GENERAL REQUIREMENTS
1. GENERAL INFORMATION:
1.1. Title: Maintain and Repair Paving and Striping
1.2. Project No.: ULDF230410
1.3. Scope: These standards apply to all new construction, demolition, modification, repair and maintenance for all site pavements including associated site infrastructure.
1.4. Project Description:
1.4.1 Location: Air Force Research Laboratory – Rome Research Site
1.4.2 Performance of services; The work area consists of the addition of a new paved road section located to the west along the newly constructed perimeter fence. The new paved road section will reconfigure how Brooks Road will filter traffic along installation’s new west perimeter road. Along with adding the new section of road, the work area will also include the installation of roadway lighting along Brooks Road. Adding roadway lighting will be achieved by the installing new light pole bases, light poles and light heads that will tie into existing site electrical infrastructure. Additionally, the entirety of the west perimeter road that is already exiting (As Shown in Drawings) will be cold milled to a depth of 4” and overlayed with 2.5” of binder and 1.5” of top course. There are also numerous full depth asphalt repair patches located throughout the entire RRS as well as the installation of various new concrete sidewalk sections. After all site work is completed, delineated parking spaces as well as pavement markings are to be laid as identified.
1.4.3 Green Procurement Requirements: The Contractor shall comply with the United States Environmental Protection Agency Comprehensive Procurement Guidelines (CPG).
1.4.3.1 The EPA's list of designated products grouped into 8 categories and the accompanying recycled-content recommendations listed below:

1.4.4 The contractor is required to complete a Green Procurement Program (GPP) Statement or the Recovered
Material Determination Form (RMDF) prior to beginning construction. The contractor submits the completed form to Contracting, who will then forward the completed form to Civil Engineering for concurrence and filing.
1.4.5 As required on an order by order basis, the contractor shall estimate the amount of recycled material that was used in the project and provide the estimate as an official submittal to Contracting. The contractor shall also provide certification. The certification must be in the form of a label on the product or a statement verified by the vendor and attached to the proposal documents. Measurement of recovered material content should be made in accordance with standard industry practice. The certification on multi-component or multi-material products must verify the percentage of post-consumer waste and recycled material contained in the major constituents of the product.
2.0 WORKING HOURS: The regular hours of work on the Rome Research Site are from 0700 to 1600 hours, Monday through Friday, excluding Federal holidays. The government may restrict access to work sites to these hours and days.
The contractor shall consider all other hours non- regular time and use the appropriate unit prices for tasks performed during those hours. In the technical/cost proposal submitted for each delivery order, the contractor shall clearly identify those items of work scheduled for accomplishment during non-standard time and include justification for the request. The contractor shall notify the CO at least 48 hours in advance of any work performed during non-regular hours that requires inspection during accomplishment or that prevents inspection of previous work after accomplishment.
2.1 Legal Holidays:
The Rome Research Site recognizes the following legal holidays:

3.0 SECURITY REQUIREMENTS
3.1. The work to be done on this project is located in and around area’s that are under the scrutiny of the Department of Defense Police assigned to the AFRL Information Directorate. To gain access to the area(s) to examine the work to be done for job estimation purposes; arrangements must be made through the Contracting Office. Contractor personnel will be escorted into the area(s) for the purpose of project estimation.
3.2. When it has been determined which Contractor will accomplish the project a Visit Request from the company, preferably on Company letterhead, will be necessary prior to initial work commencement. The Visit Request form needs to be signed by the Company President or Director of Human Resources. The Visit Request form will also be used as the Entry Authority List. The Contractor will supply the Visit Request to Security (AFRL/RIOF) through the Contracting Office. The Visit Request can be done via RRS Form 31 Request for Visit Authorization Form, AFMC Form 97 (found on the AFRL web page, (https://rlweb.area52.afnoapps.usaf.mil/#) or a simple Company Letterhead letter identifying all personnel who will be employed during the work. The request will contain a full name to include a middle initial (Frank A. Dude), date of birth (14 Dec 1953), state of driver’s license issuance and place of birth (Austin, Texas). This information will be used to do a Local Files Check. This check will provide Driver’s License Info, Wants & Warrants and Protection Orders and will also provide information on Illegal Immigration and suspected terrorist affiliations. The Local Files Check will also be accomplished prior to work commencing. If the individual is not a US Citizen they will not be allowed within the complex or facilities. If, the individual is not a US Citizen but has a Green Card, Form I-551 or has the I-551 stamp on their passport, Security will need to see either one. There will be no foreign national workers allowed on the Rome Research Site. For work at DFAS, and additional Form SF 85 must be submitted for each contractor working in the facility.
