Statement of Work: Replace Failed Auto Shop Vehicle Lifts PMIS 336098

National Park Service

Death Valley National Park

Inyo County, California

1. Background

a. Project Goal: The goal of this project is to install vehicle lifts in the auto shop at Death

Valley National Park.

b. Location: Death Valley National Park is approximately 3.4 million acres in Eastern

California and Southern Nevada. Furnace Creek, where the Park headquarters is, is on California Highway 190 (CA-190), about 120 miles west of Las Vegas, Nevada and 300 Miles northeast of Los Angeles, California. The project includes work at Cow Creek, 3 miles west of Furnace Creek on CA-190. The project area is the auto shop located in the Cow Creek maintenance yard.

c. Issues: Death Valley National Park auto shop has experienced failures of cable driven lifts and currently seeks to install lifts that are not subject to similar failures.

d. Objective: install two vehicle lifts in Death Valley National Park. This will require ancillary electrical wiring to connect the lifts.

e. Hazardous Materials: Work is not expected to impact asbestos containing materials.

However, asbestos containing materials are present in some of the facilities. A good faith survey of asbestos containing materials is provided to ensure that asbestos is not disturbed by the work. Facilities may also have lead-based or lead-containing paint or other hazardous materials that are not expected to be impacted. The Contractor shall use industry best practices to minimize employee and tenant exposure to hazardous materials.

2. Equipment Summary

a. Supply two (2) Stertil-Koni ST4.300-6 Heavy Duty Four-Post vehicle lift factory wired for 3

Phase/208 Volts/AC, item number ST4.300-6 or equivalent. The lifting system must be hydraulic and not cable driven. The length of the working platform deck will be at least 20 feet, four inches and no more than 24 feet in length.

b. Supply four (4) Stertil-Koni JB-80-2 Air/Hydraulic Jacking Beam without Support Arms, item number 39617160 8 or equivalent. The lifting system must be hydraulic.

c. Supply four (4) Support Arms for Jacking Beams. Item number 39617010 or equivalent.

d. Supply two (2) Air Installation Kit item number 39509105 or equivalent.

e. Supply two (2) 4 post lift installations installation services.

f. Supply one (1) year of Automotive Lift Institute inspections.

3. Project Tasks

a. The Contractor shall perform the following tasks.

i. Move the lifts from the delivery area to the vehicle bays using a forklift.

ii. Layout the parts & mark the area for installation in the vehicle bay ensuring clearance in front of lifts and that new lifts are in line with the old lift footprints.

iii. Position, assemble, & level the lifts and once complete, anchor them to the floor in accordance with manufacturers recommendations.

iv. Connect the hydraulic components and test for leaks.

v. Wiring the lifts using the provided electrical drops.

vi. Connect the air supply to the lifts.

vii. Testing the lifts to ensure functionality and that they are in compliance with manufacturer’s recommendations.

viii. Certifying the completed lifts and issuing a lift certification certificate.

ix. Provide training on the lifts to include user interface controls and common troubleshooting.

x. The Park staff will provide the 3 Phase/208 Volts/AC electrical drop and ensure it has the correct breaker.

xi. The Park staff will ensure there is an air connection point near the bay to ensure that the air installation can be accomplished.

xii. Confine operations to an area within a 10’ radius of the valve or existing roadways and streets.

xiii. Park staff will make electrical system lock-out, tag-out shut-offs as necessary.

Vehicle Lift Bay.

4. Submittals

a. The Contractor shall provide the following submittals at the required deadlines after award.

i. The following items shall be submitted a minimum of one week prior to the preconstruction conference. Contracting Officer will notify Contractor of tentative date for the preconstruction conference. All items listed must be provided to the Contracting Officer before the preconstruction conference is held. If all of these documents have not been received one week prior to the scheduled preconstruction conference date, the conference will be cancelled, the Notice to Proceed will not be issued, and the Contracting Office will consider other contractual remedies. Work shall not commence until written Notice to Proceed has been issued.

1. Letter designating the Project Superintendent.

2. Bonds.

3. Construction schedule detailing mobilization/demobilization dates, dates detailing location and work being accomplished, and crew size and makeup.

