GENERAL INFORMATION AND REQUIREMENTS 12/21

PART 1: GENERAL

1.01 SUMMARY:

A. Description of Work: Furnishing labor, equipment, supplies, and materials to crack seal, and chip seal the existing pavements and other related work at Ruby Creek Road and Day Use Area. Removal of a stop sign, installation of a new stop sign and stop ahead sign, cut rumble strips into the road, and paint a stop bar in accordance with the contract drawings and specifications.

B. Stipulations for Performance Time & Site Closure: The Contractor shall accomplish the work in 25 calendar days within the given performance time of Site Closure Dates as follows: No variance will be allowed in the Site

Closure Dates in order to accommodate Public Recreational Use.

1. Work shall take place from September 1st 2022 through September 1st

2023:

a. Ruby Creek Day Use Area shall be closed to the Public during chip seal work. Contractor shall perform all work required but not limited to: all concrete pindown curb removal, cleaning of pavements, crack and chip sealing of pavements, vacuum brooming of chips and offsite disposal, concrete pindown curb installation, and striping in accordance with contract specifications and drawings.

b. Ruby Creek Road shall remain open during construction.

Contractor is responsible for signs and traffic control in accordance with the Manual on Uniform Traffic Control Devices

(2009).

C. Location: Work under this Contract is located in Madison County, Montana.

Work locations are shown on drawings.

1.03 DEFINITIONS:

A. Approvals: Approval of the submittal is an indication that the

Contractor's submittal has been reviewed and that there are no objections, except as noted. Approval of deviations shall apply only to those deviations or omissions from the requirements of the drawings and specifications brought to the Government’s attention in writing. After approval of an item, the Contractor may submit a substitute for approval when the approved item cannot be purchased or delivered in time to avoid delay in completion of the project.

1.04 SUBMITTAL:

A. Scope: Submittals may include, but not necessarily be limited to, the following: design computations, shop drawings, manufacturers' literature, as built drawings, samples, and maintenance manuals.

B. Requirements: Refer to specifications for submittals required. Allow at least five working days for review. Submittals shall be delivered to the

Government.

C. Identification of Submittal: Completely identify each submittal by showing at least the following information: submit two copies of each submittal for approval before construction begins.

1. Name and address of submitter, plus name and telephone number of the individual to contact for further information.

2. Name of project as it appears in these specifications.

3. Contract number, drawing number, and specification section number to which the submittal applies.

4. Whether this is an original submittal or re-submittal.

5. Each item shall clearly note the manufacturer's name and address, trade name, product, lot, style, color, catalog designation or model number, and locations of use.

1.05 CERTIFICATES OF CONFORMANCE:

A. Requirements: The Government may permit use, prior to sampling and testing, of materials when accompanied by Certificates of Conformance.

Materials used on the basis of a Certificate of Conformance may be sampled and tested. Installation of materials on the basis of Certificates of

Conformance shall not relieve the Contractor of responsibility for incorporating materials conforming to the requirements of the drawings and specifications. Material not conforming to those requirements will be subject to rejection, whether in place or not.

B. Format: The form of the Certificate of Conformance provided by the supplier shall be as follows: Submit two copies of the Certificate of

Conformance for approval.

1. The certificate shall state that the named product conforms to the

Contract requirements.

2. The certificate shall either be accompanied with a certified copy of the test results or certify that such test results are on file with the manufacturer and will be furnished to the Government upon request.

3. The certificate shall provide the name and address of the manufacturer, the testing agency, and the date of tests.

4. The certificate shall set forth the means of identification permitting field determination of the product delivered as being the product covered by the certification.

1.06 QUALITY ASSURANCE:

A. Codes and Standards: The work shall comply with codes and standards applicable to each type of work and as listed in the individual sections of these specifications. This Contract incorporates materials, applications, and tests by reference, with the same force and effect as when they were given in full text.

B. Conflict: Where a conflict occurs between reference documents and project specifications, the project specifications shall govern.

C. Measurements: Where approved manufacturer's diagrams and shop drawings give specific measurements or rough-in dimensions for equipment. These dimensions shall take precedence over dimensions indicated on the drawings.

1.07 DELIVERY, STORAGE, AND HANDLING:

A. Delivery: The Contractor shall protect products, incorporated into the work, from damage while in transit to the site. Products shall be delivered in original unopened containers with manufacturer's name and brand designation and contents legibly indicated. The containers shall bear the referenced specification number, type, and class as applicable.

B. Storage: The Contractor shall provide temporary storage facilities for products complying with manufacturer's recommendations, which will protect them from damage until installation on the project and final acceptance.