3.3 Provide the Company’s phone number and a Project Leaders or Supervisor/Foremen cell-phone number is necessary for the Law Enforcement Desk Sergeant.
3.4 All facilities are entered using a magnetic media entry badge. Any personnel such as Supervisor/Foremen or Project Leaders who may need building access for meetings etc.., during contract period, can acquire a Local Contractor Entry Badge through the Division/Branch with oversight of the work. This will be accomplished with the AFRL/RI Form 110 (Unescorted Visitor Badge). The Security Visitation Office is located in the lobby of Bldg 3, West Wing. This badge will be worn at all times within the facility. These badges will be returned to the Contracting Officer’s Technical Representative upon completion of the final inspection and Acceptance of Work. Any badges lost during the period of work will be reported to Security as soon as possible.
3.5 Access to the AFRL/RI Complex is controlled by a Main Gate on Brooks Rd, located just west of the Otis & Brooks intersection. Identification for the contractor to enter with a vehicle will be an access list supported by the electronic badge issued. All commercial vehicles entering the gate will be searched. One-time deliveries can be escorted from the gate to delivery point by project personnel.
3.6 All commercial vehicles are searched prior to entry into the AFRL/RI Complex. Vehicle operators will be aware of the vehicle search pull-off area prior to approaching the Main Gate. A search of the vehicle will be conducted prior to its entry. All vehicles not needed for delivery of equipment or tools will be parked in the visitor parking area unless cleared through Security. There are No vehicles allowed within 25 meters (80 ft.) of the AFRL/RI facilities.
3.7 All personnel should be aware that AFRL/RI is Property of the United States Air Force. All personnel will follow all posted signage.
3.8 Contractor personnel will be notified by AFRL/RI Police of any emergencies which would require an evacuation or work stoppage, such as an increase in the Force Protection Condition.
3.9 Building/Room Keys: If the contractor needs access to area(s) that are locked (i.e. mechanical rooms, janitor’s closet, etc.), a request for entry of at least 2 working days prior to the need for access will be submitted to AFRL/RIOC construction representative. The area(s) will be provided on a daily basis. The area(s) will be locked down at the end of the day’s work.
3.10 Dumpsters: Per UFC 04-010-02, all construction dumpsters shall be located no less than 25 meters from any facility, unless otherwise approved by AFRL/RI Security. All dumpster locations will be reviewed and evaluated on a case by case basis.
3.11 The 24 hour Desk Sgt. can be reached at 330-2961.
4.0 SAFETY: The Contractor is responsible for compliance with all Federal, Air Force, and State safety and health regulations and is subject to Air Force safety, OSHA inspections, and conformance to Section 01 35 29 of this SOW, Safety, Fire Protection and Health while working at the Rome Research Site
5.0 EXCAVATION PERMITS: The contractor shall obtain excavation permits (Air Force Form 103) prior to any excavation. The Contracting Officer or his designated representative shall assist the contractor in obtaining the excavation permits. The contractor shall provide drawings and details showing exact location and description of the type of excavation to be accomplished. Should any one of the coordination points indicate an additional underground utility or structure over and above those shown on the contract drawing either by sketch on the contractor's drawing by field pointing or by flagging, the contractor shall be responsible for protection of each of the items indicated. Should damage occur to any of the items indicated by the contractor, contract drawings or coordinating agency to the permit, the contractor shall be responsible for prompt repair of the damage to return the item to its original workable condition.
6.0 UTILITIES AND INTERRUPTION OF UTILITIES OR BUILDING SYSTEMS:
6.1. Any required utility interruption that affects AFRL RRS building operations shall be scheduled for off-hour switch-over unless otherwise directed in the contract documents. See the paragraph WORKING HOURS for AFRL normal operating hours and Federal Holidays.
6.2. Submit written request to AFRL and Contracting Officer’s Representative (COR) fourteen (14) days prior to all utility cutovers and interruptions to include but not necessarily be limited to water, sanitary sewer, storm sewer, telephone service, electric service, air conditioning, heating, fire alarm, and natural gas. The request shall give the following information:
6.2.2. Location of shut-off.
6.2.3. Services and areas affected.
6.2.4. Hour, date, and duration of shut-off.
6.3. Submit a written method of procedure to the COR for approval.
6.4. Do not proceed: Services shall not be interrupted until receipt of approval of the proposed hours and date from the COR. If utility services are damaged by the contractor, the contractor shall restore them within 24 hours.
