SPECIFICATIONS / STATEMENT OF WORK

FOR

ALT/REPAIR SERVICES

FOR

DESIGN AND INSTALLATION OF STAND-BY GENERATOR

AT

NATIONAL EAGLE REPOSITORY

(24-038)

1.01 GENERAL CONDITIONS

A. Line Item 1: The Contractor shall provide alt-repair services to install a new natural gas fired, 150 KW exterior standby generator, automatic and manual transfer switches, replace existing conductors if necessary, and interface with existing 500 kVA transformer required for a complete and operational system.

B. The Contractor shall be responsible for all engineering required to install the engine-generator set and the associated conduit and wiring. The Contractor shall provide new AutoCAD drawings to document the work completed under this contract. Drawings shall be in AutoCAD 2023 or later format. Drawings shall include mechanical installation drawings and electrical schematics covering the work performed.

C. The Contractor shall be responsible for the professional quality, technical accuracy and coordination of all designs, drawings, specifications and other documents or publications upon which construction is based.

D. The Contractor shall have all certificates and licenses required by law for the execution of the work, and shall comply with all Federal, State, or local laws, ordinances, rules, regulations, and codes relating to performance of the work.

E. Contractor shall inspect field conditions, verify existing drawings, installations and equipment as required for the design of the new stand-by generator system.

F. Contractor shall attend a Pre-Proposal meeting on site with Service personnel to review findings and to review / clarify scope of work requirements.

1.02 WORK SITE CONDITIONS

A. The project site is the National Eagle Repository (NER) located on Rocky Mountain Arsenal National Wildlife Refuge at 6550 Gateway Road, Building 128, Commerce City, CO.

B. The Repository shall remain operational through out construction. All utility outages shall be scheduled with Project Leader and approved by Contracting Officer.

C. The one-line diagram for the NER is detailed below in Figure 2. The Contractor shall field verify all information prior to bid submission.

D. Environmental Protection.

1. Pollution Control

a. The Contractor shall abate and control all environmental pollution arising from construction activities by complying with all applicable Federal, State, and local laws and regulations concerning environmental pollution control and abatement, as well as the specified requirements in this contract.

b. Compliance with this requirement by subcontractors will be the responsibility of the Contractor.

2. Prevention of Water Pollution

a. During construction the Contractor shall comply with all applicable Federal, State, and local laws and regulations concerning the control and abatement of water pollution.

b. The Contractor's construction activities shall be performed by methods that will prevent entrance or accidental spillage of solid matter, contaminants, debris, and other objectionable pollutants and wastes into streams, flowing or dry watercourses, lakes, ponds, and underground water sources. Such pollutants and wastes include, but are not limited to, refuse, garbage, cement, concrete, sanitary waste, industrial waste, radioactive substances, oil and other petroleum products, aggregate processing tailings, mineral salts, and thermal pollution. At the completion of construction, the Contractor shall remove and dispose of all pollutants, wastes, and objectionable material at a site located off the Government property. The Contractor is responsible for the proper disposal of such materials in accordance with applicable local, State, and Federal regulations.

c. Sanitary facilities, such as chemical toilets, shall be located far enough from wells, live streams, or ponds to prevent pollution of the water.

3. Abatement of Air Pollution

a. The Contractor shall comply with applicable Federal, State, and local laws and regulations concerning the prevention and control of air pollution.

b. Construction activities shall be performed in such a manner that air pollution is held to a minimum.

c. Burning of materials, trees and brush, combustible construction materials, and rubbish will not be permitted. Construction debris shall be hauled off the Repository, to an approved landfill area.

4. Noise Pollution

a. The Contractor shall comply with applicable Federal, State and local laws, temporary use permit, orders, and regulations concerning the prevention, control, and abatement of excessive noise.

E. Environmental Litigation

1. Time lost due to work stoppage because of failure of the Contractor to comply with these requirements may not be the subject of a claim for extension of time or for costs or damages.

F. Fossils and Cultural Materials:

1. Should the Contractor discover any fossils or cultural materials during construction operations, such objects shall become the property of the Government. The Contractor shall cease construction operations in the area of the "find," and immediately notify the station manager of such discovery.

Construction operations may proceed in other areas not affected by this clause. Care shall be exercised by the Contractor not to damage or collect fossils or cultural materials uncovered during excavation operations.

