Custom Clearance Questionnaire and Answers

1. Question concerns one acronym that was not spelled out, and I am looking for confirmation that “CDS” here in this Draft PWS refers to the HM Revenue and Customs
“Customs Declaration Service”.
Ans: Yes, Customs Declaration Services
2. What types of items that would require customs clearance. Is it people, their personal effects, and cargo?
Ans: Cargo for exclusive use of USVF and personal property arriving via military airlift and military sealift (mostly USVF duties, but some ToR for retirees/separations/early return dependents
3. Can you please confirm the mode of transport, is it coming by air/sea or by road?
Ans: All three methods Air, Sea, Surface (Truck) (both commercial and military air/sea)
4. What are the goods?
Ans: Any items to support US visiting forces such as military supplies, items in the commissary and BX, aircraft parts, electronics, vehicles, ect. And personal effects
5. Advise the HS code, please are these goods are for personal use or commercial purposes?
Ans: Goods are not for commercial purposes
6. If it's for personal use, have you applied for ToR1 tax relief approval to HMRC?
Ans: Personal use tax relief would need to be applied for from the member requesting it. The ToR process only applies for retirees/separations/early return dependents
7. If it's for commercial use, can you please confirm if you have got your company
VAT/EORI number?
Ans: We do have an EORI number which is specific to Visiting Forces Relief
8. Are there any controlled goods/Fish or Animal origin ingredients in the shipment?
Ans: Yes, both and they will be listed on a manifest and does not affect this part of customs clearance. Customs system does not stop clearance under Visiting Forces
Relief as licensing does not apply. Commercial ports arrivals are looked at by
Health authorities.
9. If it's coming by air please confirm the airport of arrival/if by sea, please confirm the seaport of arrival if road then confirms the port of entry.
Ans: Primarily military into RAF Mildenhall but could be any military facility with a runway along with commercial ports
Seaports: Newport, Wales, Felixstowe, London Gateway, Southampton, and potentially others
