Maintenance of PFEs Page 6 of 7 brackets. These new extinguishers will be transferred to the Contractor for distribution and installation. If the 2.5-pound PFE remains usable, ONP wishes to retain these, so the Contractor should plan for inspection of the 2 and 2.5-pound PFEs and transfer to ONP. If the PFE is no longer useable, the Contractor will provide for disposal.
Q. PFE units removed from service for maintenance or recharging shall be replaced by a PFE suitable for the type of hazard being protected and shall be of at least equal rating.
R. Where the Contractor comes across a PFE that is not properly mounted or secured in place, the Contractor shall – as approved by the ONP POC, use approved bracket or hanger to mounted/secure PFE in place.
S. Inspection and test procedures shall be in accordance with NFPA 10, and manufacturer’s recommendations.
T. The Contractor shall make provisions for the proper disposal of surplus and salvaged PFE units.
SUBMITTALS
A. Upon completion of the work the Contractor will provide to the ONP POC a list of all districts and buildings visited. All facilities/buildings shall be identified by their FMSS Location ID No. (available from the ONP POC), as well as the number, location and type (including make and model, agent, rating), of PFEs and their last service date. If a new PFE has been provided, complete information (i.e. manufacturer, class, manufacture date, service date) for the new PFE should also be provided.
B. The Contractor will provide this information as a Microsoft Excel spreadsheet version and may be provided to the ONP PC via email.
