About this file
The document is a Salient Characteristics specification for a Virtual Scenario Trainer (VST) for the 91st Missile Operations Squadron (MSOS), supporting nuclear operations training. The comprehensive system requires 26 virtual software subscriptions, software licensing for geo-base and terrain manipulation, administrator and terrain manipulation training courses, 26 high-performance computers, a self-contained server, installation, technical support, and 26 headsets. The system must operate as a standalone, locally networked training environment that enables detailed mission scenario creation, including terrain manipulation, vehicle and personnel positioning, weapon system assignments, and communication channel management.
The related federal contract opportunity is a Pre-Solicitation Request for Information (RFI) issued by the 5th Contracting Squadron at Minot Air Force Base, seeking vendors capable of providing an off-the-shelf Virtual Scenario Trainer system. The RFI requests vendors to provide company capabilities, NAICS codes, business size status, and Product Service Codes, with responses due by 13 May 2025 at 12:00 PM CDT. Responses should be emailed to SSgt Tyler Buckley and MSgt Bryon Mordhorst. The system is intended to enhance training for multi-mission operations including convoy movements, facility recapture, and asset recovery, with the 5th Communication Squadron required to approve hardware and software through the Authority to Operate (ATO) process.

91st MSOS Virtual Scenario Trainer
SALIENT CHARACTERISTICS
91st MSOS has an initiative to increase training capabilities across various scenarios in relation to support nuclear operations across multi mission facets from Convoy movements to on sight recapture of facilities or recovery of assets to increase repetition of war games and provide after action reports for mission planning and tactics training.
The virtual Scenario trainer should meet or exceed all the following requirements and must be commercially available requiring no additional development to deploy.

Details of this requirement include:
The system must operate as a stand-alone system to communicate between all computers to run the software through a local no internet switch. The Government’s 5th Communication Squadron must approve of the VBS4 or similar Hardware and Software prior to the award of the Contract in accordance with AFIs and the Authority to Operate (ATO) process through eMASS. Failure to receive approval will forfeit the bid and move to the next lowest offer technically acceptable. Unit POC will work with the prospected vendor to submit ATO packet for approval.
· Virtual and Terrain Manipulation Software/Liscensing:
· Must allow geo space creation of battle space/training locations across the globe that emulates real world locations and terrain.
· Enables mission planning allowing users to draft 2D and 3D tactic plans for training and allows capability to implement drafted plans during a virtual training scenario.
· Allow users to develop various frameworks for scenarios using software tools to customize location, terrain, barriers, buildings, vehicles and forces.
· The software must have the capability of adjusting the terrain and manipulate placement of various vegetation (trees, bushes), buildings (single story houses, two story houses, and commercial buildings), and man-made objects (Jersey barriers, fences, towers, etc.) that are all rotational, and placeable into the geo space AOR.
· Each system must have the capability to use and operate each passenger position in various types of vehicles including the turret for all helicopters, pickup trucks, Semi with trailer, JLTVs, Bearcats, etc.
· Each system must allow each user computer to control their player in a combat action force on force scenarios and have access to various weapon systems assigned to them by the administrator (M4 rifles, M24 snipers, M240B, M249, M320, Mk19, smokes grenades, flash bang grenades)
· The administrator must be able to manipulate the map location, build on the map (buildings, vegetation, vehicles, manmade objects), be able to assign each user to a posted position or team, ability to control AI blue force or op-for, assign vehicles for in play users and AI forces as well as weapon platforms/Loadouts.
· Each system must have the ability of a communication headset, and the administrator must be able to assign various communication channels to each team to resemble radio communication.
· Administrator Training:
· The contractor must provide in person administrator training to a minimum of 3 personnel on how to set up, build, assign personnel, adjust loadout to control scenarios they put together.
· Terrain Training:
· The contractor must provide an in-person map building/terrain alteration training to a minimum of 10 personnel. This training will teach them how to map various locations in the world as an AOR, placing man-made objects, vegetation and controlling weather of the scenarios.
· Hardware (Computers/Headsets)
· The contractor must supply 25 user computers and 1 administrator computer system that must meet the following minimum requirements:
· CPU must be equivalent to or better than an Intel Core i9-12900K Ryzen 9 7950X
· Ram must be equivalent to or better than 64GB DDR4
· GPU must be equivalent or better than a Nvidia GeForce GTX 1080
· Disk must be equivalent to or better than 4TB
· Operating System must be equivalent to or better than Windows 10 64 Bit.
· The contractor must supply 26 over the ear headsets with a microphone to resemble radio communications for users while active during training scenarios.
· Self-contained server:
· This server must support both dynamic terrain deformation and enhancement for run times, and the software that handles the geospatial data, runtime data and dynamic terrain changes for streaming or offline data. It must enable all users to operate on the same scenario live feedback data that’s administered into the scenario from explosions, weapons fire, as well as player/AI movements to operate in the same virtual exercise.
· Installation:
· The contractors must send a team to fully set up all the hardware and server at a determined location for the 91 SFG on Minot AFB, ND.
· The system must be tested and function properly prior to finalizing system set up and conducting the training.
· Sustainment:
· The contractor must ensure there is technical support available at a minimum telephonically.
· The contractor must ensure that system updates are able to be secured or sent via hard disk to insert into the computers and downloadable since there will be no internet tied into the system.
