WFO BLM Hyattville Logging Road Rock Grinding Project

Seeding and Reclamation Contract Addendum as per the Vegetation Management Handbook Chapter 8

1) Copies of the seed lab test results, including purity and germination (viability) rate, must be forwarded to the Worland Field Office prior to seed application. If the seed does not meet the BLM and state/federal standard for noxious weed seed content or other crop seed allowances, it shall not be applied to public land. All seed test results must be retained in the seeding project file.

2) All seeds/plants used for BLM projects will be tested for weeds, pests and diseases, and shall be processed, stored, and conditioned properly. All field offices are required to use seed on public land that contain no noxious weed seed and meets certified seed quality. All seed to be applied on public land must have a valid seed test, within one year of the acceptance date, from a Seed Analysis Laboratory Report by a registered seed analyst (Association of Official Seed Analysts).*** The seed lab results shall show no more than 0.5 percent by weight of other weed seeds; and the seed lot shall contain no noxious, prohibited, or restricted weed seeds according to state seed laws in the state of Wyoming. (The seed procured for use on public land will meet the Federal Seed Act criteria. Prohibited, restricted, and regulated species seeds that should not be found in the table below, as per the 2020 State Noxious-Weed Seed Requirements Recognized in the Administration of the Federal Seed Act for the State of Wyoming (pg 91-91):

** Tolerance for restricted noxious weeds, unless otherwise stated, shall be 50 seeds per pound in small seeded crops and five seeds per pound in large seeded groups. However, for this project no Downy

Brome should be found in the seed mixture(s) for this project.

3) Once all seed procured by Contractor has been cleared by Worland Field Office for meeting BLM requirements and Best Management Practices (BMP). If seed will be stored for any length of time, ensure seed mix is stored at recommend temperature and humidity conditions as recommendation by the seed seller for optimal viability.

Information for Reclamation and the Seed Mix for Hyattville Logging Road Pull-Outs and Equipment Storage:

Seeding Method: Broadcast

Soil: Sandy 15-19 with shallow inclusions and variable depths each location. Elevation Ranges from 7,200 to 7,800 feet.

Timing: Fall after completion of work; after 9/15.

Within the Reclamation plan, the preparation for the seeding sites, preparation of seedbed, and seeding will need to be discussed.

Key Items for reclamation plan will need to include: 1) Seeding sites soil prep work, including but not limited, to ripping to reduce compaction or other cultivation work. 2) Seedbed preparation: soil scarified to the depth of a 1” without turning over new soil. Scarification methodology: raking, thatcher, or a carefully controlled tiller. 3) Following the broadcast of the seed, gently compress the seed or lightly rake to a depth of no more than ¼”. 4) Site stabilization may be necessary to improve success odds of seeding. If success is limited a second seeding may need to be required if establishment does not occur within 2 years.

**A Reclamation Plan must be submitted with the bid.

Acceptable substitutions for forb species, if those listed in the seed mixture are not available, are Canadian milkvetch, arrowleaf balsamroot, sego lily, Wyoming Indian paintbrush, and western snowberry.
