About this file

This memorandum from the Department of the Air Force Headquarters 341st Missile Wing (AFGSC) dated August 3, 2018 establishes installation perimeter access control requirements for all contractors working at Air Force installations.

The memorandum requires contractors to obtain Contractor Entry Authorization List (CEAL) credentials for base access and outlines 17 specific grounds for denying or revoking access credentials. These grounds include suspected terrorist affiliation, inability to verify identity, fraudulent information submission, risk of unauthorized access to classified or protected information, unlawful use of credentials, criminal or dishonest history posing unacceptable risk, prior barring from Federal facilities, wanted status by law enforcement, incarceration within the past ten years, convictions for espionage or related offenses, presence on federal or state watch lists, firearm or explosive violations within the past ten years, convictions for sexual assault, armed robbery, rape, child molestation, child pornography, human trafficking, or drug offenses with intent to distribute, substantial illegal drug use without evidence of rehabilitation, statutory or regulatory employment bars, and engagement in activities designed to overthrow the U.S. Federal Government. The Installation Commander may also deny access to individuals with outstanding warrants, sex offenders, violent offenders, those on probation, and those in pre-released programs. Contractors with questions should contact the Policy Flight Chief at (406) 731-4028.