6.5. Execute all work in a thoughtful, organized, expeditious fashion to minimize downtime.
6.6. Provide piping connections with public and/or site utilities providers (water supply, sanitary drainage, storm drainage, steam, steam condensate, heating hot water, chilled water, condenser water, heat pump loop water, natural gas, propane gas, fuel oil, and air distribution connections) in accordance with the sizes and locations shown on the drawings in strict compliance with the rules and regulations set forth by the local Authority Having Jurisdiction (AHJ) and the utility provider complete with test and final connections, with provisions for shut-off, isolation, and adapters as required.
6.7. Connections causing interruption of service shall be performed off-hours employing “premium time” labor as applicable. Ensure that new utility lines are complete, except for the connection, before interrupting existing service.
6.8. Disruptions to life safety systems (fire alarm/fire suppression systems) shall be restored to functional status at the end of each work day. For an exemption to the requirements of this paragraph, submit a written request to the COR for approval.
6.9. AFRL will pay all public utility charges related to permanent service.
7.0 SUBMITTALS: Submittals will be required on materials used under each proposal. Each submittal shall include information as described in the technical specifications or as shown on the drawings. Submittals will accompany the contractor’s proposal on each project. All submittals shall include a Material Approval Submittal AF3000 cover sheet. Once an item of material or equipment has been approved, the contractor will not be required to resubmit with the following exception: If, at any time during the duration of this contract, the contractor desires to change materials from those originally approved, his new materials shall be resubmitted to and approved by the Contracting Officer prior to incorporation into the project.
8.0 SCHEDULING WORK:
8.1 Before any of the work is initiated under an individual delivery order, the Contractor shall confer with the Contracting Officer or his representative(s) and agree on a sequence of procedures; means of access to premises and buildings; space for storage of materials and equipment; delivery of materials and use of approaches; use of corridors, stairways, elevators, and similar means of communications; the location of partitions.
8.2 Delivery of materials and equipment shall be made with a minimum interference to Government operations and personnel.
8.3 The work shall, so far as practicable, be done in definite sections or divisions and confined to limited areas which shall be completed before work in other sections or divisions is begun.
9.0 CONTRACTOR STORAGE: A suitable outside storage area for each delivery order shall be provided to the contractor by the Contracting Officer. Security shall be the responsibility of the contractor. The contractor shall keep the storage area neat, orderly and clear of all debris. The contractor shall not allow trash or other debris to scattered from his area by wind or other means.
10.0 INSPECTION: Inspection of work by the Government will normally be accomplished along with the work as it progresses. At the discretion of the Contracting Officer, inspection may be directed at the completion of various phases of the work prior to initiation of any further work. The Contractor shall notify the Contracting Officer's Technical Representative that a phase will be complete at least 3 days in advance of the completion of each phase to be inspected.

SECTION 01 00 00
SUMMARY OF WORK

2.0 PRODUCTS:
2.1 Submittal Requirements: Reproducible Shop drawings, manufacturer’s data, dated certifications and test reports, and samples constitute the project submittals. All submittals shall have an AF Form 3000 attached.
3.0 EXECUTION:
3.1 Safety Requirements: It shall be the responsibility of the contractor to initiate and maintain such programs as to comply with the provisions of the Air Force Occupational Safety and Health Standards. These programs shall include the education and training of employees and subcontractors' personnel in the recognition, avoidance and prevention of unsafe conditions. See Section 01 35 29 for further instructions.
3.2 Disposal of Materials: AFRL/RI shall have right of first refusal over all scrap metal generated; the Environmental Office shall provide appropriately sized containers to collect the material. Unless designated as salvageable, all waste materials generated by any work under this contract shall be handled, transported, stored and disposed of off Government property by the contractor at the end of each day’s work. Such materials shall be disposed of in accordance with applicable federal, state or local laws, ordinance or regulations. Spoils from excavation for marker bases may be spread evenly around the work area, but at no time will piles of soil be allowed in the work area.
Coordination with the Environmental and Occupational Health office (EOH) is required before the generation and disposal of any Resource Conservation and Recovery Act (RCRA) (http://www.access.gpo.gov/uscode/title42/chapter82_.html ) hazardous wastes.