2. Failure to comply with this requirement may be considered a violation of the Archeological Resources Protection Act of 1979 as amended. Destruction of historic and prehistoric sites and/or unauthorized collection of cultural materials can result in criminal and/or civil penalties. Penalties can include fines, prison sentences, and/or confiscation of equipment.

3. If the Contractor uses materials obtained from a non-government source to perform work that is required under this project, and a new borrow site is opened or an existing borrow area is expanded in order to obtain such materials, the Contractor shall assure that any new borrow area disturbance meet the requirements of Section 106 of the National Historic Preservation Act.

1.03 SITE OPERATIONS

A. Coordination with Repository Operations: The Repository site will be occupied during construction. The access, use, and environment of the occupied portions of the site shall be preserved for normal operations. Outage of utility services shall be coordinated with and approved by the Contracting Officer.

B. The Contractor is urged to visit the site and become familiar with existing conditions. Failure to ascertain the nature, location, and conditions which affect the work will not relieve the Contractor from the responsibility for successfully performing the work. 1.04 TEMPORARY FACILITIES AND CONTROLS

A. Temporary Utilities

1. The Contractor may need to install temporary 120 and/or 240 volt receptacles to meet specific needs during construction. Provide and maintain temporary lighting, including lighting at all barricades, as may be required for safety.

2. Telephones will not be available for the Contractors use.

3. The Contractor shall provide communication devices that are available and ready at the work site, to alert others in emergency situations.

4. Restroom facilities in the Repository Visitor Center are not available for use during the construction period. The Contractor shall provide temporary facilities during project construction.

5. The Government will provide an adequate water supply for use on the project if needed for construction purposes. The contractor shall provide hoses as required to convey the water to the point of use.

6. The Contractor shall provide potable drinking water for the workers.

B. Access Roads and Storage Areas

1. All operations of the Contractor (including storage of materials) upon Government premises shall be confined to areas authorized or approved by the Contracting Officer.

2. Restore all storage areas and areas disturbed by construction to their original condition, or as approved by the Contracting Officer upon completion of the work.

3. Observe all laws and regulations of the local, county, and State authorities in the use of all public roads and highways for the transportation of materials and equipment in connection with work on the project. Observe all overhead construction, bridges, cables, and the like. Repair damage to roads, highways, overhead construction, and similar items, resulting from operations in connection with this project.

C. Protection and Restoration: The Contractor shall protect all structures and vegetation during the progress of the work and remove all debris and unused materials from the site. Upon completion of the work, the Contractor shall restore to its original condition, including the replacement at the Contractor's expense, any facility or landscaping which has been damaged. The Contractor shall limit removal of any vegetation to that which interferes with the construction.

1.05 SAFETY

A. The Contractor shall assume full responsibility and liability for compliance with all applicable Federal, State, and local regulations pertaining to the protection of workers, visitors to the site, and persons occupying areas adjacent to the site, including the provisions of 29CFR1910 and 29CFR1926 of the Code of Federal Regulations. The Contractor shall hold harmless the Government for failure to comply with any applicable safety or health regulations on the part of himself, his employees, or his subcontractors.

B. The Contractor shall be responsible for providing medical examinations and maintaining medical records of personnel as required by the regulations.

C. Every Contractor employee is responsible for complying with applicable safety requirements, wearing prescribed safety equipment and preventing avoidable accidents and property damage.

D. The Contractor shall provide and maintain a basic first aid kit for use of the workers.

The kit shall contain first aid supplies in type and quantity commensurate with type and size of project and the work force, with items necessary for first aid treatment of all injuries. The Contractor shall advise all workers of the location of first aid supplies.

E. The Contractor shall post the telephone numbers of nearest hospital, ambulance service, and fire station in conspicuous location. The Contractor shall advise all workers of location of telephone numbers. Communication devices shall be made available and be ready at the work site to alert others in emergency situations.

F. The Contractor shall provide at least one nonfreezing type fire extinguisher in each field office, workshop, work site, and storage shed at the work site. These fire extinguishers shall be placed in locations readily accessible by workers.

