The Northwest Fisheries Science Center (NWFSC) is a marine research organization owned and operated by the U.S. Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS). The regional headquarters for NWFSC is located at 2725 Montlake Blvd E., Seattle, WA 98112.

This Statement of Work (SOW) requires the Contractor to perform services at the Burley Creek Hatchery located in Port Orchard, Washington.

2.0 Burley Creek Hatchery. This facility is an aquacultural and fisheries research facility located on 5.76 acres land at 11421 Bethel Burley Rd SE., Port Orchard, WA 98367. The campus has 4 major buildings structures (see Exhibit A, Figure 1). The construction year of these buildings ranges from the 1990’s to as recent as late 2010s. The size of these buildings varies from 2,500 SF to 8,300 SF. The total square footage of all buildings is about 18,000 SF.

2.1 Building 1 includes office space, employee support areas, and operational workspaces utilized by approximately two (2) full-time employees and four (4) part-time staff. The building currently does not contain a built-in heating or air-conditioning system serving the identified office and breakroom areas.

2.2 This project will provide climate control improvements for approximately 1,100 square feet of occupied office, breakroom, and attic office space within Building 1. Exhibit A, Figures 2 and 3 provide the layout of these conditioned spaces, including:

2.2.1 Ground floor office – approximately 150 SF with one (1) 3-foot by 3-foot sliding window and one (1) exterior steel door.

2.2.2 Ground floor interior breakroom – approximately 500 SF.

2.2.3 Second-floor attic office – approximately 450 SF with two (2) 3-foot by 3-foot windows.

2.3 Exhibit A, Figures 4 to 6 provide additional details on the floor plans and exterior elevations of Building 1.

3.0 Services Required. The Contractor shall provide all labor, supervision, materials, tools, equipment, transportation, permits, and incidentals necessary to design, furnish, and install a complete heat pump HVAC system. The Contractor shall use only components and materials suitable for Pacific Northwest environmental conditions. All work shall meet applicable federal, state, and local requirements.

3.1 Task 1 – Building-1 Heat Pump Split System. The Contractor shall design, furnish, and install a complete heat pump HVAC system to provide year-round heating and cooling for approximately 1,100 square feet of occupied office and breakroom space within Building-1.

3.1.1 The conditioned spaces include (see Exhibit A, Figures 2 and 3):

3.1.1.1 One ground-floor office (approximately 150 SF).

3.1.1.2 One ground-floor breakroom (approximately 500 SF).