The storage area shall permit access for inspection and handling.

C. Handling: The Contractor shall load and unload products in such a manner that protects them from damage until installation on the project.

1.08 PROJECT/SITE CONDITIONS:

A. Access to Work: Contractor shall adhere to any county, state, or federal road regulations for accessing site. It is the responsibility of the contractor to make any additional accommodations, or to secure applicable variances in order to meet load limit requirements for all phases of construction.

B. Construction Signing: The project sites to be chip sealed or other various works to be completed will be open and closed at times to the public according to the Special Stipulations as stated in 1.01 A & B of this section. The Contractor shall furnish all construction signing for, MT-01009-5 but not limited to: Site closures signs and barriers, and construction signs when necessary on highways and County Roads according to MUTCD standards.

C. Environmental Considerations: The aesthetic values of the site and surrounding area are of prime importance. The Contractor shall take all care necessary to preserve all plant life and other natural features. Any surface damage outside the staked area shall be corrected at the expense of the Contractor. Any damage to existing state, county, or local roads, used to transport materials to the project or that are located within or adjacent to the construction area, shall be corrected at the expense of the Contractor. Any damage to adjacent buildings shall be restored to like-new state at the Contractor’s expense. Any damage to adjacent turf shall be top soiled and reseeded at Contractor’s expense.

D. Construction facilities:

1. Do not park vehicles or equipment or store materials on private property without written permission from the property owner.

E. Repair of Underground and Overhead Utilities: Contractor is responsible for any damage to underground and overhead utilities, such as but not limited to: water, electrical, phone, sewer, and main power lines. All damaged underground or overhead utilities will be the full responsibility of the Contractor and shall be repaired at the Contractor’s expense.

1.09 SEQUENCING AND SCHEDULING:

A. Work Schedule: The schedule shall be submitted at the pre-work conference. When requested, the Contractor shall submit an updated schedule within two calendar days.

PART 2: PRODUCTS

(There are no applicable requirements.)

PART 3: EXECUTION

3.01 PROJECT MEETINGS:

A. Pre-Work Conference:

1. Notification: A pre-work conference will be held prior to the start of work. The Contractor will be notified in advance of meeting time, date, and place. The purpose will be to review required work, project drawings and specifications, construction schedules, payroll and payments, and administrative provisions of the Contract.

2. Attendance: The Contractor, subcontractors, and the persons responsible for coordination of the work shall be present at the meeting.

3. Presentation: The Contractor shall be prepared to summarize and explain procedures planned for the project and present the submittal requested in the specifications.

B. Progress Meetings:

1. Location: Meetings shall be held at the project site or as determined by the Government.

2. Notification: Meetings may be called by either the Government or the

Contractor. The request shall state who should attend.

C. Final Inspection:

1. Location: Meeting shall be held at the project site, or as determined by the Government.

2. Notification: The Contractor shall notify the Government, in writing, at least two working days before the completion date so the Government can schedule final inspection.

3. Attendance: The Contractor shall require the superintendent to be present during this inspection.

3.02 WORK LAYOUT:

A. Contractor Requirements:

1. General: The Contractor shall, immediately upon entering the project site for the purpose of beginning work, locate any applicable reference (survey control) points and take any necessary action to prevent their destruction.

2. Contractor shall set all construction stakes, temporary markers, or string lines needed to perform the required work for horizontal control, location of parking stripes, and installation of pindown curb.

3. Contractor shall establish the location of each parking stripe and hatch areas prior to chip sealing. Contractor may use flexible, temporary raised pavement markers to indicate the location of parking stripes and hatch areas or use survey methods to determine location of parking stripes and hatch areas. Markers shall be placed at the beginning and tail end of all existing lanes if Contractor chooses to use temporary markers. These markers shall match the color of the

lane paint (white or yellow), and the contractor shall inspect and replace any loose, missing, or damaged markers immediately.

3.03 CLEANUP:

A. Waste Removal: The Contractor shall keep the premises free from accumulation of waste materials at all times. This includes any rubbish caused by employees or related work processes. At the completion of the work, the Contractor shall remove all such materials from the work site.

The Government may remove such materials and charge the cost to the

Contractor, if the site is left untidy.

PART 4: MEASUREMENT AND PAYMENT

4.01 METHOD OF MEASUREMENT:

A. Units: The work described in this section will not be measured for payment.

4.02 BASIS OF PAYMENT:

A. Payment: No direct payment for the work described under this section will be made. Consideration for this item shall be included in the bid price for other items of the Contract.