4. Accident Prevention Plan.

5. Site Specific Safety Plan.

6. A list of Subcontractors for this project.

7. Written statements from subcontractors certifying compliance with applicable labor standard clauses.

8. Satisfactory evidence of liability insurance coverage and workman’s compensation for the Contractor and all subcontractors.

ii. Applicable licenses and/or certificates of all personnel. DEADLINE 30 days after award or before Notice to Proceed is Issued.

iii. Product submittals of proposed brand and model of equipment. DEADLINE 30 days after award or before Notice to Proceed is issued.

iv. Product manuals that include information related to operations, maintenance, and manufacturer’s warranty. If the manufacturer’s warranty exceeds the Contractor’s warranty, the Contractor shall provide all required documents to make a warranty claim. DEADLINE at time of acceptance.

v. Submit (1) copy of operation and maintenance manual with a preventative maintenance schedule, product cut sheets, specific warranties, guarantees, workmanship bonds, final certifications, and similar documents.

vi. Posted Operating Instructions: Furnish operating instructions attached to or posted adjacent to equipment. Include wiring diagrams, control sequence, start-up, adjustment, operation, lubrication, shut-down, safety precautions, procedures in the event of equipment failure, and other items of instruction recommended by the manufacturer.

vii. Deliver tools, spare parts, extra materials, and similar items to location designated by Contracting Officer. Label with manufacturer’s name and model number where applicable.

viii. Instruct NPS personnel in the basic operation, adjustment, and maintenance of products, equipment, and systems.

ix. A flash drive containing electronic copies of all submittals. DEADLINE at time of acceptance.

x. The Government does not anticipate as-built drawings will be required.

5. Contractor Use of Premises

a. The Contractor Shall always adhere to the following while working within Death Valley National Park.

i. The Contractor shall be identifiable through the use of uniforms, name tags, marked vehicles, high-visibility vests, hats, or hardhats with company logo, or similar, and maintain a professional decorum and appearance.

ii. The Contractor shall furnish a list of personnel with phone contact information.

iii. Do not drive vehicles off road or access non-project areas without permission from the contracting officer representative.

iv. Ensure all personnel (contractors, subcontractors, and vendors) entering or working in the park are familiar with and obey all park regulations. Law enforcement rangers will intervene if they perceive any unsafe or unlawful activity.

v. Working hours shall be 06:00-16:30 for operational buildings and 07:00-17:00 for residential buildings Monday through Friday, excluding Government holidays.

Work outside regular hours requires approval from the contracting officer and the Park’s Chief Ranger (or their designee). Requests for work outside of regular hours must be submitted not-less-than two working days in advance.

vi. Smoking is prohibited inside or outside within 25 feet of any buildings in the Park. This applies to existing buildings, buildings under construction, and buildings under renovation. Discarding of tobacco products or debris anywhere other than into designated tobacco receptacles is considered littering and subject to fines.

vii. Confine storage of equipment and materials to the staging / lay-down/ storage areas identified by the COR or as established at the preconstruction meeting.

viii. The contractor shall park vehicles and heavy equipment in designated areas for contractor use or as established at the preconstruction meeting.

ix. The Contractor shall keep driveways and entrances serving the premises clear and available to the Government, government employees, tenants, the public, and emergency vehicles always.

6. Period of Performance

a. All tasks and deliverables shall be completed within 180 calendar days after notice to proceed.

7. Compliance

a. While performing work, the Contractor shall comply with all laws, regulations, and policies, to include, but not be limited to, the latest applicable versions of the following.

i. NFPA 101

ii. Occupational Safety and Health Administration (OSHA) Regulations (29 CFR

1910)

iii. CCR Title 8, Section 3200-3260 & 3650

iv. American Society of Mechanical Engineers (ASME)** P30.1

v. National Institute for Automotive Service Excellence (ASE) for best practices.

vi. NFPA 70 (National Electrical Code)

vii. Automotive Lift Institute (ALI) certification requirements.

viii. Manufacturer Guidelines

b. Additional Requirements

i. Licensure: All work shall be performed by workers who hold appropriate licenses in one of the 50 States, the District of Columbia, Puerto Rico, or other US territory. Where allowed by the state issuing the license, work may be conducted by unlicensed workers provided the work is overseen by a licensed worker.

ii. All affected areas must be left in a clean and tidy condition. Any damages to Government property will be fixed and repaired at no cost to the Government.

iii. All new equipment, supplies, and products must conform to the manufacturer’s instructions and guidelines.

iv. Contractor shall provide one-year parts and labor warranty.