3.2.1 Lead: The Contractor is responsible for ensuring surfaces coated with lead paint are properly remediated and disposed of IAW EPA protocols. Lead contaminated waste exceeding RCRA toxicity thresholds must be disposed IAW with Air Force, EPA, and NYSDEC regulations, and disposal must be coordinated with the Environmental office. Under no circumstances shall a contractor sign a hazardous waste manifest on behalf of
AFRL/RI.
3.2.2 Universal Wastes: The contractor is responsible for ensuring that Universal Wastes (batteries, light bulbs, mercury-containing equipment/thermostats) is collected and disposed of IAW with EPA and NYSDEC regulations. The Environmental Office will provide appropriate containers to collect Universal Waste. The Contractor is responsible for disposing of Universal Wastes generated during projects. Disposal must be coordinated with the Environmental Office; under no circumstances shall a contactor sign a Universal Waste manifest on behalf of
AFRL/RI.
3.3 Fire Protection: The contractor shall be responsible for furnishing adequate and proper fire protection for all phases of the contract work. USACE Engineering Manual (EM), EM-385- 1-1 and NFPA 241 shall be adhered to throughout the duration of the construction contract.
3.4 Reference Standards and Publications: The standards and publications listed in each section of these specifications form part of these specifications to the extent referenced. The contractor shall conform with the provision of the dated issue of the listed standard or publication.
3.5 Clean-up: The contractor shall at all times, keep the construction area, including storage areas used by him, free from accumulation of waste materials or rubbish. Prior to completion of the work each day, remove from the construction site all waste materials or rubbish. Upon completion of the construction, the contractor shall leave the work premises in a clean, neat condition.
3.6 Pollution Control/Hazardous Substances: The contractor shall report any spill of oil or hazardous material to the EOH Office and to take every reasonable precaution to prevent the spillage of oil or other hazardous substances. The Contractor will perform all work consistent with the requirements of all Federal, State and Local laws, rules and regulations pertaining to pollution control. Additionally, Contractors using HAZMAT on this installation must comply with the procedures outlined in the Hazardous Materials Management Plan (HMMP), (see below). Any clarification of these procedures can be provided by the EOH Office.
4.0 HAZARDOUS MATERIALS MANAGEMENT
Pertaining to Contractor Usage For the purposes of this contract, the “HMMP Team” and the “HAZMART” are the Environmental Office.
HAZMAT Determination and Authorization Procedures for Contractors
AFI 32-7086 Hazardous Materials Management:
4.1 If a contract is reasonably expected to require a contractor to bring or to use HAZMAT on an installation, the requiring activity working with the Contracting Office shall include the following contract requirements to ensure that contractor materials can be evaluated for authorization and tracking under the
HMMP.
4.2 Federal Acquisition Regulation (FAR) Clause 52.223-3, Hazardous Material Identification and Material Safety Data.
4.3 FAR Clause 52.223-5, Pollution Prevention and Right-to-Know Information.
4.4 FAR Clause 52.223-19, Compliance with Environmental Management Systems.
4.5 AFFARS Clause 5352.223-9001, Health and Safety on Government Installations.
4.6 FAR Clause 52.223-7, Notice of Radioactive Materials.
4.7 The locally developed HAZMAT tracking and reporting tasks necessary to ensure contractor compliance with this AFI. All HAZMAT brought onto an installation for use shall be authorized via the process described in this section.
The Environmental office has developed these local procedures to ensure that the HAZMAT monitoring process does not impede time-critical mission-essential materiel requests.
4.8 IAW FAR Clause 52.223-3, each Contractor must provide the Contracting Office (CO) with a list of proposed Hazardous Materials (HAZMAT) that it plans to use on the installation during the performance of the contract (includes any sub-contractor HAZMAT). IAW AFI 32-7086, contractors must obtain Air Force authorization prior to using HAZMAT on an Air Force installation, and must report usage data to the Environmental Office (RIOCV). This includes fuels used to run generators and other construction/maintenance equipment.
4.8.1 Contractors shall submit through the CO to RIOCV, Safety Data Sheets (formerly known as Material Safety Data Sheets or MSDS’s), for all potentially hazardous materials/products that will be brought on to the installation.
4.8.2 RIOCV will review all potentially hazardous materials and identify the materials deemed as HAZMAT that require tracking. RIOCV may remove any materials from consideration for use by the Contractor that contain ingredients prohibited buy the AF or other regulatory agency.