SECTION MT-01500

TRAFFIC CONTROL

A. Section Includes: Requirements for traffic control while chip sealing.

1.02 QUALITY ASSURANCE:

A. Manuals: Comply with latest Manual on Uniform Traffic Control Devices

(MUTCD), Part VI.

B. Traffic control plan shall have Government approval prior to construction.

Government reserves the right to require specific traffic control devices, number of flaggers, and pilot cars.

1.03 QUALIFICATIONS:

A. Traffic Control Contractor shall have a minimum of 3 years of experience.

1.04 Stipulations:

A. Minimum wait times and temporary closures shall be included in the traffic control plan and must be approved by government before implementation.

2.01 MATERIALS:

A. Construction Signs: Only signs to expedite deliveries, maintain traffic flow, project site closure, promote safety, and caution against danger shall be erected, as necessary.

A. Vehicle Traffic Control: Provide, erect, and maintain all necessary traffic control devices, including traffic cones, delineators, barricades, suitable and sufficient flasher lights, flag persons, danger signals, and signs, as required by the State and local authorities having jurisdiction.

Take all necessary precautions for protection of the work and safety of the public on roads affected by the work during the contract period as construction work proceeds.

1. Do not start any construction work along public roads until the proper traffic control devices for warning, channeling, and providing safety for the motorists are in place at the construction site.

2. Protect all roads closed to traffic with effective barricades.

Illuminate all barricades and obstructions at night and keep all lights burning from sunset until sunrise.

3. Erect such additional warning and directional signs in connection with the work as may be required by the Government.

4. Maintain the condition, operation, and effectiveness of all traffic control devices throughout their period of use. Remove all temporary traffic control devices when no longer needed.

B. Established Roadways as Haul Routes: Use existing available public highways and roads as haul routes subject to the governing local, state and federal regulations. Contractor is responsible for damage caused by construction traffic.

1. Provide barricades, flag persons, lighting, signs, and other necessary precautions for safety of the public where haul routes cross public highways or roads.

A. Units: The work described in this section will be measured and paid for as a lump sum under Traffic Control.

A. Payment: Prices and payment will be full compensation for the work described in this section. Payment will be made under:

A. Section Includes: This work consists of routing, cleaning and sealing the transverse and specified longitudinal cracks meeting the dimensions specified under 3.01(B)(1) pertaining to the paved surface with the specified sealant.

1.02 SUBMITTALS:

A. Requirements: The Contractor shall submit the Manufacturer's Certificate of Compliance for all Contractor supplied materials. Submittals shall be in accordance with Section MT-01009 - General Information and

Requirements.

1.03 SITE CONDITIONS:

A. Environmental Requirements:

1. Apply sealant only to clean, dry, properly prepared cracks and joints.

2. At ambient temperatures below 40 degrees Fahrenheit, use a hot compressed air lance to achieve clean, dry, warm space for sealant installation.

B. Requirements:

1. Do not perform seal coat work if the weather forecast includes a probability of precipitation greater than 45 percent within the intended schedule of operations for the day. Regardless of the weather forecast, seal coat work may be suspended if impending adverse weather conditions occur in the vicinity of the work.

The Government may take random samples at any time during the crack seal process or require testing of proposed crack seal product before the beginning of work.

B. Backer Rod: Furnish backer rod meeting ASTM D-5249, Type 1, sized for cracks meeting 3.02(A)(1).

2.02 EQUIPMENT:

A. Kettle:

1. Melt down the sealant in a kettle or melter constructed as a double boiler. The space between the inner and outer shells filled with high flash point heat transfer oil or other indirect heating means.

2. The kettle to be used shall have constant agitation any time the heated material is over 300 degrees Fahrenheit. The kettle shall have temperature-monitoring capabilities.

3. Roofing kettles or other direct fired melters are not acceptable for these materials.

3.01 PREPARATION:

A. Work Prior To Cleaning and Crack Sealing Pavement:

1. Remove all existing concrete pindown curbs prior to cleaning and crack sealing existing pavement as shown on drawings.

B. Crack Preparation:

1. Routing:

a. Rout all cracks between 0.125” and 1.0” wide.

b. Rout the cracks to produce straight 0.75” vertical walls and

0.75” wide flat bottom reservoir.

c. On new chip seals rout the cracks to produce straight 0.5” vertical walls and a 1.5” wide flat bottom reservoir.

d. Rout when the roadway is dry.

