DIVISION 1 SECTION 01009

GENERAL INFORMATION GENERAL INFORMATION AND REQUIREMENTS

WFO BLM Hyattville Logging Road Rock Grinding Project 01009-1

PART 1: GENERAL

1.1 SUMMARY

A. Description of Work:

Furnishing labor, equipment, supplies, and materials, to manufacture wearing surface course material on native surface roads with mobile rock processing equipment. The work includes: ripping, reshaping the roadway, reducing bedrock and oversized rock to a one and one half (1-1/2) inch gradation; watering, mixing, compacting, blading and shaping the manufactured cushion material into a smooth, non-segregated road surface.

Also, removing 504 cubic yards of sandy material on section of roadway and placing geo-fabric, geo-cell, and aggregate to rebuild that roadway section.

1. Hyattville Logging BLM Road #1117 road grinding width shall be twenty-four (24) feet for approximately 5.0 mile.

2. Geo-Fabric and Geo-Cell Installation

a. Shall be placed and keyed.

b. Shall include reshaping, compacting, and rolling of rebuilt section

c. Shall include watering needed for compacting

3. Stabilization – The chemical treatment of Perma-Zyme 11x

a. Shall be the entire length and width of the roadway and shall be six (6) inches deep as per manufacture’s specifications.

b. Shall include reshaping, compacting and rolling of roadway

4. Reseeding staging areas with approved BLM seed mixture.

B. Location:

Work under this Contract is located in Big Horn County, Wyoming. The work location is shown on the drawing.

C. Additional Road Information:

Road has extreme slopes in excess of 20% in some areas. The road has a solid and spotty concentration of rock outcropping with poor road cross-sectional. The final product shall have a slight crown and ditching of approximately 1.5% to remove water from the roadway. Turnaround areas are extremely limited.

1.2 REFERENCES

A. Contractor shall follow the Specifications/Standards associated with the type of work being performed.

1.3 DEFINITIONS

A. Approvals: Approval of the submittals is an indication that the Contractor's submittals have been reviewed and that there are no objections, except as noted. Approval of deviations shall apply only to those deviations or omissions from the requirements of the drawings and specifications brought to the Government's attention in writing. After

WFO BLM Hyattville Logging Road Rock Grinding Project 01009-2 approval of an item, submit a substitute for approval when the approved item cannot be purchased or delivered in time to avoid delay in completion of the project.

1.4 SUBMITTALS

A. Scope:

Submittals shall include shop drawings, manufacturers' literature, as-built drawings, and samples.

B. Requirements:

Refer to specifications for submittals required. Allow at least ten (10) working days for review. Submittals shall be delivered to the Government.

C. Identification of Submittals:

Completely identify each submittal by showing at least the following information:

1. Name and address of submitter, plus name and telephone number of the individual to contact for further information.

2. Name of project as it appears in these specifications.

3. Contract number, drawing number, and specification section number to which the submittal applies.

4. Whether this is an original submittal or resubmittal.

5. Each item shall clearly note the manufacturer's name and address, trade name, product, lot, style, color, catalog designation or model number, and locations of use.

1.5 CERTIFICATES OF CONFORMANCE

A. Requirements:

The Government may permit use, prior to sampling and testing, of materials when accompanied by Certificates of Conformance. Materials used on the basis of a Certificate of Conformance may be sampled and tested. Installation of materials on the basis of Certificates of Conformance shall not relieve the Contractor of responsibility for incorporating materials which conform to the requirements of the drawings and specifications. Material not conforming to those requirements will be subject to rejection, whether in place or not.

B. Format:

The Certificate of Conformance provided by the supplier shall:

1. State that the named product conforms to the Contract requirements.

2. Either be accompanied with a certified copy of the test results or certify that such test results are on file with the manufacturer and will be furnished to the Government upon request.

3. Provide the name and address of the manufacturer, the testing agency, and the date of tests.

4. Set forth the means of identification which will permit field determination of the product delivered as being the product covered by the certification.

1.6 QUALITY ASSURANCE

A. Codes and Standards:

The work shall comply with codes and standards applicable to each type of work and as listed in the individual sections of these specifications. This Contract incorporates materials, applications, and tests by reference, with the same force and effect as when they were given in full text.

