STATEMENT OF WORK

for

Toilet Trailers Andersen AFB Airfield

1. GENERAL: The contractor shall provide all personnel, labor, materials, transportation, and equipment to provide Toilet Trailers for 150 personnel to include cleaning services to Andersen AFB airfield in support of the 11 Air Task Force and 11 Combat Air Base Squadron for approximate 90 days. Personnel means contractor’s employees and any sub-contractors supporting these contract requirements.

2. SUMMARY: All toilet trailers and any required associated equipment for cleaning and maintenance shall be delivered, installed, completed and ready for use no later than 05 October 2025. The rental period shall run from 01 October 2025 to 31 December 2025. Any extension or early termination will be communicated in writing by the Contracting Officer.

3. DESCRIPTION: Interested vendors can submit multiples trailers options for review. These can vary in quantity and specifications. Trailers submissions must be able to support 150 personnel. Picture below are for reference only.

4. SERVICING:

a. Waste Removal: Tank is completely emptied using a vacuum truck and waste is properly disposed of.

b. Cleaning & Sanitizing: Interior is thoroughly cleaned and disinfected with sanitizing solutions.

c. Supply Replenishment: Toilet paper is replaced, hand sanitizer refilled (if applicable), and chemical deodorizer.

d. Inspection & Maintenance: Unit is inspected for damage, proper door function, and ventilation.

e. Water Refill: Fresh water tank is refilled.

f. Waste Removal: Grey water tank is emptied.

g. Supply Replenishment: Soap and paper towels (if applicable) are refilled.

h. Cleaning & Sanitizing: Sink basin and surrounding surfaces are cleaned and sanitized.

5. SAFETY:

a. The contractor shall provide securing mechanisms that prevent damage to surrounding areas and keeps the toilet trailers and all supplied equipment in place during sudden inclement weather or high wind conditions. Should typhoon conditions be declared, it will be the sole responsibility of the contractor to secure the units.

b. The contractor must follow all safety and traffic procedures while operating on base.

6. SET UP/TEARDOWN:

a. The contractor shall remove all units and restore the area to its original condition, free of waste, debris, and any material used in the setup..

b. Frequency: The contractor may make pre-coordinated deliveries and removal.

7. REQUIREMENTS AND DETAILS:

a. The contractor shall provide: Toilet Trailers for 150 personnel for an approximate 90 days

b. The contractor shall be responsible for the delivery, mobilization, and demobilization of the toilet trailers at the designated location.

c. The contractor shall clean up all debris and remove and properly dispose of all associated materials with the mobilization and demobilization of the toilet trailers.

d. The contractor shall provide for cleaning and supply replenishment of units every two (2) calendar days.

e. The contractor shall provide clean (non-potable) water and shall ensure sufficient cleaning water is available for a minimum of two days utilization.

8. SECURITY:

a. All contractor personnel or representatives entering the Government installation shall abide by all security regulations of the base installation commander.

b. The contractor must have all personnel badged at the Andersen Air Force Base (AAFB)

Pass and Registration Section to work on this contract. The contractor shall interface with the 36TH CONS, 36th Security Forces and the AAFB Air Field Flight Line Control personnel to ensure they have completed all requirements and have been granted unescorted access to AAFB and the area where the latrine unit(s) will be emplaced and serviced. All personnel will undergo a background check (note: there is minimum 72 hours required for processing checks). The contractor may be escorted prior to passes being issued. Any persons denied entry during the background check, will be prohibited from entering AAFB. All contractor personnel who are cleared for entry will receive a contractor’s badge and are required to register all vehicles in accordance with current AAFB guidelines. The contractor’s badge will be issued to provide access and permission to AAFB and portable toilet designated area on the flight line seven days a week, 24 hours a day. Once obtained, the contractor shall maintain unescorted base and flight-line access for all its personnel requiring access to AAFB and the latrine area. The contractor shall ensure that all necessary requirements are completed and badges issued to personnel involved in the delivery, installation, checkout and turnover of portable toilets and handwashing stations one calendar week prior to the delivery date. Vendor shall begin working badging requirements upon receipt of award.

9. Other Requirements:

a. In the event of an incident that involves damage to contractor or government property, or personnel, the contractor shall immediately:

1. Inform the Contracting Officer (CO) within 24 hours after the occurrence; and

2. Provide details of the accident in writing to the CO and the command safety office within 48 hours.

b. A competent, English-speaking supervisor or superintendent, with the authority to act on behalf of the contractor, must always be present at the delivery site during mobilization/demobilization of the portable toilets and handwashing stations.

c. The contractor shall provide a 24/7 capability to repair and/or replace any items that fail during the time-period of rental. An employee must be on site within 4 hours from call of item failure.

1. Contractor shall provide a 24/7 emergency contact number for service or incident response.

d. The portable toilets and handwashing stations shall be verified to comply with the requirements of this SOW prior to acceptance of units. Any noted defects or anomalies will be corrected prior to final acceptance of units.

e. All waste disposal must comply with applicable local environmental and sanitary regulations.

f. The contractor shall complete all required flightline driving training, obtain an Entry Authorization List for employees, and adhere to all flightline driving regulations for Andersen AFB prior to performance of the contract.