2. Cleaning:

a. Ensure the reservoir and crack are dry and free of dust, dirt, and loose materials immediately before placing the backer rod, if applicable, and applying the sealant.

b. Use air equipment producing at least 125 CFM and line pressure of at least 125 PSI.

C. Sealant Preparation:

1. Prepare sealant in specified equipment.

2. Heat sealant according to manufacturer’s Product Data Sheet.

D. Surface Preparation: Immediately before application of sealant, clean surface with a side cast, self-propelled broom sweeper. All visible layers of dirt that are caked on the pavement shall be scraped off if not removed by the sweeper.

3.02 APPLICATION:

A. Sealing:

1. Install Backer Rod in cracks 1.575” wide and larger.

2. Place sealant material within 72 hours of routing.

3. Follow the sealant manufacturer’s handling, mixing and application temperature requirements.

4. Apply sealant, filling the reservoir flush to the top using a pressure type applicator. All “sinkers” will be refilled to achieve flush to

1/8 inch concave surface appearance.

5. Areas subject to traffic may be reopened once the Contractor determines the sealant will not track.

6. Repair or replace all seal work damaged by traffic at the Contractor’s expense.

7. Blotter material shall be approved by a representative of the

Government prior to beginning work.

B. Temperature Limitations:

1. Do not rout when the mat temperature is below 35°F.

2. Apply the sealant when the roadway surface temperature is between

35°F and 120°F.

3.03 PROTECTION:

A. Due care shall be taken to keep the public from entering area during the application of joint sealant.

B. Failure to follow manufacturer’s printed recommendations could result in a severe burn hazard.

A. Units: The crack seal work described in this section will be measured and paid for by the linear foot using previously determined lengths of existing cracks at the site.

B. Units: All materials, equipment, and labor for the removal of all concrete pindown curbs at both project sites will be paid for each removed under MT-02742(2) Concrete Pindown Removal.

1.03 SUBMITTALS:

A. General: Submittals and Certificates of Conformance shall be according to

Section 01009 - General Information and Requirements.

B. Mix Formula: Submit one copy of the bituminous job mix formula, prepared within one year of submittal, to be used on this project three weeks prior

to placement of paving. The Contractor shall have written approval of the formula by the Government to placement of pavement.

C. Certificates of Conformance: Submit one copy of written certification from the supplier of the following Contractor-furnished items to be used on this project that they conform to the requirements of this specification section.

1. Bituminous material

3. Bituminous mix

1.04 PROJECT/SITE CONDITIONS:

A. Traffic Control: Vehicular traffic, including heavy equipment, shall not be permitted on the pavement until all rolling and compacting equipment operations have been completed.

B. Weather Limitations: Place bituminous mixture only during dry weather on dry surfaces. Place courses only when the surface temperature of the underlying course is greater than 45 degrees F for course thicknesses greater than one inch and 55 degrees F for course thicknesses one inch or less.

A. General: Aggregate materials shall be free from vegetative matter, and other deleterious substances, and shall not contain an excess of thick or elongated pieces.

B. Liquid Asphalt: The prime coat shall adhere to the Standard

Specifications for Road and Bridge Construction 2020 edition of the

Montana Department of Transportation and shall be approved by Government prior to placement.

C. Asphalt Concrete: Asphaltic concrete design mix products shall adhere to the Standard Specifications for Road and Bridge Construction 2020 edition of the Montana Department of Transportation and shall be approved by

Government prior to placement.

2.02 CONSTRUCTION EQUIPMENT:

A. General: Construction equipment used shall be dependable and adequate for the purpose intended, properly maintained in satisfactory and safe operating condition at all times. Calibrated equipment, such as scales, batching equipment, spreaders and similar equipment, shall have been

recalibrated by an approved calibration laboratory within 12 months of commencing work.

B. Paving Equipment:

1. Spreading Equipment: Spreading equipment shall be self-propelled electronically or manually controlled type; with hoppers, tamping or vibrating devices, distributing screws, adjustable screeds, and equalizing devices. The equipment shall be capable of spreading hot bituminous mixtures without tearing, shoving, or gouging and to produce a finished surface of specified grade and smoothness. The use of a spreader that leaves indented areas or other objectionable irregularities in the fresh mix during operations will not be permitted.