C. Conflict:

Where a conflict occurs between reference documents and project specifications, the project specifications shall govern.

D. Measurements:

Where approved manufacturer's diagrams and shop drawings give specific measurements or rough-in dimensions for equipment, these dimensions shall take precedence over dimensions indicated on the drawings.

E. Equipment:

Prior to ordering equipment, verify dimensions and functions of equipment proposed for use including the electrical service requirements. Along with verification that the equipment is compatible with the structural and architectural features of the work, performed. Avoid conflicts with equipment of other crafts, and that it will fit in the space provided.

1.7 PROJECT/SITE CONDITIONS

A. Access to the Work:

The project area is located in Big Horn County. Hyattville Logging Road BLM 1117 is accessed by County Road 49 south of Hyattville, Wyoming. The start of the project is at Latitude 44.200578 . :Longitude -107.388780.

B. Turn Out Locations:

The Government has supplied three turn out locations. They are located at Latitude

44.203953, Longitude -107.378286, Latitude 44.205341, Longitude -107.373605, and Latitude 44.20605, Longitude -107.368691. Contractor shall be responsible for reseeding the disturbed area. Contractor is responsible for archeological clearing for additional locations and permission from landowners.

C. Environmental Considerations:

The project is located throughout private, BLM, and state lands. BLM has as 50-foot easement from center line of roadway. Contractor shall stay in the existing disturbance and not allow any material to be pushed off the roadway. All oversized or cast materials shall be placed on the inside slope of the road. Contractor shall clean equipment of dirt and weeds before entering job site.

D. Traffic Plan:

The road shall be open to the public and signed before project start location. Also, the contractor shall provide a traffic control plan.

E. Work Availability:

The Contractor shall not rock grind within 0.25 miles of the sage grouse lek between the hours of 6 pm and 8 am from March 1st through May 15th (RMP, MA 4110) within the state section of the project.

1.8 SEQUENCING AND SCHEDULING

A. Work Schedule:

The schedule shall be submitted at the pre-work meeting. When requested, submit an updated schedule within three (3) calendar days. As a minimum, the estimated start and completion dates shall be shown in the estimate.

PART 2: PRODUCTS

A. Aggregate: Aggregate shall meet requirements as stated in Section 02730 Aggregate Surfacing.

B. Geo-Fabric: Geo-Fabric shall meet or exceed the requirements for Type III-B Geo-Textile Fabrics. The Geo-Fabric shall be anchored (keyed into place) as per manufacture specifications.

C. Geo-Cell: Geo-Cell Sheets shall be HDPE with an overall nominal height of four (4) inches.

Induvial cell size shall be consistent with industry standards. Cells shall be placed directly on the Geo-Fabric and anchored in such a manner as to remain open and in place for filling with aggregate and compaction.

D. Seed Mixture: Refer to Seeding and Reclamation document.

PART 3: EXECUTION

3.1 PROJECT MEETINGS

A. Pre-Work Conference:

1. Will be held prior to the start of work. The Contractor will be notified in advance of meeting time, date and place. The purpose will be to review required work, project drawings and specifications, construction schedules, payroll and payments, and administrative provisions of the Contract.

2. The Contractor, subcontractors and the persons responsible for coordination of the work shall be present at the meeting.

3. Be prepared to summarize and explain procedures planned for the project and present the submittals requested in the specifications.

B. Progress Meetings:

1. To be held at the project site, or as determined by the Government.

2. May be called by either the Government or the Contractor. Request shall state who should attend and include an agenda.

C. Final Inspection:

1. To be held at the project site, or as determined by the Government.

2. Notify the Government in writing at least three (3) working days before the completion date so the Government can schedule final inspection.

3. The superintendent shall be present during this inspection.

3.2 PREPARATION

A. Work Layout:

The Government will provide starting and ending markers along roadway for sandy material removal and placing geo fabric, geo cells, and placing aggregate to build up road. Baseline monuments or benchmarks disturbed or removed during construction shall be reset by the Contractor at the Contractor's expense.

