Chupadera Mountain Wildlife Water Pipe Fence and Catchment 2021 Socorro County, New Mexico

Location of Project The project area is located on Bureau of Land Management (BLM) administered lands about 16 miles south of Socorro, New Mexico, Socorro County, New Mexico. Project is located in Sections 35 of Township 4 South, Range 2 West. Project is located in desert mountainous terrain.

Boundaries of Project Area Fence corners (four) will be marked with lathe and flagging. Location for catchment will be identified on the ground.

Access From Socorro travel west on US Highway 60 approximately 08 miles to Box Canyon Road. Then travel south on County Road (Box Canyon Road) for approximately 7.5 miles to project access road. Then drive approximately 0.57 miles on temporary BLM two-track access road to project site.

All vehicles shall remain on existing roads, except for the temporary access route to project site. No Off-Highway Vehicle (OHV) use is authorized nor permitted as part of the project. No vehicle access will be allowed off existing travel routes other than that outlined to implement the project.

A.1.O

GENERAL

A.1.1

DESCRIPTION OF WORK

The Bureau of Land Management-Socorro Field Office (BLM-SFO) is planning to construct an approximate 1000 linear foot or 1.5 acre pipe rail/two cable exclosure and a 1,000 ft metal catchment. Catchment will be constructed of pipe and purlins, with a propanel top. The water catchment is composed of two 20’ X 25’ structures which slope inward and drain into a 6” galvanized gutter. The exclosure be measured by tape or wheel when staked and does not account for additional footage. Contractor will not be payed extra for additional footage but only of that is staked and delineated as the project boundary. The contractor shall complete tasks described under section A.4.0 as SPECIFIC TASKS and abide by items described under section A.6.0 and A.7.0. The contractor shall ensure that all equipment, tools, supervision, and other items and services are provided to perform required tasks.

A.1.2

PROJECT LOCATION

The Chupadera Wildlife Water Pipe and Cable Livestock Enclosure Project Site is located on BLM administered lands at the foothills of the Chupadera Mountains, which is located south of the Box Canyon area.

A.2.0

CONTRACTOR FURNISHED ITEMS

1. Vehicle

2. All tools required to perform construction operations.

3. All construction supplies/materials necessary to complete project.

A.2.1 The Government assumes no responsibility for damage to equipment due to work that is within the scope of this contract.

A.4.0

SPECIFIC TASKS FENCE

1. Transport all project materials and supplies to project site.

2. Supports: Bury and set in cement all top rail supports/uprights (posts) at a depth of 2 feet below ground, with the exception of gate hinge post and corner posts which shall be buried 3 feet below ground level. All supports shall be set at 40 inches above natural grade contour of ground. Supports shall have a saddle cut in them to accommodate top rail. Spacing between supports (posts) will be 12 feet.

3. Top rail: top rail shall be welded to rail supports at a height of 40 inches above ground. Top rail shall be one continuous piece and shall not contain any step downs or irregularities. No exceptions will be granted!

4. Cable Clips: Clips shall be welded at a height of 16 inches and a height of 26 inches above natural grade contour of ground to accommodate cable. Clips shall be welded on the outside of post. Clips shall be 3/8” x 4”.

5. Cable Installation: Cable shall be strung through clips welded on uprights at heights of 16 inches (bottom strand) and 26 inches (second strand) above ground level, and cables shall be stretched taunt with a single stand (no splices) from corner post to corner post. Cable shall be installed on the outside of exclosure. Cable shall be in complete runs from corner post to corner post. Two pieces of cable shall not be spliced together to form one length between corners nor shall one strand of cable be used to around the entire exclosure.

6. Gate: A 12 foot gate shall be constructed at the designated site along enclosure. Gate shall be constructed utilizing 2 3/8” heavy wall pipe at the same spacing as the fence. A locking mechanism/hasp shall be installed to accommodate a lock (see diagram). Hasp shall be constructed of ¼ inch thick x 4 inches wide strap metal and a 3/8 inch half chain link (see diagram). Gate shall follow same spacing and contour as fence rail and cables.

