STATEMENT OF WORK
FOR
CAMERA REPLACEMENTS
FOR
BUILDINGS 5423 AND 5424
JBSA CAMP BULLIS, TX
(SAN ANTONION, TX)
Statement of Work Camera Replacements for Buildings 5423 and 5424 JBSA Camp Bullis, TX
13 May 2025
1 DESCRIPTION OF WORK. The contractor shall provide all personnel, equipment, supplies, tools, materials, and non-personal services necessary to remove existing security monitor systems to include dome cameras and install new equipment in building 5424 and building 5423. A new dome camera installation will occur within the armory of building 5424 to cover this critical area, as defined in this Statement of Work (SOW).
2 SPECIFIC REQUIREMENTS.
2.1 Building 5424:
2.1.1 The contractor shall remove all existing dome cameras located in and around the exterior of building 5424 and replace them with new cameras (camera numbers coincide with layout).
2.1.1.1 Camera 1 (exterior) – located north (main) entrance, the camera shall face south towards the door.
2.1.1.2 Camera 2 (exterior) – located on the northeast side of the building, the camera shall face south.
2.1.1.3 Camera 3 (interior) – located in the northeast side of the building (inside the ammo cage), the camera shall face south.
2.1.1.4 Camera 4 (interior) – located in the southeast side of the building (inside the ammo cage), the camera shall face north.
2.1.1.5 Camera 5 (exterior) – located on the southeast side of the building, the camera shall face east.
2.1.1.6 Camera 6 (exterior) – located on the south entrance of the building (loading dock), camera shall face door and loading dock.
2.1.1.7 Camera 7 (interior) – located above the south entrance door, the camera shall face northeast.
2.1.1.8 Camera 8 (exterior) – located on the southwest side of the building, the camera shall face northwest, angled to cover the weapons cleaning area.
2.1.1.9 Camera 9 (interior) – located in the central portion inside the building, camera shall face south.
2.1.1.10 Camera 10 (interior) – located in the central portion inside the building, camera shall face east.
2.1.1.11 Camera 11 (interior) – located in the north side of the building inside the supply cage, the camera shall face southeast.
2.1.1.12 Camera 12 (exterior) – located on the north side of the building, the camera shall face east
2.1.2 The contractor shall conduct a new install for one dome camera inside the armory, to be tied in with the access control system.
2.1.2.1. Camera 13 (interior) shall be installed inside the armory on the north end facing south.
2.1.3 The contractor shall remove the existing server rack located in the modular office and replace/attach new wall-mounted 6-unit server rack.
2.1.4 The contractor shall remove the existing uninterruptible power supply (UPS) surge protector located in the modular office and replace it with new UPS surge protector system.
2.1.5 The contractor shall remove the current access control head unit located in the modular office and install new access control head unit.
2.1.6 The contractor shall remove existing access control panels and replace them with new access control panels equipped with battery backup on the main entrance door located at the north side of the facility, the door on the south side next to the loading dock, and on the armory door inside the facility.
2.1.7 The contractor shall remove existing keypad readers and replace them with new keypad readers on the main entrance door located at the north side of the facility, the door on the south side next to the loading dock, and on the armory door inside the facility.
2.1.8 The contractor shall remove existing access control pc workstation located in the modular office and replace it with new updated workstation.
2.1.9 The contractor shall remove existing pc workstation monitor located in the modular office and replace with new 22” LED monitor.
2.1.10 The contractor shall remove the existing Network Video Recorder (NVR) located in the modular office and replace with new 32 channel NVR with 8 TB Hard-Drive Disk (HDD).
2.1.11 The contractor shall remove the existing Power-Over-Ethernet (POE) switch located in the modular office and replace it with a new 8-port POE switch.
2.1.12 The contractor shall install 32” television screen utilizing the wall mount on the modular office.
2.1.13 Upon completion of removal the contractor shall turn over all removed equipment and hardware to the Government.
2.1.14 The contractor shall ensure a turn-key security access control system is turned over to the
Government.
2.1.15 The contractor shall provide a camera system that does not lag and shows real-time video feed.
2.1.16 The contractor shall replace all CAT5 cable runs with new CAT5 cables.
2.2 Building 5423:
2.2.1 The contractor shall remove all existing dome cameras located in and around the exterior of building 5423 and replace them with new cameras (camera numbers coincide with layout).
2.2.1.1 Camera 1 (exterior) – located northwest side of the building, camera shall face south
2.2.1.2 Camera 2 (exterior) – located northeast side of the building, camera shall face west.
2.2.1.3 Camera 3 (exterior) – located southeast side of the building, camera shall face north.
2.2.1.4 Camera 4 (exterior) – located southwest side of the building, camera shall face east.
2.2.2 Upon completion of removal the contractor shall turn over all removed equipment and hardware to the Government.
2.2.3 The contractor shall ensure a turn-key security access control system is turned over to the Government.
2.2.4 The contractor shall provide a camera system that does not lag and shows real-time video feed.
2.2.5 The contractor shall tie in 4 dome cameras to access control system in building 5424.
2.2.6 The contractor shall replace all CAT5 cable runs with new CAT5 cables.
2.2.7 The contractor shall provide 8 hours of demonstration and training on new system to all pertinent Government personnel once install is completed in both buildings.