4.8.3 RIOCV will communicate to the Contracting Officer Representative the list of HAZMAT that will require AF- EESOH-MIS tracking. Those materials will require the completion of one Contractor HAZMAT Product Request Form (PRF) per HAZMAT by the Contractor. RIOCV will provide the Hazardous Material Form to the Contractor and can assist the Contractor with this documentation if requested.
4.8.4 RIOCV will complete their portion on the Contractor PRF and load all information from the forms into the AF-EESOH-MIS data system. The Contractor will also retain a copy of their Contractor HAZMAT PRF for the duration of the specified project.
4.8.5 If the contractor needs to bring a material on the installation that was not included in the original HAZMAT listing, the contractor must first notify the CO and then obtain prior authorization, if RIOCV determines the material to be a HAZMAT.
4.8.6 The Contractor will submit a Contractor Material Usage Data Sheet provided by RIOCV to the CO once a month for contracts over 60 days. For contracts less than 60 days, a Material Usage Data Sheet will be submitted by the Contractor to CO at the completion of the contract.
4.8.7 The CO will provide a copy of the Usage Data Sheet to RIOCV.
4.8.8 Any HAZMAT brought on site for the contract and not used in its entirety will be removed from the installation by the Contractor. If HAZMAT can be used in another contract at this installation, please contact RIOCV for assistance.
4.8.9 RIOCV is ready to assist the CO and Contractor in any way to simplify and expedite this reporting and tracking procedure. Please contact RIOCV (330-2098) with any questions.

SAFETY, FIRE PROTECTION AND HEALTH SPECIFICATION
SECTION I - GENERAL REQUIREMENTS
A. Safety Program Requirements.
1. Comply with all safety and health requirements necessary for the protection of personnel, facilities and equipment including, but not limited to, the Occupational Safety and Health Administration (OSHA) standards, while performing this contract at the Air Force Research Laboratory (AFRL), Rome Research Site (RRS), Rome NY. It is the contractor’s sole responsibility to make certain that all safety requirements are met.
2. Maintain a written safety program for compliance with the applicable OSHA standards, and make said program available for review by the Government upon request by the Contracting Officer.
3. In the event of a mishap, or a “near miss”, during the performance of this contract at AFRL RRS, notify the Contracting Officer or the DET 4 Safety Office in an expeditious manner. Written notification shall be provided to the Contracting Officer (who will forward a copy to the DET 4 Safety Office) within 72 hours and shall include the following information (Air Force Form 978 Supervisors Mishap Report may be used):
a. Contract, Contract number, Name and Title of Person(s) Reporting
b. Date, Time and exact location of accident/incident
c. Detailed narrative of accident/incident (events leading to accident/incident, answer who, what, when, where, and how)
d. Cause of accident/incident (if known)
e. Type of injuries resulting from the accident/incident and estimated cost of accident/incident (material and labor to replace/repair)
f. Nomenclature of equipment involved in accident/incident
g. Personnel involved in accident/incident
h. Corrective Actions (taken or proposed)
i. Other pertinent information
4. AFRL RRS uses a Safety and Health Management System to implement and manage its safety programs. A SHMS is a systematic approach to managing safety and health activities by integrating occupational safety and health programs, policies, and objectives into organizational policies and procedures. Simply stated, a SHMS is a set of safety and health program components that interact in an organized way. An effective SHMS consists of five critical elements that apply safety and health management practices of employers who have been successful in protecting the safety and health of their employees. All contractors are required to familiarize themselves with the requirements of a SHMS. An example of a SHMS is OSHA’s Voluntary Protection Program (VPP). Detailed information on VPP is available at the OSHA website at http://www.osha.gov/dcsp/vpp/index.html. On-site contractors are required to attend a Local Conditions Course as part of in-processing at AFRL RRS.
SECTION II - SAFETY PLAN ELEMENTS
The contractor prepared Safety Plan shall clearly define procedures, personnel qualifications, facilities, required equipment, and other attributes necessary to fulfill the following elements. Each attribute shall meet or exceed the referenced benchmarks.

SECTION 01 50 01
ENVIRONMENTAL PROTECTION
PART I - GENERAL
1.1 SCOPE: The work covered by this section consists of furnishing all labor, materials and equipment and performing all work required for the prevention of environmental pollution during, and as the result of, construction operations under this contract except for those measures set forth in other Technical Provisions of these specifications. For the purpose of this specification, environmental pollution is defined as the presence of chemical, physical, or biological elements or agents which adversely affect human life; affect other species of importance to man or degrade the ability of the environment for aesthetic and recreational purposes. The control of environmental pollution requires consideration of air, water and land, and involves noise, solid waste-management and management of radiant energy and radioactive materials, as well as other pollutants.
