CCTV Q&A Documentation [AS] = Alarm shop input.
General
Q: Is there an existing order or priority in which instillation should be conducted?
A: No priority scheme exists currently.
Q: Can a Pre Performance conference be accommodated post award?
A: Yes, upon request from awardee
Q: How will access to the flightline be scheduled?
A: The government will coordinate a plan via CONS and Airfield Ops to ensure access. The contractor will be required to provide cooperation to ensure smooth process.
Q: How will access to Amber Hall command post and COM be scheduled?
A: The government will coordinate a plan via CONS and CP to ensure access. The contractor will be required to provide cooperation to ensure smooth process.
Q: Is the system currently critical and functioning? How tolerant is the government to outages. Is there an upper limit to allowable time for completing work?
A: The government is committed to replacing this hardware. There is not as yet a limit to allowable downtime. Contractor will be rated on end state of system and total period of performance. Much of the system is non-functional and most are outdated. For the purposes of this contract, the system is critical but not functional. Downtime and outages are to be expected but will not impact the system as-is.
Supplies Q: What parts of the existing infrastructure are to be returned to base and what can be disposed of?
A: Camera at Bld 1340 will be returned to the government. All other cameras will be disposed of
[AS]: Any networking switchgear removed will be returned to the government. Coordinate with LRS if any DRMO process is needed for the cameras not cited above.
Q:Is AFB funding the replacement and sustainment of the new VICADs system?
A: Question is not relevant to the current requirement. This award will be for specifically a one-time service to install the system IAW PWS and specifications.
Q: Will the base be providing the existing configurations for the network switches? Is there a current Template for the switches that will be provided by the government?
A: With 1-2 exceptions given the location, the contractor will provide the switches IAW the specific parts list.
[AS]: Switchgear will be delivered to the Alarm Shop as specified as parts for the government to configure and install in the rack.
Q: Can the AFB provide a lift Scissor or outdoor lift for this project or is it on the vendor to price in a lift for this project?
[AS]: The Alarm Shop does not have a lift for the contractor to utilize.
Q: Should the contractor assume the cabling requirement and build that into proposal?
A: Yes, it is the government’s recommendation that the contractor assume the cabling requirement for all requested cameras.
[AS]: Cabling is a requirement for all of the camera installations.
Q: Conduit type required?
A: No rigid requirment. Government leaves to contractor discretion on all replacements. 0.5 inch or 0.75 EMT acceptable.
[AS]: EMT. ½” or ¾” as needed.
Q: Does the government intend to provide a numbering and labelling plan for this project?
A: Yes, however it is not currently available at this time
[AS]: Yes. It will be provided post-award to the contractor, pre-installation.
Q: Should all exterior cameras and mounts be outdoor rated? Cat 5?
A: Yes. All exterior cameras should be outdoor rated CAT 5.
[AS]: Yes. All exterior cameras and related enclosures should be outdoor rated. The network cabling should be Cat6.
Specifications Q: Is IDS a concern with this project?
A: IDS Systems are not tied to cams and will not be worked on this contract.
[AS]: IDS Systems are not a concern with this project.
Q: Would Govt Allow us to configure and support the system if we are not a Prometheus group VICAD dealer?
[AS]: Contractor should perform work as stated in the SOW.
Q: Is there an incumbent or is this a new requirement?
A: This is a new 1-time service requirement without ongoing performance
[AS]: Alarm Shop is the incumbent.
Q: Looking through Appendix A I cannot find a Switch that is referenced on “Switch Topology,” (Page 23) of the bldgs.
A: There is only a switch in our building. No cameras, monitors, or workstations.
Location Questions Visitor Center (VCC) and Gate
Q: Is there Fiber at this location? It is all POE?
A: Fiber is good, leads to the VCC, it is all POE
[AS]: Fiber is located in the VCC, Inspection Bay, and Center Guard shack. All cameras should be
POE.
Q: One location listed has a connection but no camera currently. PTZ?
A: Yes
[AS]: PTZ.
Inspection Bay
Q: Ok to block traffic to complete work?
A: The government will ensure traffic is managed to allow full access.
Airfield
Q: There is a camera identified on the visit that is not currently in Appendix A Specifications
A: The government will correct this error in next and provide revision as soon as possible.
[AS]: The existing camera at Transmitter and Manchu Trail and was missed during the specification development but should be included in the project. It should be a PTZ camera.
Q: Does the Fiber reach out here?
A: Yes, this is the end of the fiber line.
[AS]: Yes.
Q: Simply a PTZ on a pole?
A: Yes, PTZ on a pole
[AS]: Yes. PTZ.
Q: Do you require a lightning arrestor on poles?
A: The government does not require lightning arrestors installed on any sites
[AS]: We do not require lightning arrestors.
French Creek/Manchu Road
Q: There is a camera identified on the visit that is not currently in Appendix A Specifications
A: The government will correct this error in and provide revision as soon as possible.
[AS]: This location was missed during the specification development but should be included in the project. The existing (2) cameras at French Creek/Manchu Road will be removed and replaced with (1) PTZ.
Q: PTZ on a pole?
A: PTZ on a pole.
[AS]: PTZ.
Flight Line/ Thunderdome
Q: Is a cherrry Picker required at this location?
A: Yes.
[AS]: Yes.
Q: Fiber available? PTZ
A: Fiber is available. Yes PTZ
[AS]: Fiber is available to the 2 Comm Rooms, but not available from the Comm Room to the camera locations.
Joint Mobility Complex
Q: Is there multi-mode here. Do all cameras have conduit?
A: Multi-mode is available here and all cameras have conduit.
[AS]: Multi-mode fiber is pulled through conduit to the camera locations. Proper termination of conduit to the camera cases is required.
Q: Are some areas controlled?
A: Yes, the DCC and Black Comm rooms require escorted entry. The government will coordinate access with LRS.
Q: Will the contractor be required to replace missing or damaged ceiling tiles?
A: The contractor's priority is installing a functional camera. The government will overlook the tiles, within reason.
JDOC
Q: Are Vicads required here?
A: Yes. This location requires Vicads
JMC Bld 4370
Q: Are all the cameras accounted for? The spec lists two cameras for a certain room but there is only one at the location
A: Government will review the specs to ensure accuracy of drawings at this location and provide revision.
[AS]: AS will provide a revised drawing removing the errant camera.
Bld 1353
Q: Can you confirm the Spec sheet
A: Government will review and provide revision
[AS]: Bldg 1353 is a wall-mount PTZ.
Q: PTZ?
A: Yes PTZ

Bld 1340
Q: This is just a simple swap? Will the government keep the camera?
A: Yes just a swap. The government would like to keep this specific camera, yes.
[AS]: Concur.
Amber Hall 3112
Q: “two rooms running new switches” Any further clarification?
[AS]: The existing switches are currently located in Rm B78 (Comm Vault) and Rm 175. All Cat6 should be run to Rm B78. The new switches will be located in Rm B78.
Q: Are revised Specs required here?
[AS]: I believe the question was in reference to the switch on the left side of the floor plan drawing. That switch exists and will be replaced as part of this project. However, no CCTV cameras will connect directly to it at this time.
Command Post
Q: Vicads required here?
A: Yes Vicads will be installed here.
[AS]: A VICADs workstation will be installed in 3112 Command Post.
1300 – Alert Hanger
Notes: Cat 5. Rip and Replace. 100 Meters(?) existing conduit
[AS]: Replace with Cat6. Existing conduit and/or wire tray.
South Ramp
Pole Mount PTZ, Rip and Replace
[AS]: (2) cameras on (2) poles. (1) per pole. Pole Mount PTZ, Rip & Replace, Fiber at the poles.

SF Building
Q: The specs call for the TV monitors to be replaced with 50 inch screens. Will they fit?
A: Yes. The government has measured. They will fit.
[AS]: Yes.
Q: “Home run everything”
A:
[AS]: All of the wiring should run from the camera back to the main rack. There was a question regarding using a subpanel in the armory that currently has a switch. However, the intent is to remove that switch.
Q: Please check if “Patch Panel” at Bld 3134 is specified
A:
[AS]: A Patch Panel in the Bldg. 3134 CCTV Rack was not specified but is a good idea. This should be included in a revised spec. A 24-port patch panel would be sufficient.