7. Expansion Sleeves: Expansion sleeves shall be incorporated into the fence at each corner (see diagram). A one foot piece of 2 7/8” heavy drill stem pipe shall be used for the expansion sleeves. Sleeve shall have at least six inches of expansion distance once installed. Sleeves shall be installed in the center of each straight run. If topography causes an abrupt break in the run, more than one sleeve may be needed.

8. Springs: springs shall be installed at each corner for a minimum of one per side. Springs shall be 12 inches in length (see diagram). Sample springs will be available at project site visit. Springs shall be installed opposing the turnbuckles at each corner.

9. Turn Buckles: turn buckles shall be installed at each corner for a minimum of one per side. Turn buckles shall be a minimum 20 inches in length and designed to be utilized with 5/8 or ½” cable (see diagram). Turnbuckles shall be the closed eye type only. Sample turnbuckles will be available at project site visit. Turnbuckles shall be installed opposing the springs at each corner.

10. Cable Clamps: A minimum of two clamps per terminal end need to be installed. All clamp nuts shall be welded upon installation.

11. Cable: Cable diameter shall be a minimum of 3/8” diameter. If used cable is utilized, cable shall be free of obvious rust or other damage which would cause the cable to become weak and brittle.

12. Spacing specifications (16”, 26”, and 40”) shall be consistent at all points along fence, such as in between posts, and not just at uprights or posts. Keep in mind that additional posts or uprights may need to be installed in order for the fence to be in compliance with contract fence spacing specification’s, particularly within drainage crossings and uneven slopes, so plan accordingly. [This may mean that more posts/uprights may need to be installed within that 12 foot spacing between uprights.]

SPECIFIC TASKS WATER CATCHMENT

1. Vertical pipe supports will be buried 36” and filled with concrete with a minimum of

3” concrete cover between ground and pipe.

2. The structure is composed of two separate frames. The outer members of each frame shall be constructed of 4 each 6” receiver channel purlins. All receiver channel purlin-to-pipe and purlin-to-purlin vertical and lateral connections must have a gusset installed.

3. Welds shall be continuous along all mating surfaces, no tack welds.

4. Where C-purlins tie into receiver channel purlins along outer edges of frame will have continuous welds.

5. Straps connecting purlins to pipe support frame are 2 ½” x ¼”.

6. Pipe to pipe gussets are to be a minimum 6” x ¼”.

7. Vertical-pipe-to-purlin gussets are to be minimum 6” x ¼”. Lateral-pipe-to purlin gussets are to be minimum 6” x ¼”. All gussets welded to pipe shall be saddle-cut for proper weld connection.

8. Pipe-to-pipe connections: vertical pipe shall be saddle-cut for proper welded connection.

1. Gap between frames should be no less than 6 ½” to accommodate 6” gutter (to storage).

2. Frame is level front-to-back. Gutter is sloped vs sloping frame. Slope gutter 3” toward storage.

A.5.0 Prohibited Tasks:

A.5.0 Prohibited Tasks:

All live shrubs and trees shall not be removed unless approved by BLM representative.

No blading, shoveling, digging, scarping or other surface disturbance shall occur to create additional project access, to level off project site, or to get fence spacing in compliance with project specifications; within and around the project site.

No additional project vehicular access shall be created or utilized other than the one identified by the BLM representative.

A.6.0 Project Site Reclamation:

· Project area shall be reclaimed to pre-project conditions. Disturbed areas shall be raked and where possible debris placed across tracks and disturbed areas.

· All trash and project debris shall be picked up and removed from project site.

A.8.0

DELIVERABLES

1. Upon final inspection with contractor and project determined to be completed to specifications as described under section A.4.0 as SPECIFIC TASKS; A.5.0 as Prohibited Tasks; and A.6.0 as Project Site reclamation; a payment may be made.

· Failure to meet tasks or specifications and or violation or specific tasks or specification, will result in a failed final inspection and problem areas will need to be brought into compliance with specific tasks and specifications prior to passing final inspection and payment being issued.