1.2 APPLICABLE REGULATIONS: In order to prevent, and to provide for abatement and control of, any environmental pollution arising from the construction activities of the contractor in the performance of this contract, the contractor shall comply with all applicable Federal, State and local laws, and regulations concerning environmental pollution control and abatement.
1.3 NOTIFICATION: The Contracting Officer will notify the contractor in writing of any noncompliance with the foregoing provisions and the action to be taken. The contractor shall, after receipt of such notice, immediately take corrective action. Such notice, when delivered to the contractor, shall be deemed sufficient for the purpose.
1.4 IMPLEMENTATION: Prior to commencement of the work, the contractor will meet with representatives of the Contracting Officer to develop mutual understandings relative to compliance with this provision and administration of the environmental pollution control program.
1.5 REPORTING OF HAZARDOUS MATERIALS BY CIVILIAN CONTRACTORS: IAW FAR Clause 52.223- 3, each Contractor must provide the Contracting Office (CO) with a list of proposed Hazardous Materials (HAZMAT) that it plans to use on the installation during the performance of the contract. IAW AFI 32-7086, contractors must obtain Air Force authorization prior to using HAZMAT on an Air Force installation, and must report usage data to the Environmental Office (RIOCV). This includes fuels used to run generators and other construction/maintenance equipment.
1. Contractors shall submit through the CO to RIOCV, Safety Data Sheets (formerly known as Material Safety Data
Sheets or MSDS’s), for all potentially hazardous materials/products that will be brought on to the installation.
2. RIOCV will review all potentially hazardous materials and identify the materials deemed as HAZMAT that require tracking. RIOCV may remove any materials from consideration for use by the Contractor that contain ingredients prohibited buy the AF or other regulatory agency.
3. RIOCV will communicate to the Contracting Officer Representative the list of HAZMAT that will require AF-
EESOH-MIS tracking. Those materials will require the completion of one Contractor HAZMAT Product Request Form (PRF) per HAZMAT by the Contractor. RIOCV will provide the Hazardous Material Form to the Contractor and can assist the Contractor with this documentation if requested.
4. RIOCV will complete their portion on the Contractor PRF and load all information from the forms into the AF-
EESOH-MIS data system. The Contractor will also retain a copy of their Contractor HAZMAT PRF for the duration of the specified project.
5. If the contractor needs to bring a material on the installation that was not included in the original HAZMAT listing, the contractor must first notify the CO and then obtain prior authorization, if RIOCV determines the material to be a HAZMAT.
6. The Contractor will submit a Contractor Material Usage Data Sheet provided by RIOCV to the CO once a month for contracts over 60 days. For contracts less than 60 days, a Material Usage Data Sheet will be submitted by the Contractor to CO at the completion of the contract.
7. The CO will provide a copy of the Usage Data Sheet to RIOCV.
8. Any HAZMAT brought on site for the contract and not used in its entirety will be removed from the installation by the Contractor. If HAZMAT can be used in another contract at this installation, please contact RIOCV for assistance.
9. RIOCV is ready to assist the CO and Contractor in any way to simplify and expedite this reporting and tracking procedure. Please contact RIOCV (330-2098) with any questions.
SECTION 01 56 13
TEMPORARY BARRIERS AND ENCLOSURES
(DUST PROTECTION)
1.0 DESCRIPTION OF WORK: This specification covers the protection of work areas by the furnishing and installation of a temporary framework covered by polyethylene sheeting around the area where work is being performed or around the area that requires protection.
2.0 PRODUCTS:
2.1 Framework shall be of sturdy wood or metal composition.
2.2 Polyethylene Film shall comply with ASTM D 2103, shall have a minimum density of 0.910, and an impact strength greater than 70.
2.3 Adhesive Tape for sealing seams and edges shall meet the polyethylene manufacturer's recommendations.
2.4 Sealing Compound shall comply with recommended practices for use of latex compounds as prescribed by
ASTM C 790.
3.1 Installation: Dust protection enclosures shall be installed according to the manufacturer's recommendations.
3.2 Repairs: Any accidental penetrations of the enclosures shall be repaired swiftly and adequately to prevent dust intrusion.