2. Rolling Equipment: Shall be self-propelled pneumatic-tired rollers for initial rolling, supplemented by three-wheel and tandem type steel wheeled rollers for finish rolling. The number, type and weight of rollers shall be sufficient to compact the mixture to the required density without detrimentally affecting the compacted material. All rollers shall be suitable for rolling hot-mix bituminous pavements and capable of being operated both forward and backward without turning on the mat, and without loosening the surface being rolled. Equip rollers with suitable devices and apparatus to keep the rolling surfaces wet and prevent adherence of bituminous mixture.

a. Vibratory Rollers: At the Contractor's option, vibratory rollers especially designed for bituminous concrete compacting may be used provided rollers do not impair stability of pavement structure and any underlying layers. Repair depressions in pavement surfaces resulting from use of vibratory rollers at no cost to the Government. Rollers shall be self-propelled, single or dual vibrating drums, and steel drive wheels, as applicable;

equipped with variable amplitude and separate controls for energy and propulsion.

3. Hand Tampers: Shall have a minimum weight of 25 pounds with a tamping face of not more than 200 square inches.

2.03 MIXES:

B. Quantity of Bituminous Material: Mix asphalt cement with aggregates of corresponding mixes in the following proportions: 5% + 1/2%, asphalt cement content by weight of total mix.

C. Cold Patch: Acceptable brands for cold patches would be Perma-Patch

Permanent Pavement Repair, or Aquaphalt Pothole Repair. Other brands must be accepted by the engineer before using.

A. Trial and Patch Area Preparation:

1. Contractor shall saw cut all asphalt patch areas where required and remove all existing asphalt off site.

2. Contractor shall blade, shape, water and compact the existing gravel patch areas and install aggregate base course for areas that need reshaping for alignment, widths and low areas as directed by the

Government in the field that will be paved with asphaltic concrete.

Import aggregate base course if required to obtain the finished grades or for shaping and blending into areas as directed by the

Government in the field.

3. Remove all barrier posts as needed to perform the work, and reinstall the removed barrier posts as shown on the drawings and as directed by the Government in the field.

B. Surface Preparation of Underlying Course: Prior to the laying of the asphalt concrete, clean underlying course of all foreign or objectionable matter.

C. Preparation of Aggregate Surfaces: Immediately before priming an aggregate surface with bitumen, apply a light application of water to lay dust and improve the absorbency of the surface.

D. Prime Coat: Shall be applied over the base course at a coverage of 0.1 gallons per square yard. Bituminous material shall be applied by a self-powered pressure distributor when the road surface is 50 degrees F or more and when the weather is not foggy or rainy. Allow prime coat on base courses to dry for 24 hours and maintain free from traffic. Absorb any excess material with sand.

A. Placing of Bituminous Material: The pavement shall consist of hot mineral aggregate uniformly mixed with hot bituminous material. Place the pavement in one or more layers, as indicated. Except as otherwise permitted by the Government, provide lines and grade stakes as necessary for control.

B. Bituminous Mixing Plant: Plants used for the preparation of bituminous mixtures shall conform to AASHTO M 156 and to local or state highway department requirements. The bituminous mixture when required shall be weighed on approved scales or on public scales at the Contractor's expense.

C. Transportation of Bituminous Mixtures: Transport bituminous material from the mixing plant to the paving site in trucks having tight, clean, smooth beds that have been coated with a minimum amount of concentrated solution of hydrated lime and water or other approved coating to prevent adhesion of the mixture to the truck bodies. Petroleum products will not be permitted for coating truck bodies. If air temperature is less than 60 degrees F or if haul time is greater than 30 minutes, cover each load with canvas or other approved material of ample size to protect the mixture from the loss of heat. Make deliveries so that the spreading and rolling of all the mixture prepared for one day's run can be completed during daylight, unless adequate approved artificial lighting is provided.

Deliver mixture to the area to be paved in such a manner that the temperature at the time of dumping into the spreader will be higher than that specified herein. Reject any loads that are below minimum temperature, that have crusts of cold unworkable material, or that have been wet excessively by rain. Hauling over freshly laid material is not permitted.

D. General Requirements for Use of Bituminous Spreaders: The range of temperatures of the mixtures at the time of spreading shall be between 275 and 350 degrees F. Bituminous concrete having temperatures less than minimum spreading temperature when dumped into the spreader will be rejected. Adjust spreader and regulate speed so that the surface of the course is smooth and continuous without tears and pulling, and of such depth that, when compacted, the surface conforms with the cross section, grade, and contour indicated. Unless otherwise directed, begin the placing along the centerline of areas to be paved on a crowned section or on the high side of area with a one-way slope, and in the direction of the major traffic flow. Place mixture in consecutive adjacent strips having a minimum width of 8 feet, except where the edge lanes require strips less than 8 feet to complete the area. Asphalt mats for patch work shall be 3 inches thick after compacted. Construct longitudinal joints and edges to true line markings. Establish lines parallel to the centerline of the area to be paved, and place string lines coinciding with the established lines for the spreading machine to follow. The number and location of the lines shall be as directed. When specified grade and smoothness requirements can be met for initial lane construction by use of an approved long ski-type device of not less than 30 feet in length and for subsequent lane construction by use of a short ski or shoe, in-place string lines for grade control may be omitted. Place mixture as nearly continuous as possible, and adjust the speed of placing as directed, to permit proper rolling.