G. Traffic Regulation: The Contractor shall provide, erect and maintain all necessary barricades, suitable and sufficient flasher lights, flagmen, danger signals and signs, and shall take all necessary precautions for the protection of the work and the safety of the public. Roads closed to traffic shall be protected by effective barricades on which shall be placed acceptable warning signs. All barricades and obstructions shall be illuminated at night and all lights shall be kept burning from sunset until sunrise.

Install appropriate traffic signs at crossroads and approaches to site as needed to direct all affected traffic. Specific sign and barricade requirements are detailed in ANSI D61, "Manual on Uniform Traffic Control Devices."

1.06 MEANS AND METHODS

A. Final Inspection

1. The Contractor shall request a final inspection in writing at least ten (10) days prior to the anticipated date of completion. If, as the anticipated date of completion approaches and it becomes apparent that the date will not be met, the Contractor shall inform the Contracting Officer at the earliest possible moment, but in no case later than 2 business days prior to the anticipated completion date.

2. Work will not be considered ready for final inspection until all the work has been completed and the Contractor has certified that all items are properly operating and in strict compliance with all contract terms and conditions.

This certification shall be provided to the Repository Project Leader in writing.

3. The Contractor or his project supervisor shall be at the job site during the final inspection.

B. Final Cleanup: The Contractor shall clean the site and remove from the site all construction debris.

1.07 CONTRACTOR QUALIFICATIONS

A. The design shall be performed by qualified Contractor personnel, or the contractor may retain the services of a Professional Engineer to perform the design related tasks.

The designer shall be a Professional Engineer licensed in the State of Colorado and shall perform or supervise the work. This Professional Engineer shall also certify those portions of the design as required by Federal, State, local regulations, applicable regulations, or as required in this document.

B. The Contractor shall submit proof of professional design capabilities including experience and qualifications.

1.08 SUBMITTALS

A. All submittals from the Contractor shall be accompanied by a Government-furnished submittal form which shall be used as the document for approving or disapproving the material or item. Four (4) copies of data shall be submitted to allow the Government to retain three copies.

B. The Contractor shall submit a detailed project schedule for approval within 14 calendar days of issuance of the Notice to Proceed (NTP). On-site work shall not start prior to approval of the schedule by the Government. The schedule shall include the following:

1. Breakdown of project tasks for both the design and construction phases.

2. Sequence of project tasks with start dates, duration, and finish dates, with proper time allowances for prerequisites.

3. Project tasks shall include the proposed dates for each of the required submittals, with the proper time allowances for review by the Government.

The Contractor shall allow at least 14 calendar days, but not more than 21 calendar days, for Government review of the submittals.

4. On-site construction will not be permitted until the construction schedule is approved nor will progress payments be made for unapproved or unscheduled work.

C. Generator Load Calculations

1. Submit for review, calculations showing the expected maximum operating load on the generator in kilowatts. Generator shall be sized for 25 % future expansion.

2. Submit for review, calculations showing the maximum expected current on the wiring from new generator to the existing panel board in the generator building.

3. Submit for review, a one-line wiring diagram showing the wiring between the generator and the existing panel board in the electrical service room.

D. Contractor shall submit 30% design and 90% design, allowing the Government 7 calendar days to review. Submit two sets of review documents to Region 6 Engineering and one set to the Project Leader at the National Eagle Repository.

Design shall include all information required to construct the new stand-by generator installation including but not limited, site plan, equipment and material list, electrical one line drawings.

Deliverables for each level of review (30% and 90%) shall include:

1. 30% and 90% Design Submittal including all work items.

2. Half-size Drawings (11" x 17") - one record set, signed and sealed, and one reproducible set.

3. Specifications (8 1/2@ x 11") - one set, camera-ready, on single-sided white bond paper.

4. Electronic file copy of drawings in AutoCAD 2002 or AutoCAD 2005 format on CD.

5. Electronic file copy of specifications in Microsoft Word 2000 or 2002 format on CD.

E. Contractor shall submit product data, warrantees, guarantees, certificates, electrical data and schematics, performance data, for all equipment and materials installed in a three ring binder at the completion of the project (2 copies for the Repository).

