About this file
This document is a Statement of Work (SOW) for the National Institute of Standards and Technology (NIST) seeking a contractor to vial two types of monoclonal antibody reference materials: NISTmAb (RM 8671/PS 8670) and cNISTmAb (RM 8672). The project requires vialing approximately 40,000 total vials of monoclonal antibodies at 10 mg/mL concentration, with strict handling and storage requirements including frozen storage at -80 degrees C, precise temperature controls during thawing, and specific documentation procedures. The contractor must provide all materials including vials, racks, and labels, and will be responsible for diluting, aliquoting, and freezing the antibody materials into individual vials.
The contract has an 18-month performance period, with deliverables including 30,000 vials of RM 8671, 10,000 vials of PS 8670, comprehensive documentation, and detailed reports. Critical technical requirements include maintaining sterility, performing UV-VIS concentration confirmation, using specific Thermo matrix vial systems, and meeting precise purity and concentration specifications. NIST will provide the initial bulk monoclonal antibody materials and conduct site visits and acceptance testing. Partial payments are allowed, with invoicing permitted upon government acceptance of individual lots. The solicitation is issued as a Request for Quotation (RFQ) under solicitation number NB645030-25-01699 by the Department of Commerce's National Institute of Standards and Technology.

Attachment 1- STATEMENT OF WORK Title: Monoclonal Antibody Reference Material Vialing
I. BACKGROUND INFORMATION
The Biomolecular Structure and Function (BSF) group in the Biomolecular Measurement Division of the Materials Measurement Laboratory at the National Institute of Standards and Technology (NIST) (1) advances novel measurement methods and models for the determination and analysis of the structure and function of biological macromolecules, including lipids, DNA, RNA, and proteins and macromolecular complexes and assemblies formed by these molecules; (2) advances methods to determine the physical and chemical factors which determine the specific interactions of macromolecules with cofactors and ligands; (3) studies the relationships between biomolecule structure, dynamics, function, and energetics using computational, biophysical and biochemical techniques; (4) develops reference databases for these properties; and (5) advances measurement methods for engineering complex biological systems.
The BSF group has an IgG1k monoclonal antibody that was developed into a reference material (NISTmAb, RM 8671) and released in 2016. This reference material has an associated in-house IgG1k monoclonal antibody serving as an internal standard known as PS 8670 (Primary Sample 8670). NISTmAb, RM 8671 was released with physicochemical and quantitative data and is utilized by the biopharmaceutical community as a system suitability and analytical method development tool. Additionally, NIST is developing a monoclonal antibody expressed from the NISTCHO reference cell line as a NIST Reference Material (cNISTmAb, RM 8672). The material is intended to be highly representative of CHO-expressed monoclonal antibodies used as biopharmaceuticals. This NIST RM is planned to be a companion molecule to both the NISTmAb (RM 8671) monoclonal antibody reference material (reference product) and the NISTCHO (RM 8675) cell line reference material (non-originator expressing cell line). As such, the BSF group intends to vial each of these monoclonal antibody RMs to produce several lots of both NISTmAb RM 8671 and cNISTmAb RM 8672. These RM lots will be released with quantitative data traceable to fundamental units of measurement and are expected to be utilized as a system suitability tools in the biopharmaceutical industry.
II. PURPOSE
Using government-furnished material in the form of multiple lots of monoclonal antibody, the Contractor shall vial monoclonal antibody RMs to produce several lots of NISTmAb PS 8670/RM 8671 and cNISTmAb RM 8672. Contractor shall be responsible for providing all other necessary materials to include vials, racks, and labels.
PLACE OF PERFORMANCE
All work shall be completed at the Contractor’s facility. All units of monoclonal antibody deliverable units will be transferred to the NIST Office of Reference Materials storage facility with the mailing/delivery address:
