About this file
This is a Salient Characteristics document for a federal contract opportunity at JBSA Lackland, Texas for the procurement of eight bleacher seating systems.
The 343rd Training Squadron requires eight mobile bleacher seating systems to support training courses for approximately 5,000 Active, Guard, and Reserve Special Forces personnel conducted in outdoor training areas. Each system must accommodate a minimum seating capacity of 125 individuals (123 acceptable) arranged in a grandstand-style layout with eight seats per row, individual contoured seats with molded backrests, folding (tip-up) design, and brown coloring. The operational system shall feature a fully integrated, self-contained hydraulic system enabling complete deployment and retraction controlled by a single operator via push-button interface, with actuators that do not penetrate the main frame and an automatic positive locking mechanism for the transport position. Safety and code compliance requirements mandate adherence to the International Building Code (IBC) for assembly seating, including continuous rounded guardrails along upper seating levels that deploy automatically, full-length non-slip footboards on all rows, and IBC-compliant aisles, risers, and row spacing. The chassis and mobility specifications require a highway-rated, road-legal trailer chassis with tandem-axle suspension, electric brakes on all four wheels with breakaway safety system, and a reconfigurable towing hitch assembly supporting both pintle hook and 2 5/16" ball couplers that is retractable to allow end-to-end placement of multiple units. Construction materials must be weather-resistant, including UV-stabilized polymers and corrosion-resistant steel or aluminum, with integrated leveling/support jacks, an integrated weather-resistant canopy covering upper seating rows, operator training, and operating manuals. The contractor must ensure full DOT and NHTSA compliance for all trailer components.

JBSA LACKLAND, TX Bleacher Seating Systems
Salient Characteristics
1. Background:
2. Item needed and quantity (as applicable):
• (8) Bleach Seating Systems (see below for approximate representation).
***Disclosure Note: The above picture is used as a reference. Please refer to the above Salient Characteristics specifications.
3. Salient Characteristics:
• Capacity and Layout:
o Shall provide a minimum seating capacity of 125 individuals (accommodation for 123 individuals is acceptable)/8 seats per row.
o The seating layout must be grandstand-style with elevated rows to ensure clear sightlines.
o Seating shall consist of individual, contoured seats with molded backrests. Seats must be a folding (tip-up) design to facilitate easier passage.
o Brown in color
• Operational System:
o The unit must be equipped with a fully integrated hydraulic system that allows for complete deployment (unfolding) and retraction (folding) by a single operator via a push-button or similar simple control interface.
o The hydraulic system must be self-contained. All hydraulic cylinders and major system components shall be located or designed to be retracted and protected from damage and weather when the unit is in its transport configuration.
o The system must incorporate an automatic, positive locking mechanism that secures the entire structure in the fully retracted (transport) position.
The 343 TRS provides training courses for approximately 5,000 Active, Guard and Reserve SF personnel. A lot of their training is conducted in outdoor training areas. Seating/ accountability areas, demonstration areas, protection from inclement weather is not readily available. The procurement of the bleacher seating systems will provide the aforementioned.

JBSA LACKLAND, TX Bleacher Seating Systems o Actuators do not penetrate main frame
• Safety and Code Compliance:
o The bleacher system must be designed and constructed to meet or exceed the requirements of the International Building Code (IBC) for assembly seating.
o Shall feature a continuous, rounded guardrail system along the back and sides of the upper seating levels. Guardrails must be integrated into the structure to deploy automatically with the system.
o All seating rows must be equipped with full-length, non-slip footboards.
o Aisles, risers, and row spacing must all comply with IBC standards for safe ingress and egress.
• Chassis and Mobility:
o The unit must be built on a highway-rated, road-legal trailer chassis.
o Must feature a tandem-axle suspension system designed for stable towing at highway speeds and rugged equalizer leaf-spring suspension accommodates curbs and off-road towing.
o Shall be equipped with electric brakes on all four wheels, including a breakaway safety system.
o The towing hitch assembly must be easily reconfigurable or exchangeable to support both pintle hook and 2 5/16” ball couplers.
o The hitch assembly must be retractable or removable to allow for end-to-end placement of multiple bleacher units with minimal gaps.
• Construction and Durability:
o All structural components, seating, and decking must be constructed from weather-resistant materials suitable for long-term outdoor use, including UV-stabilized polymers and corrosion-resistant coated steel or aluminum.
o Must be equipped with multiple leveling/support jacks capable of stabilizing the unit and distributing its load on both hard and soft surfaces. The jacks must be integrated and pivot or retract to prevent damage during transport.
o Shall include an integrated, weather-resistant canopy or sunshade covering the upper seating rows.
o Contractor shall provide operator training and an operating manual for each system.
o Each system shall be DOT Compliance: The trailer chassis and all its components (lighting, brakes, tires, suspension, reflectors) must be fully compliant with all applicable U.S.
Department of Transportation (DOT) and National Highway Traffic Safety Administration (NHTSA) standards for highway use.
