ATTACHMENT A
Statement of Work:
Testing of the Performance of Internally Cured Concrete Utilizing Lightweight Fine Aggregate and
Shrinkage Reducing Admixtures for Reduction of Bridge Deck Concrete Cracking
Background:
FHWA- Eastern Federal Lands Highway Division is evaluating the performance of concrete mixture designs for two bridge deck placements for projects that we are administering during construction. The study will the evaluate the performance and cost effectiveness of combining Internally Cured Concrete (ICC) utilizing lightweight fine aggregate with Shrinkage Reducing Admixtures (SRA) in Bridge Deck Applications.
Number of Mixes in Testing Program:
Evaluation of 8 mixes total (2 projects, 4 mixes per project) in testing program. Four mixes per project for a total of 8 for the study will be evaluated. The mixes that will be evaluated are for the two projects are:
1) Control Mixture - No ICC or SRA
2) SRA only
3) ICC only
4) ICC + SRA
Mix 1 and Mix 2 would utilize 100% normal weight fine aggregate. Mix 3 and Mix 4 would have a partial lightweight fine aggregate substitution for some of the normal weight fine aggregate for the purpose of internal curing.
Government is to furnish mixture designs to offeror.
Materials:
Materials for the concrete mixtures will be supplied by the Government. The Government will ship the materials to the offeror’s laboratory facility immediately after the period of performance starts for the Purchase Order. This includes all aggregates, cementitious materials and admixtures in sufficient quantities to perform testing program as outlined in this document.
Period of Performance:
All testing would be expected to be complete within a year of the execution of the Purchase Order.
Laboratory Quality Management System Requirements:
Offeror is to provide documentation that laboratory is AASHTO R18, ASTM C1077 (Aggregate) and ASTM C1077(Concrete) certified at time of the execution of the Purchase Order. Offeror is to maintain the above certifications during performance period of purchase order.
Test Methods Used to Evaluate Concrete Performance:
The offeror must be able to perform the following tests listed below. Provide documentation that laboratory is accredited to perform the following:
Test Methods ASTM C1581 – Determining Age at Cracking and Induced Tensile Stress Characteristics of Mortar and Concrete under Restrained Shrinkage ASTM C157 - Standard Test Method for Length Change of Hardened – Cement Mortar and Concrete ASTM C39 - Compressive strength at 1, 3, 7, 28 days utilizing 4x8 cylinders ASTM C192- Standard Practice for Making and Curing Concrete Test Specimens in the Laboratory ASTM C138- Standard Test Method for Density (Unit Weight), Yield, and Air Content (Gravimetric) of Concrete ASTM C143 - Standard Test Method for Slump of Hydraulic-Cement Concrete ASTM C231 - Standard Test Method for Air Content of Freshly Mixed Concrete by the Pressure Method ASTM C1064 - Standard Test Method for Temperature of Freshly Mixed Hydraulic-Cement Concrete, freshly mixed concrete
Provide documentation that the laboratory has the proficiency in performing the following test methods:
ASTM C1698 – Standard Test Method for Autogenous Strain of Cement Paste and Mortar ASTM C1556 - Standard Test Method for Determining the Apparent Chloride Diffusion Coefficient of Cementitious Mixtures by Bulk Diffusion
Pricing and cost proposal requirements:
Please provide costs per concrete mixture broken down as follows:
Batching, Mixing, Fresh Concrete Tests (ASTM C192, ASTM C138, ASSTM C143, ASTM 231, and ASTM C1064) as one item.
ASTM C39 4 test ages total – 4x8 cylinders ASTM C1581 – costs for up to 28 days of specimen monitoring
ASTM C157
ASTM C1698
ASTM C1556
Provide the total cost per concrete mixture for the items listed above. Provide the overall cost of the 8 concrete mixture study.
Deviations from ASTM methods:
The following are deviations from ASTM Test methods:
ASTM C157 - Standard Test Method for Length Change of Hardened – Cement Mortar and Concrete:
Curing period will be changed from the standard 28 days to 14 days. Take air dry readings at 1, 4, 7,14, 28, 56, 90 and 120 days. Final reading is at 120 days.
Reporting requirements:
Offeror is to report all test data per ASTM test methods listed in this document. Offeror is to notify the Government if there are any deviations from ASTM test methods other than what is stipulated in this statement of work. Offeror is to notify the Government if there are any deviations from other requirements of this document. Provide batching, mixing and fabrication test data 7 days after completion of mixing concrete for each set of project mixtures. Provide monthly updates of longer-term test results to Government. Provide photos of testing and test specimen results for ASTM C1581. Final report that summarizes test findings for short term and long-term results is to be generated by the end of the period of performance.
Invoicing:
Interim Invoices before the Final Invoice:
Invoice the Government 28 days after the completion of the batching, mixing, fabrication of concrete mixtures and the submittal of all data collected to date for each mixture invoiced.
Invoice for the number of concrete mixtures completed. Invoice each mixture at 10% of the Purchase Order.
Final Invoice:
Summarize Test Findings in Final Report as described in Reporting Requirements. Invoice for 20% of the Purchase Order.