3.13 DELIVERY. The contractor shall be responsible for off-loading items from delivery vehicles and shall provide any additional equipment to accomplish the task. The contractor shall also be responsible for properly protecting the service entrance and flooring of the building in which the items are to be received. There is a loading dock at Building 5424 located on the south side of the building.

3.15 SITE MAINTENANCE. The contractor shall maintain work areas in a neat, clean, and safe condition. The contractor shall be responsible for providing, installing, and the removal of any temporary signage, barriers, barricade tape, etc. which may be required to control pedestrians in the work area. The contractor shall collect all trash, debris, refuse, garbage, etc. (related to contractor personnel and this requirement). The aforementioned materials shall be removed from the site by appropriate means daily. The contractor shall not work or store materials in a manner that would hinder or otherwise block pedestrian circulation to exit corridors and doors in the event of an emergency or fire. Storage of materials shall be coordinated with the customer. The contractor shall be responsible for freight, unpacking, delivery, installation, and disposal.
3.16 CLEAN-UP: The Contractor shall also remove all packaging materials from JBSA Lackland TX and shall be responsible for any refuse containers needed for trash and packing materials. The contractor shall be responsible for returning the facility to its original state prior to installation and repairing any damage caused by the contractor’s personnel or equipment.
3.17 SITE PROGRAM MANAGER/ POINT OF CONTACT (POC): The Contractor shall designate an on-site project manager as the Site POC for individual projects. The Site POC or alternate(s) shall be available during normal duty hours until project completion. The Site POC shall be the interface for all work site communications with the Government, including quality, safety, and discrepancy matters.
3.18 HOURS OF OPERATION AND SPECIAL CONDITIONS: Work hours begin at 7:00 a.m. through 4:00 p.m., central daytime (CDT), Monday through Friday, excluding Federal holidays. At the option of the Government and with the approval of the Contracting Officer, work may be permitted on Federal holidays, weekends, or after 4:00 p.m. at no additional cost to the Government.

3.19 WARRANTY: Manufacturer and Standard Commercial warranties for individual pieces shall be provided along with contact information as well as any operation manuals.
4. ACCEPTANCE: Upon completion of the work, the project shall be subject to final acceptance b y t h e 3 7 T R S S P r o g r a m M a n a g e r , Mr. Daniel Olivares, 210-671-0710, or Senior Program Manager, Mr.
Detra Whitfield, 210-671-6177 and Contracting Officer and/or designee.
5. RECORDS MANAGEMENT: The Contractor shall manage all data created for Government use or legally controlled by the Government, in support of the functional activity or required by AF publication, IAW with the AF Records Management procedures in Air Force Instruction (AFI) 33-322, Air Force Manual (AFMAN) 33-363 and Air Force Instruction (AFI) 33-364 (or their subsequent replacements)".
6. CONTRACT MANAGEMENT: No changes in or deviation from the scope of service shall be affected without a modification executed by the Contracting Officer authorizing such changes.