D. Work Limits:

Work limits will be established by the Government in the field.

3.3 SALVAGEABLE ITEMS

A. No salvageable items

3.4 DISPOSAL OF DEBRIS

A. Requirements: Items or debris shall become the property of the Contractor. Disposal of materials in a legal manner and payment of fees required is the Contractor's responsibility. Sale of material onsite is not allowed unless authorized in writing by the Government.

PART 4: MEASUREMENT AND PAYMENT

4.1 METHOD OF MEASUREMENT

A. Units:

The work described in this section will not be measured for payment.

4.2 BASIS OF PAYMENT

A. Payment:

No direct payment for the work described under this section will be made. Consideration for this item shall be included in the bid price for other items of the Contract.

END OF SECTION

DIVISION 1 SECTION 01500

GENERAL INFORMATION TEMPORARY FACILITIES AND CONTROLS

A. Section Includes:

Requirements during construction for utility locates, sanitary facilities, vehicular access, temporary barriers, and controls.

1.2 DEFINITIONS

A. Landscape Preservation:

The term "injury" includes, without limitation, bruising, scarring, tearing, and breaking of roots, trunks, or branches.

B. Security:

"Restricted Area" means an area where entry will not be allowed unless authorized by the Government.

1.3 SUBMITTALS

A. Utility Locate:

Contractor is responsible for calling in utilities locates prior to commencing work.

B. Traffic Control Plan:

Submit three (3) copies at the pre-work meeting that shall include the following topics:

1. The requirements for specific signs, signals, channelizing and lighting devices, barricades, and flagpersons that are detailed in the current ANSI D6.1.

2. Provide for an unobstructed passageway for one (1) lane of traffic at least two (2) times through the construction operations for a minimum of thirty (30) minutes each day.

3. Provide operations requirements for road closure along with the closure plan at least five (5) working days prior to closure.

4. Provide for such guards as may be necessary to ensure against accidents and avoid damage or injury to passing traffic in areas where the nature of construction operations in progress and equipment and machinery in use pose a hazard.

5. No detour routes shall be built.

C. Landscape Protection Plan:

Submit two (2) copies at the pre-work meeting of description of protective barriers or other methods used to protect vegetation from damage or injury caused by construction operations three (3) working days before commencing construction activities.

1.4 QUALITY ASSURANCE

A. Regulations:

Comply with applicable local regulations for haul routes over public highways, roads, or bridges. Comply with industry standards and applicable laws and regulations of authorities having jurisdiction including, but not limited to the following:

1. Health and safety regulations.

2. Utility company regulations.

3. Police, fire department, and rescue squad rules.

4. Environmental protection regulations.

5. Prevention and control of air pollution.

6. Prevention and control of water pollution.

B. Manuals:

Comply with latest Manual on Uniform Traffic Control Devices (MUTCD), Part VI.

1.5 EXPLOSIVES

A. Explosives:

Shall not be permitted.

1.6 PROJECT CONDITIONS

A. Access Routes:

Rights-of-way for access to work from existing roads will be established by the Government. Use only established roadways, areas, and haul routes.

2.1 UTILITIES

A. General:

Electrical power, telephone, heat, and water are not available on site and will not be provided by the Government.

2.2 TOILET UNITS

A. Temporary Toilet Units:

Contractor shall provide self-contained, single-occupant toilet units of the chemical, aerated recirculation, or combustion type. Provide units properly vented and fully enclosed with a glass-fiber-reinforced polyester shell or similar nonabsorbent material.

2.6 PROJECT IDENTIFICATION

A. Construction Signs:

Only signs to expedite deliveries, maintain traffic flow, promote safety, and caution against danger shall be erected, as necessary.

3.1 INSTALLATION

A. Toilets:

Install self-contained toilet units specified in Part 2 of this specification section. Shield toilets to ensure privacy. Use of pit-type privies will not be permitted.

1. Provide toilet tissue, paper towels, paper cups, and similar disposable materials for each facility. Provide covered waste containers for used material.