E. Shoveling, Raking, and Tamping After Machine-spreading: A sufficient number of shovelers and rakers shall follow the spreading machine adding or removing hot mixture and raking the mixture as required to obtain a course that when completed will conform to all requirements specified herein. Broadcasting or fanning of mixture over areas being compacted is not permitted. When segregation occurs in the mixture during placing, suspend spreading operation until the cause is determined and corrected.

Correct any irregularities in alignment left by the spreader by trimming directly behind the machine. Immediately after trimming, compact edges of the course by tamping laterally with a metal lute or by other approved methods. Distortion of the course during tamping is not permitted.

F. Hand-spreading in Lieu of Machine-spreading: In areas where the use of machine spreading is impractical, spread mixture by hand. The range of temperatures of the mixtures when dumped onto the area to be paved shall be between 275 and 350 degrees F. Bituminous concrete having temperatures less than minimum spreading temperature when dumped onto the area to be paved will be rejected. Spread mixture with hot rakes in a uniformly loose layer of a thickness that, when compacted, will conform to the required grade, thickness, and smoothness. During hand spreading, place each shovelful of mixture by turning the shovel over in a manner that will prevent segregation. In no case shall the mixture be placed by throwing or broadcasting from a shovel. Do not dump loads any faster than can be properly handled by the shovelers and rakers.

G. Compaction of Mixture: Affect compaction by rolling. Begin rolling as soon as placement of the mixture will bear the rollers without undue displacement. Start rolling longitudinally at the extreme sides of the lanes and proceed toward the center of the pavement, or toward the high side of the pavement with a one-way slope. Operate rollers so that each trip will overlap the previous adjacent strip by at least one foot.

Alternate trips of the roller shall be of slightly different lengths.

Tests for conformity with the specified crown, grade and smoothness shall be made by the Contractor immediately after initial rolling. Before continuing the rolling, correct variations by removing or adding materials as necessary. If directed by the Government, subject course to diagonal rolling with the steel wheeled roller crossing the lines of the previous rolling while the mixture is hot and in a compactable condition. The speed of the rollers shall be slow enough to avoid displacement of the hot mixture. Correct any displacement of the mixture at once by the use of rakes and fresh mixture or remove and replace mixture as directed by the

Government. Continue rolling until all roller marks are eliminated and the course has a density of at least 95% but not more than 100% of that attained in a laboratory specimen of the same mixture prepared in accordance with ASTM D 1559. During rolling, moisten wheels of the rollers to prevent adhesion of the mixture to the wheels, but an excess of water creating puddles on the fresh asphalt is not permitted. Operation of rollers shall be by competent and experienced operators. Provide sufficient rollers for each spreading machine in operation on the job and to handle plant output.

In all places not accessible to the rollers, compact mixture thoroughly with moistened hand tampers. Skin patching of an area after compaction is not permitted. Remove any mixture that becomes mixed with foreign material or is defective, replace with fresh mixture, and compact to the density of the surrounding area. The roller shall pass over the unprotected edge of the course only when the laying of the course is to be discontinued for such length of time as to permit the mixture to become cold.

H. Joints: All joints shall present the same texture, density, and smoothness as other portions of the course. All transverse joints shall be saw cut. Carefully make joints between new and existing pavement in a manner as to ensure a thorough and continuous bond between old and new sections of the course. Paint all vertical contact surfaces of previously constructed sections with a thin uniform coat of emulsion or other approved bituminous material just before the fresh mixture is placed.

1. Transverse Joints: The roller shall pass over the unprotected end of the freshly laid mixture only when the laying of the course is to be discontinued. Except when an approved bulkhead is used, cut back the edge of the previously laid course to expose an even, vertical surface for the full thickness of the course. When exposed, rake fresh mixture against joints, thoroughly tamp with hot tampers, MT-02743-8 smooth with hot smoothers, and roll. In all cases, transverse joints in adjacent lanes shall be offset a minimum of two feet.