F. Contractor shall submit final as-built drawings at time of final acceptance and prior to final payment.

G. Contractor shall deliver three operating and maintenance manuals, one to the Contracting Officer Representative and two to the National Eagle Repository. Each book shall contain, but not be limited to, the following general items:

1. Shop drawings including catalog data for each piece of equipment installed.

2. Spare parts list for each piece of equipment.

3. Operating and maintenance manuals for each piece of equipment and control.

4. Lubrication charts showing type of lubricant and application methods and frequencies.

5. Normal operating instructions (on Contractor’s letterhead stationery).

6. Instructions on who to call for service during guarantee period (on Contractor’s letterhead stationery).

1.09 PERFORMANCE

a. Every effort shall be made to minimize the period of time that the electric power will be out of service. Notice of any disruption in service shall be made known to the station and approved by the Project Leader not less than seven days in advance. Disruption of the electric power shall be limited to 4 consecutive hours.

b. The Contractor is responsible for locating all existing buried utilities in the vicinity of the work. The Contractor, at the Contractor’s expense, shall repair any damaged utilities resulting from construction activities.

c. The Contractor is responsible for coordinating any outage of utilities with the On- Site Inspector and the Project Leader during the prosecution of the work. Notice of any disruption in utilities shall be made to the Inspector not less than seven days in advance. Disruption of any utility service shall be limited to 8 consecutive hours. Outages exceeding 8 hours shall require the Contractor to provide temporary backup power sized to accommodate all power demand at all NER facilities.

d. The project shall be completed and available for use by the Repository within 270 calendar days from the date the Notice to Proceed (NTP) is issued. Design, design approval, submittals, procurement, and construction shall be completed within this period. Additional time will be allowed, if needed, to obtain permits.

The Contractor shall inform the Contracting Officer, Contracting Officer’s Representative and the Project Leader of lead time required to procure the generator. Construction will not continue on Saturdays, Sundays, or holidays without prior permission of the Government Contracting Officer.

e. During the performance period of the contract, the Contractor shall be available for weekly conference calls with the Contracting Officer, the Contracting Officer’s Technical Representative (COTR), and the Government On-Site Inspector. These conference calls will be held at the same time on the same day each week to discuss project progress and problems. The schedule for this conference call will be established at a mutually agreeable time by the Contracting Officer at the project kick-off meeting.

f. The Contractor shall obtain all permits and licenses, pay all fees and taxes, and give notices necessary to perform the services of the contract.

g. The Contractor shall be liable for damages to roads, utilities, structures, and property, due to any act, omission, neglect, or misconduct during the period of performance of the services of this contract.

1.10 PROJECT REQUIREMENTS

A. Generator to provide back up power to operate the following existing systems / equipment:

1. Install new automatic transfer switch for the existing 480/277 volt three phase service to the Repository. This feed will power all facilities and equipment associated with the Repository.

2. The standby engine-generator set and automatic transfer switch shall meet all of the following requirements.

3. Exterior Generator

a. Engine-generator system to provide source of standby power.

b. System Capacity: 150 kW (to be verified in design) at elevation of 5,225 feet above sea level, and ambient temperature between -20oF and 110oF standby rating using engine-mounted radiator

c. Engine options:

i. 480 V, 3 phase, 1000 W coolant heaters.

ii. Electronic governor.

d. Cooling system options:

i. 125 oF (50oC) ambient cooling.

e. Fuel system options:

i. Natural gas fired.

f. Alternator options:

i. 105oC rise alternator.

ii. Three phase.

g. Exhaust system options:

i. Hospital grade exhaust muffler.

h. Generator set options

i. Batteries.

ii. Battery charger.

iii. UL2200 Listed.

iv. Main line circuit breaker.

v. Remote annunciator panel.

vi. 2-year standby warranty.

4. Automatic Transfer Switch

a. The transfer switch shall be furnished with all standard features and selected options.

b. Options:

i. Current rating: 260 amps.

ii. Voltage (Line to Line) rating: 480 Volts.

iii. Pole configuration: 3 Poles (Solid neutral).

iv. Frequency: 60 Hz.

v. Application: Utility to Genset.

vi. System Options: Three Phase, 4-wire.

vii. Enclosure: Type 1: General purpose indoor

viii. Listing: UL 1008/CSA Certification.

ix. Controls: Switch Control – Level 2

x. Control Options: Security Key – Front Panel

xi. Battery Chargers: 2 Amps, 12/24 Volts.

xii. Warranty: 5 year comprehensive.

c. The generator set and the automatic transfer switch shall both be made by the same manufacturer to insure that the warranty for both is provided by one manufacturer.