2. Provide unisex facilities for male and female personnel.

3.2 VEHICLE TRAFFIC CONTROL

A. Preparation:

Provide, erect, and maintain all necessary traffic control devices, including traffic cones, delineators, barricades, flagpersons, and signs, as specified on approved Traffic Control Plan. Take all necessary precautions for protection of the work and safety of the public on roads affected by the work during the contract period as construction work proceeds.

1. Do not start any construction work along public or private roads until the proper traffic control devices for warning, channeling, and providing safety for the motorists as specified on the approved traffic control plan are in place at the construction site.

B. Application:

Maintain flow of public traffic and conduct operations for construction of roadways so as to offer the least possible obstruction and inconvenience to public traffic.

1. Erect such additional warning and directional signs in connection with the work.

2. Maintain the condition, operation, and effectiveness of all traffic control devices throughout their period of use. Remove all temporary traffic control devices when no longer needed.

3.4 HAUL ROUTES, ROADWAYS, PARKING AREAS, AND STORAGE/STAGING

AREAS

A. Examination:

Investigate the condition of available public or private roads for clearances, restrictions, bridge-load limits, bond requirements, and other limitations that affect or may affect access and transportation operations to and from the jobsite.

B. Established Roadways as Haul Routes:

Use existing available public highways and roads as haul routes are subject to the applicable local regulations and approval of the Government. Contractor is responsible for damage caused by construction traffic.

1. Provide and use means of removing mud from vehicle tires before entering existing paved roads. Road repair and cleanup shall be at no cost to the

2. Provide barricades, flagpersons, lighting, signs, and other necessary precautions for safety of the public where haul routes cross public highways or roads.

C. Temporary Parking Areas:

Construction of temporary parking shall not be authorized. Provide additional offsite parking when site space is not adequate. Parking of construction equipment shall be limited to existing roads.

C. Storage/Staging Areas:

The Contractor shall not construct a temporary area for trailers, equipment, and materials. Contractor shall be responsible for cleanliness and orderliness of the area used and for parking of equipment.

D. Maintenance:

Maintain haul routes, roadways, and parking areas to existing and sound condition.

Maintain the roadbed, side slopes, and surfacing of roads and areas until completion and acceptance of all the work under this contract. Maintain the surfacing of gravel surfaced roads and areas in a smooth condition until completion and acceptance of all work under this contract.

E. Repair:

Promptly repair ruts, broken pavement, potholes, low areas with standing water, and other deficiencies to maintain road and parking area surfaces and drainage in original or specified condition.

3.5 AIR POLLUTION CONTROL

A. Responsibility:

Contractor shall be responsible for damages resulting from dust originating from Contractor operations.

1. Government may stop any construction activity contributing to air pollutant levels which are excessive or in violation of Federal, State, or local laws and additional expenses resulting from work stoppage will be responsibility of Contractor.

3.6 LANDSCAPE PRESERVATION

A. Preservation:

Preserve the natural landscape and preserve and protect existing vegetation not required or otherwise authorized to be removed. Conduct operations, to prevent unnecessary destruction, scarring, or defacing of the natural surroundings in the vicinity of the work.

Move crews and equipment within the rights-of-way and over routes provided for access to the work in a manner to prevent damage to grazing land, crops, or property.

B. Protection:

Protect vegetation from damage or injury caused by construction operations, personnel, or equipment by the use of protective barriers or other methods approved by the

C. Anchorage:

Do not use trees for anchorages except in emergency cases or as approved by the Government. For such use, wrap the trunk with a sufficient thickness of approved protective material before any rope, cable, or wire is placed.

3.7 MAINTENANCE AND REMOVAL

A. Maintenance:

Maintain temporary structures, facilities, and controls as long as needed for safe and proper completion of the work and as directed by the Government.

B. Removal:

Remove temporary structures, facilities, and controls as rapidly as progress of the work will permit and as approved by the Government.

3.8 WASTE

A. Collection and Disposal of Waste:

Collect waste from construction areas and elsewhere daily. Comply with requirements of NFPA 241 for removal of combustible waste material and debris. Enforce requirements strictly. Do not hold materials more than 7 days during normal weather or 3 days when the temperature is expected to rise above 80 degrees F (27 degrees C).