3.03 FIELD QUALITY CONTROL:

A. Finished Grades: The finish grades of each course placed shall not vary from the finish elevations, profiles and cross sections of the existing areas to be paved by more than 1/2-inch. The Contractor shall correct deficient paved areas by removing existing work and replacing with new materials meeting the specifications without additional cost to the

Government. Skin patching for correcting low areas will not be permitted.

3.4 CLEANING:

A. Requirements: The Contractor shall be responsible for cleanup of all waste, spilled, and excess material as a result of his work.

3.5 PROTECTION:

A. Traffic Control: Vehicular traffic, including heavy equipment, shall not be permitted on the pavement until the surface temperature has cooled to at least 120 degrees F. Surface temperature shall be measured by approved surface thermometers or other methods approved by the Government.

A. Units: The demolition of existing pavement, grading, shaping and watering work for patch areas including any imported aggregate base course material, as well as the number of square yards of bituminous plant mix surfacing completed to specified thickness shall be paid for on a lump sum basis under Patch Area. Asphalt placed in excess of requirements will not be compensated.

C. Units: The prime coat, all necessary structure preparation and all required testing will not be paid for separately and the Contractor shall include consideration for these items in the bid price for other items of the Contract.

A. Section Includes: Furnishing and applying bituminous material and cover material to a prepared surface at the project sites: Ruby Creek Road and

Day Use Area.

A. General: Submittals shall be according to Section MT-01009 - General

Information and Requirements.

1. Contractor to submit a mix design formula for the chip seal to be used on this project two weeks prior to application of the chip seal for approval by the Government.

B. Certificates of Conformance: Submit one copy of written certification for the materials listed below:

1. Bituminous Material: Manufacturer's certification for each load that it is of the type, grade, and quality specified.

a. Supplier of the specified bituminous material shall provide the

Contractor with a temperature viscosity chart to determine the appropriate temperature for application. Contractor shall then supply the Project Inspector with two copies of the same.

2. Weight Tickets: Certified weight tickets from supplier for each load of bituminous material and each load of aggregates delivered to the project site.

1.03 SITE CONDITIONS:

A. Requirements: Begin seal coat work only with the Government’s approval.

The following conditions govern seal coat work unless directed otherwise by the Government.

1. No chip sealing shall be allowed until all rumble strips and crack sealing work is completed and accepted at Ruby Creek Road and the Day

Use Area.

2. Apply bituminous material only during daylight hours, when both the ambient and pavement temperature is a minimum of 65 degrees Fahrenheit or above and dry, and the weather is not foggy or rainy.

3. Do not perform seal coat work if the weather forecast includes a predicted temperature lower than 45 degrees Fahrenheit within 12 hours after the intended work for the day.

4. Do not perform seal coat work if the weather forecast includes a probability of precipitation greater than 45 percent within the intended schedule of operations for the day. Regardless of the weather forecast, seal coat work may be suspended if impending adverse weather conditions occur in the vicinity of the work.

A. Cover Material: Shall meet the requirements of the Montana Department of

Transportation Standard Specifications for Road and Bridge Construction

2020 Edition 701.02.8 Crushed Cover Aggregate-Cover Material meeting the graduation requirement of Table 701-12 with the following requirements:

1. The composite aggregate shall not have adherent films of clay, vegetable matter, frozen lumps, and other extraneous matter that prevents thorough coating with bituminous material. Bituminous material shall remain adhered to the material upon contact with water. No combination of shale, clay, coal, and soft particles can exceed 1.5 percent.

2. A wear factor not exceeding 30 percent at 500 revolutions.

3. A minimum of 70 percent by weight of the course aggregate for Grade

4A shall have at least one fractured face.

2.03 BITUMINOUS MATERIAL:

A. Requirements: CRS-2P Emulsified or approved equal.

2.04 EQUIPMENT:

A. Requirements:

1. Bituminous distributor for applying bituminous material shall have a minimum 1,000-gallon insulated tank and be equipped with the following;

power unit for the pump, full circulation spray bar, vertical and horizontal nozzle adjustments for maintaining a preset height above the road surfaces, a pressure pump, pressure gauge, thermometer well, thermometer, and accurate volume measuring devices. The distributor truck shall apply the oil at the manufacture’s recommended temperature uniformly on various widths of surfaces up to 15 feet, and at controlled rates of

0.05 to 2.0 gallons per square yard with a variation of not more than 0.02 gallon per square yard.

a. In the event that a non-heated distributor truck cannot apply the oil at the manufacture’s recommended temperature, Contractor shall supply a distributor truck that is internally heated.

b. Contractor to protect all existing structures and concrete slabs from over spray by the distributor truck by covering structures and slabs with protective covering. Contractor is responsible for repairing any damage to structures and concrete slabs.