d. Automatic control system sequence of operation.

i. Initiate Time Delay to Start Alternate Source Engine Generator:

Upon initiation by normal source monitor.

ii. Time Delay to Start Alternate Source Engine Generator: 0 to 120 seconds, adjustable.

iii. Initiate Transfer Load to Alternate Source: Upon initiation by normal source monitor and permission by alternate source monitor.

iv. Delay Before Transfer to Alternate Power Source: 0 to 120 seconds, adjustable.

v. Initiate Retransfer Load to Normal Source: Upon permission by normal source monitor.

vi. Time Delay Before Transfer to Normal Power: 0 to 30 minutes, adjustable; bypass time delay in event of alternate source failure.

vii. Time Delay Before Engine Shut Down: 0 to 30 minutes, adjustable, of unloaded operation.

viii. Engine Exerciser: Start engine every 14 days; run for 30 minutes before shutting down. Bypass exerciser control if normal source fails during exercising period.

ix. Under normal operation, the transfer switch shall automatically sense the loss of utility company provided power and, after a time delay, start the standby generator and switch it into the Repository load at the panel board inside the Generator Building.

The transfer switch shall also sense when utility provided power is restored and, after a time delay, disconnect the standby generator from the Repository load and connect the Repository load to the utility supplied power. Time delays shall be software adjustable.

B. Design and installation of the new natural gas, engine driven standby generator and associated equipment and wiring shall comply the following codes and standards.

1. NFPA 70 National Electrical Code

2 NFPA 110 Emergency and Standby Power

3. NFPA 37 Installation of Stationary Engines

C. Design and installation of the new transfer switch shall comply with the following codes and standards.

1. ANSI/UL 1008 Automatic Transfer Switch

2. NFPA 70 National Electrical Code

3. NFPA 110 Emergency and Standby Power

D. The Contractor shall install all items which are not unit mounted, as required for a complete, operable system. Provide all wiring connections required per Code and as required by the manufacturer. Coordinate field dimensions with the Contracting Officer and install the equipment where accessible and with the necessary clearances.

E. Install fuel (natural gas) piping at a minimum depth of 36 inches below grade, if required, with marker tape. Install 1st and 2nd stage regulators. Provide protective bollards at building entrance and around tank. Provide a 6-inch-thick concrete pad with reinforcing to accommodate the new generator plan dimensions if required.

F. Install bollards around both the new generator set and main building transformer.

G. Provide additional transformers, conduit, disconnects, grounding distribution panels etc as required to provide standby power for equipment identified above.

H. Start-up: Upon completion of the installation and checkout, the startup shall be performed by a factory trained field service engineer.

I. Testing

1. The generator set shall receive the manufacturer's standard factory load testing. Prior to acceptance of the installation, the equipment shall be tested to show it is free of any defects and will start automatically and be subjected to a four hour full load test with resistive load banks furnished by the authorized dealer/supplier. Total testing time shall involve about six hours of load bank testing. All testing shall be witnessed by the Contracting Officer’s Representative.

2. Provide full load test utilizing portable test load, for four hours minimum.

Simulate power failure including operation of circuit breaker, automatic starting cycle, and automatic shutdown and return to normal, a minimum of four times.

3. Bring the unit up to rated load during the first 15 minute interval and record in 15-minute intervals during the remainder of the four-hour test:

a. Kilowatts

b. Amps

c. Voltage

d. Coolant temperature

e. Ambient temperature

f. Frequency

g. Oil pressure

4. Block load test the unit at 75% of rated kW three times over a one-minute interval. Provide a graph showing voltage and frequency dip, and recovery period.

5. Test alarm and shutdown circuits by simulating conditions. Conduct system testing to prove the unit will perform properly when integrated with the utility and control system for the facility.

6. Submit test results to the Contracting Officer’s Representative within two weeks of test date.

J. Operator Training

1. The authorized dealer/supplier's field engineer shall educate the operating personnel in the operation of the engine/generator set. Sufficient time (4 hours) shall be given to this training period so that the operating personnel will become familiar with the engine/generator and be able to locate normal types of trouble.

K. Parts and Service

1. The engine/generator set supplier shall be the authorized dealer of the engine/generator set and automatic transfer switch manufacturer and shall be fully qualified and authorized to provide service and parts for both the engine and generator.