DIVISION 2
SECTION 02 41 00
DEMOLITION
1.0 DESCRIPTION OF WORK: This specification covers the dismantling, salvage, demolition, and disposal of designated structures, utilities, and/or materials as directed by the Contracting Officer.
2.0 PRODUCTS: (This section not Used).
3.1 Submittals: Procedures proposed for the accomplishment of a1l demolition and salvage work, including a detailed description of the methods and equipment to be used for each operation and the scheduled sequence of operations, shall be submitted to the Contracting Officer for approval. Operations which involve interruption of utility services or the handling of toxic or hazardous materials shall be scheduled and approved by the Contracting Officer or designated representative at least 48 hours prior to the start of such operations. Weight tickets for all waste disposal generated during a project must be provided to the Environmental Office.
3.2 Clearances and Permits: Obtain as required from local authorities.
3.3 Salvage: Title to all materials and equipment to be demolished is vested in the Government. All recyclable metals shall be considered salvageable. The Environmental Office shall provide appropriately sized containers to collect salvageable scrap metal. Unsalvageable materials shall be disposed of as directed by the Contracting Officer. Materials and equipment for Government salvage or reuse shall be carefully removed and delivered to a storage site designated by the Contracting Officer or designated representative.
3.4 Protection of Existing Work: All necessary precautions shall be taken to ensure against damage to existing work that is to remain in place or is to remain the property of the Government. Damaged areas shall be repaired or replaced with new products to match existing surrounding surfaces. Shoring, bracing, and supports shall be provided as required and structural elements shall not be overloaded Care shall be taken to prevent unscheduled interruptions to any utility service.
3.5 Protection from Weather: The interior of buildings and all materials and equipment shall be protected from the weather at all times.
3.6 Dust and Dirt Control: Dust and dirt resulting from demolition operations shall be controlled with temporary barriers and enclosures to prevent spread into occupied portions of buildings and to avoid creation of a nuisance to the surrounding area. Use of water will not be permitted when it will result in, or create, hazardous or objectionable conditions such as ice, flooding, and pollution.
3.7 Burning: Burning at the project site for the disposal of refuse and debris will not be permitted.
3.8 Explosives: The use of explosives will not be permitted.
3.9 Hazardous Materials: Extreme care and caution shall be exercised at all times when handling toxic or hazardous materials in order to prevent harm to personnel and property and to prevent environmental contamination.
Federal, state, and local regulations governing handling, transportation, and disposal of such materials shall be rigidly adhered to. Potentially hazardous wastes must be sampled to determine if EPA or NYSDEC hazardous waste thresholds are met. The Environmental Office must be notified when hazardous waste is generated; hazardous waste shall be disposed of IAW with Air Force, EPA, and NYSDEC regulations. Disposal must be coordinated with the Environmental office.
Under no circumstances shall a contractor sign a hazardous waste manifest on behalf of AFRL/RI.
3.10 Utilities: Temporary interruptions, disconnections, and relocation of existing utilities and removal of abandoned utility services shall be as directed by the Contracting Officer.
3.11 Cleanup: Debris and rubbish shall not be allowed to accumulate in buildings or on site. Local regulations regarding hauling and disposal shall be followed.
SECTION 02 82 14
ASBESTOS REMOVAL AND DISPOSAL
1.0 PART 1 - GENERAL
1.1 WORK INCLUDED
A. Provide labor, materials, equipment and services to perform operations required for the complete installation and related work as required in Contract Documents.
B. These specifications require that asbestos work be accomplished in accordance with current edition of the Industrial Code Rule 56 entitled "Asbestos" as issued by the New York State Department of Labor.
C. Copies of the Code may be obtained by contacting the State of New York Department of Labor, Office of Communications, State Office Building Campus, Albany, New York 12240. Copies may also be obtained from area offices of the New York State Department of Labor.
D. Industrial Code Rule 56 and subsequent amendments are hereby made a part of these specifications to the same extent as if they were written out in full and attached.
E. Notice and Record Keeping Requirements: In compliance with Rule 56, Sub-part 56-1.6.
F. Licensing and Certification Requirements: In compliance with Rule 56, Sub-part 56-2.1.
G. Scope of Work:
1. Provide labor, materials, services, insurance, and equipment necessary to carry out asbestos work in accordance with State, Federal and Local Government Laws and Regulations.