2. Pre-clean sweeper shall be done with a side cast self-propelled broom prior to chip seal.

3. Finish sweeper shall be a rotary power vacuum pick-up broom sweeper in good operable condition after chip sealing and rolling has been accepted.

Absolutely no side-cast brooms shall be allowed for chip cleanup in Day

Use Area and Day Use Entrance Road. Waste all excess material off site.

All visible excess chips to be removed prior to striping. Do not perform any striping work until finish sweeping work is approved by the

Government.

4. A minimum of two pneumatic tired rollers. The pneumatic tired rollers shall be two axle type, (straight or oscillating), rigid frame with platform or body for ballast loading, a minimum of 4 feet wide, a minimum weight of 250 pounds per inch of tire width, smooth tires of equal size and diameter, offset rear tires, tire pressures within 5 psi of each other, self-propelled. The tire pressure or contact pressure for pneumatic tire rollers is subject to field adjustment as determined by the

Contractor.

5. Self-propelled aggregate spreader of approved design supported by at least four wheels equipped with pneumatic tires on two axles. The aggregate spreader shall be equipped with positive controls so that the required amount of material will be deposited uniformly over the full width of the bituminous material. Other types of aggregate spreaders may be used provided they accomplish equivalent results and are approved.

A. Work Prior to Cleaning and Crack Sealing Pavement: Remove all existing concrete pindown curbs and cut rumble strips prior to cleaning and crack sealing existing pavement as shown on drawings.

B. Work Prior to Chip Sealing Pavement:

1. Contractor shall establish the location of each parking stripe, and hatch areas prior to beginning chip seal. The Contractor shall note the beginning and tail end of all existing stripes and hatch areas.

Contractor may use flexible, temporary raised pavement markers or by using survey methods. Any markers that are disturbed or destroyed during the construction process shall immediately be re-established by the Contractor.

C. Surface Preparation: Immediately before application of bituminous material, clean surface with a side cast self-propelled broom sweeper.

All visible layers of dirt that are caked on the pavement shall be scraped off if not removed by the sweeper. Do not start applying bituminous material until surface is approved.

A. Bituminous Material: Temperature of application shall be determined by the Project Superintendent using the temperature and viscosity charts submitted by the supplier. At a minimum, the surface temperature shall be

65 degrees or above. Apply uniformly at the approximate rate of 0.32 to

0.40 gallons per square yard.

1. Use a strip of building paper, at least 3 feet in width and with a length equal to that of the spray bar of the distributor plus 1 foot, at the beginning of each spread. If the cut off is not positive, use paper at the end of each spread. Remove and dispose of paper in a satisfactory manner.

2. The distributor shall be moving forward at proper application speed at the time the spray bar is opened. Correct any skipped areas or deficiencies. Make junctions of spreads carefully to ensure a smooth riding surface.

3. Do not spread bituminous material in excess of the length that can be immediately covered with aggregate.

4. When operating under part width construction, leave a strip of bituminous material, approximately 6 inches wide, uncovered for overlap.

B. Cover Aggregates: Apply uniformly at the rate of 20 to 30 pounds per square yard to the widths shown on the drawings. Contractor shall determine the correct application rate for an adequate cover with minimum waste. Assure the cover aggregate is wet when applied. Spread aggregates immediately after application of bituminous material. Tires of trucks or aggregate spreader shall at no time contact the uncovered and newly applied bituminous material. Cover all transverse joints with aggregate and broom the aggregate back before applying the adjacent bituminous material. Use mechanical or hand brooming to make minor corrections to the cover aggregate distribution. Avoid displacing or loosening the newly laid cover aggregate.

1. Immediately after the cover coat material is spread, cover deficient areas with additional material and start initial rolling. Use pneumatic wheeled rollers immediately behind the spreader and continue until completion of one coverage. Begin pneumatic tire rolling immediately after completion of initial rolling and continue until three complete coverages are obtained. Complete pneumatic tire rolling the same day the bituminous material and cover coat materials are applied.

3.03 FINISH WORK REQUIREMENTS

A. Finish Work:

1. The following day after applying and rolling the aggregates, sweep excess material from entire surface with a rotary vacuum pick-up broom sweeper and waste all material off site, no chips to be side casted in Day Use Area and Day Use Entrance Road. Keep the surface free from corrugations and waves and recover areas deficient in

aggregates as necessary without displacing imbedded material until work under the Contract has been completed and accepted.

2. Re-stripe according to Section MT-02765 - Pavement Marking.