Handle hazardous, dangerous, or unsanitary waste materials separately from other waste by containerizing properly. Dispose of material lawfully.

3.9 CLEANUP

Construction debris, waste materials, packaging material and the like shall be removed from the work site daily. Any dirt or mud which is tracked onto paved or surfaced roadways shall be cleaned away.

B. Restoration of Storage Area:

Upon completion of the project restore areas used by the Contractor for the storage of equipment or material, or other use, to the original or better condition. Reseed staging areas as per section 02923 Seeding.

The work described in this section will not be measured for payment.

No direct payment for the work described under this section will be made.

Consideration for this item shall be included in the bid price for other items of the Contract.

DIVISION 1 SECTION 01505

GENERAL INFORMATION MOBILIZATION

WFO BLM Hyattville Logging Road Rock Grinding Project 01505

Preparatory work and operations, including those necessary to the movement of personnel, equipment, supplies and incidentals to and from the project site; and for other work operations which must be performed or costs incurred prior to beginning work on the various items on the project site.

(There are no applicable requirements.)

PART 3: EXECUTION

(There are no applicable requirements.)

PART 4: MEASUREMENT AND PAYMENT

4.1 METHOD OF MEASUREMENT:

The work described in this section will be paid on a lump sum basis.

1. The total sum of all payments shall not exceed the original Contract amount bid for mobilization, regardless of the fact that the Contractor may have shut down the work on the project or moved equipment away from the project and then back again.

4.2 BASIS OF PAYMENT:

A. Payment: Prices and payment will be full compensation for the work described in this section. Payment will be made under:

SITE CONSTRUCTION ROCK CRUSHING

Manufacturing wearing surface course material on native surface roads with mobile rock processing equipment. Work includes reducing bedrock and oversized rock to a specified size, watering, mixing, compacting, and shaping the manufactured cushion material into a smooth, non-segregated road surface as required by the design template.

PART 2: EXECUTION

2.1 REQUIREMENTS

A. Processing:

Reduce the native material to the maximum of one and one half (1-1/2) inches of gradation and a minimum of six (6) inches of compaction depth over the entire roadbed or at a specified width. Uniformly mix the fine and course particles of the cushion material across the road traveled way to eliminate localized pockets of open-graded rock. No bedrock or oversized rock will be allowed within the specified depth of the cushion material within the traveled way. Oversized material may be incorporated outside the traveled way so long as the required cross-section is maintained. Not more than 3% (by volume) of oversized material shall be sidecast in any 100-foot section except that no material will be sidecast within 50 feet of a live stream.

B. Compaction:

After development of the cushion material and placement of aggregate, uniformly crown and ditch, inslope, the traveled way and shoulders to the BLM 9113 manual specifications. Consolidation is obtained by tamping or rolling mineral soil and fine aggregate in successive layers not more than six (6) inches in loose depth. Compact the entire roadway to ninety (90) percent of optimum compaction as determined by a Dynamic Cone Penetrometer testing. BLM will conduct random compaction testing for ninety (90) percent compaction.

C. Watering and Stabilizing:

While compacting, blending, and finishing, ensure that the cushion material and aggregate has sufficient moisture, whether natural or added, to prevent segregation and facilitate compaction. Water source and permitting is the Contractor’s responsibility. Water development, hauling, and application shall be in accordance with Section 02339.

D. Finishing:

Ensure that the travel way has a uniform grade and smooth free of hollows, depressions and segregation. Do not leave berms or ridges along either shoulder of the roadbed, unless

E. Thickness and Size Requirements:

Ensure that the thickness and maximum size requirements of the cushion material conform to the requirements as follows:

(a) The maximum variation from the compacted specified thickness is one (1) inch.

(b) No more than five (5) percent of the cushion material shall exceed the maximum size.

(c) The compacted thickness is not consistently above or below the specified thickness, and the average thickness of eight (8) random measurements for any mile of road segment is within + 0.5 inch of the specified thickness.

(d) BLM may perform sieve analysis throughout the project.

PART 3: MEASUREMENT AND PAYMENT

3.1 METHODS OF MEASUREMENT

A. Method:

The work described in this section will be measured by the mile and paid for on a lump sum basis. The measurement will be the linear distance along the road centerline.