2. Be responsible for obtaining approval for a waste disposal site in compliance with Section 61.25 of the EPA Regulations.
3. Post the NYSDL Code Rule 56, EPA and OSHA Regulations, also applicable State and Local Government
Regulations at the project site.
4. Provide for the services of an independent air testing company and laboratory, at contractor expense.
1.2 OTHER APPLICABLE CODES
A. General: The work of this contract shall also comply with applicable provisions of:
1. Occupational Safety and Health Administration (OSHA)
a. Title 29, Part 1910, Section 1001
b. Title 29, Part 1926, Section 58
2. Environmental Protection Agency (EPA): Regulations for Asbestos, Title 40, Part 61, Sub-parts A and B of the
Code of Federal Regulations.
3. New York State Department of Environmental Conservation:
a. Permit: An annual "industrial waste hauler permit" specifically for asbestos containing materials, is required pursuant to 6 NYCRR 364 for transporting of waste asbestos containing materials to a disposal site.
b. Arrange for legal disposal of asbestos. NYSDEC application should be made in advance of the work to allow ample time for processing. Applications shall be submitted to the Bureau of Hazardous Waste, Division of Solid Waste, New York State Department of Environmental Conservation, 50 Wolf Road, Albany, New York 12233. Necessary forms are available from the Bureau of Hazardous Waste (518 457-3254), also from any Environmental Conservation Department Regional Office (Albany, Avon, Binghamton, Buffalo, New York City, Ray Brook, Stamford, Stony Brook, Syracuse, Utica, Warrensburg, Watertown and White Plains).
4. A signature from a representative of the intended disposal site, authorizing the disposal of the asbestos containing waste is required on the application. The appropriate regional office may be contacted regarding information on sanitary landfills which will accept asbestos containing materials. When the application is received by the Bureau of Hazardous Wastes, the operator of the indicated disposal site shall be contacted by the Contractor and NYSDEC to insure that he is aware of the problems associated with handling asbestos and of the proper disposal technique that must be employed at the landfill. New York State Department of Environmental Conservation personnel may inspect asbestos disposal operations.
5. Asbestos containing waste materials to be transported shall be packaged in accordance with Environmental
Protection Agency requirements, and Industrial Code Rule 56, i.e., that the asbestos be bagged, in sealed tight containers, and that the bags and containers be properly labeled.
1.3 AIR SAMPLING MONITORING AND ANALYSIS
A. Monitoring and Testing:
1. This work shall be accomplished by a Subcontractor, independent of the removal contractor.
2. The work shall be accomplished in accordance with Industrial Code Rule 56, Subpart 56-17.
B. Certification of Laboratory:
1. The laboratory used for analysis shall be an Independent Organization.
2. Laboratory shall be accredited by the American Industrial Hygiene Association or certified by New York State
Department of Health.
C. Analysis: Analytical and quality control procedures shall be in accordance with 29 CFR 1926.58, Appendix A.
D. Cost of Testing and Laboratory Work: The cost of air sampling, monitoring, and analysis of samples shall be included in the bid.
2.0 PART 2 - PRODUCTS
2.1 MATERIALS AND EQUIPMENT
A. Provide necessary materials, tools, and equipment required in accordance with Industrial Code Rule 56.
3.0 PART 3 - EXECUTION
3.1 WORK AREA PREPARATION
A. Provide work area preparation as called for in Industrial Code Rule 56.
1. Provide portable toilet facilities, if necessary.
3.2 ASBESTOS WORK
A. Provide for personnel protection and decontamination, asbestos handling, removal, waste containment, waste decontamination, waste handling, waste removal, waste disposal, waste hauling, clean-up procedures and other requirements of Industrial Code Rule 56.
B. Special emphasis to be placed on the maintenance of decontamination enclosure systems and work area barriers.
Should the loss of enclosure integrity occur, immediately institute repair and clean-up procedures IAW Rule 56, Section 56-11.1.
C. Provide for legal asbestos waste disposal at an EPA approved landfill site.
3.3 SUBMISSION OF RECORDS
A. New York State Asbestos Handling License to be submitted with bid.
B. Copies of New York State Asbestos workers certifications to be submitted before start of abatement.
C. Before final payment will be made, Contractor shall submit copies of the following:
1. Daily work record log.
2. Air sampling records.
3. Notification to EPA and NYS Department of Labor.
4. Waste haulers permit.
5. Waste manifest.
6. Landfill permit.
7. Landfill certificate of disposal.