3.2 BASIS OF PAYMENT

A. General:

The accepted quantities will be paid on a lump sum basis for Section 02313 pay items listed in the bid schedule. Payment will be full compensation for work prescribed in the Section which includes crushing, water development, hauling and application.

Distributing and applying water required for compaction of roadways. Contractor is responsible for any haul permit required by the State of Wyoming. Contractor shall be responsible for any water use permit needed.

1.2 PROJECT/SITE CONDITIONS

A. Water Source:

Contract shall furnish the water source for the work.

2.1 MATERIALS

A. Water:

Water shall be clean and free from harmful amounts of oils, acids, alkalis, salts and organic materials. Potable water is acceptable.

2.2 EQUIPMENT

Provide necessary pumping equipment, piping, tanks, water trucks, and measuring devices. Water trucks shall be equipped with a spray bar of adequate capacity and design to ensure uniform application of water in the amounts designated. Measuring devices shall be approved by the Government.

3.1 APPLICATION

A. Compaction:

The amount of water used in compaction shall be sufficient to obtain the percent relative compaction required. The amount of water required may be varied by the Government to meet conditions brought about by storms, drought, or other causes. The amount of water used in stabilization chemical shall be applied as manufactures specifications.

Water applied by sprinkling will be carried in tanks of predetermined capacity, and the quantity will be computed in units of gallons (M=1,000 gallons). No measurement or payment will be made for drying materials containing too much moisture due to overwatering.

Prices and payment will be full compensation for the work described in this section.

SITE CONTRUCTION AGGREATE AND FILTER FABRIC

A. Section Includes: Providing aggregate used for geo-cell layer and filter fabric.

1.2 DEFINITIONS

A Satisfactory Materials: Materials classified in ASTM D 2487 as GW, GP, SW and free from roots and other organic matter, trash, debris, and frozen materials and stones larger than 100 mm (4 inches) in dimension are satisfactory.

B Unsatisfactory Materials: Materials which do not comply with the requirements for satisfactory materials are unsatisfactory. Materials classified in ASTM D 2487 as Pt, OH, and OL are unsatisfactory. Unsatisfactory materials also include human-made fills, refuse, or backfills from previous construction.

1.3 SUBMITTALS

A. General: Submittals shall be according to Section 01009 - General Information and Requirements.

2.1 MATERIALS

A. Crushed Aggregate: Aggregate shall consist of hard, durable particles of fragments of stone or gravel free from thin, flat, and elongated pieces. Crushed aggregate shall be crushed stone or crushed gravel and an approved soil binder or natural filler, where required, conforming to the following requirements unless otherwise approved the Government. The composite materials shall be free from clay balls, vegetable matter, and other deleterious substances and shall not contain an excess of thin or elongated pieces.

Aggerate shall meet the following requirements for crushed aggregate, with a plasticity index of not less than three (3) or greater than eight (8). The Contractor shall be responsible for obtaining the material required to meet the plasticity index requirements.

Aggregate shall be compacted to ninety (90%) percent of optimum compaction as determined by testing.

3.1 PREPARATION

A. Clearing: Slopes to be protected by geo-cell and filter fabric shall be free of brush, trees, stumps, and other trash. Dress to a smooth surface.

3.2 INSTALLATION

A. Placement of High Strength Woven Geotextile Fabric: Fabric shall be placed on a smooth prepared roadway and sloped. The finished installation shall present a smooth unwrinkled surface against the underlying soil. The fabric shall be anchored to prevent movement when the geo-cells and aggregate is placed over it.

The fabric material shall not be exposed to sunlight for more than 2 days prior to covering with gravel. Fabric edges may be sewn, bonded or lapped. When lapped, the overlap shall not be less than 1500 mm (5 feet).

The work described in this section will be measured by the cubic yard and paid for on a lump sum basis. Geotextile fabric will be measured and paid for on a lump sum basis.

SEEDING

A. Section Includes: Fine grading and preparing staging areas for seeding. Contractor shall supply an approved seed mixture and apply to ground.

1.2 SUBMITTALS

A. General: Submittals shall be according to Section 01009 - General Information and Requirements.

B. Product Data: Submit three (3) copies of manufacturer's product data for seed type including physical characteristics, erosion control blanket, aluminum sulfate, limestone, and fertilizers to be used on this project.

C. Installation Instructions: Submit three (3) copies of installation instructions for erosion blanket, soil amendments, and fertilizers to be used on this project.

D. Reclamation Plan: Submit three (3) copies of the reclamation plan for applying seed.

E. Certificates of: Submit three (3) copies of Certification of grass seed from seed vendor for each grass-seed mixture stating the botanical and common name and percentage by weight of each species and variety, and percentage of purity, germination, and weed seed. Include the year of production and date of packaging.

1. Include certificate of compliance from authority having jurisdiction indicating approval of seed mixture.

F. Test Reports: Submit three (3) copies of material test reports from qualified independent testing agency indicating and interpreting test results relative to compliance of the following materials with requirements indicated.

1. Analysis of existing surface soil.

2. Analysis of imported topsoil.

G. Topsoil Analysis: Submit three (3) copies of soil analysis made by a qualified independent soil-testing agency stating percentages of organic matter, inorganic matter silt, clay, and sand, deleterious material, pH, and mineral and plant-nutrient content of topsoil.

1.3 QUALITY ASSURANCE

A. Installer Qualifications: Engage an experienced Installer who has completed landscaping work similar in material, design, and extent to this project and with a record of successful grass establishment.

B. Installer's Field Supervision: Maintain an experienced full-time supervisor on the

Project site during times that seeding is in progress.

C. Testing Agency Qualifications: An independent testing agency must demonstrate to Government's satisfaction, based on evaluation of agency-submitted criteria conforming to ASTM E 699, that it has the experience and capability to satisfactorily conduct the testing without delaying the work.

D. Regulatory Requirements: Comply with regulatory agencies for fertilizer and herbicide composition and application.

1.4 DELIVERY AND STORAGE

A. Seed: Deliver seed in original sealed, labeled, undamaged containers showing percentage of seed mix, year of production, net weight, date of packaging, and location of packaging.

1.5 PROJECT CONDITIONS

A. Environmental Conditions: Do not place topsoil when the subgrade is frozen, excessively wet, extremely dry, or in a condition detrimental to grass seeding or finish grading.

1. Perform seeding after completion of work; after September 15.

2.1 SEED

A. General: Deliver Contractor-furnished seed in original, unopened containers and in acceptable condition for germination. Refer to Seeding and Reclamation sheet for approved seed. Seed shall be furnished either separately or in a mixture in standard sealed containers with (1) seed name, (2) date of test, (3) lot number, (4) net weight, (5) percentages of purity and of germination, and (6) percentage of maximum weed seed content clearly marked for each kind of seed. The seed must have been tested within the last 2 years for certification.

B. Fertilizer: Deliver Contractor-furnished fertilizer in original, unopened containers with analysis, type, and trade name attached.

C. Mulch: Shall be clean native straw, free from noxious weed seed, mold or other objectionable material. Commercial products may be used in lieu of straw upon written approval by the Government.

3.1 PREPARATION

A. Protection: Protect structures, utilities, sidewalks, pavements, and other facilities, trees, shrubs, and plantings form damage caused by planting and hydroseeding operations.

1. Provide erosion control measures to prevent erosion or displacement of soils and discharge of soil-bearing water runoff or airborne dust to adjacent properties and walkways.

B. Topsoil: Spread imported topsoil to a depth of 6-inches over area to be seeded. Place during dry weather, and on unfrozen subgrade.

C. Watering: Moisten prepared surface areas before planting when soil is dry. Water thoroughly and allow surface to dry before seeding. Do not create muddy soil.

3.3 PROTECTION

A. Requirements: Identify seeded areas with stakes around periphery.

B. Duration: Maintain barricades or stakes until area is established.

The work described in this section will be paid for on a lump sum basis.

A. Payment: Consideration for this item shall be included in the bid price for other scheduled items of the Contract. Prices and payment will be full compensation for the work described in this section. Payment will be made under:
