Statement of Work (SOW) U.S. Army Travel Parade Float

March 14, 2023 Attachment 1

1. BACKGOUND: The U.S. Army North (ARNORTH) requires an Army Travel parade float showcasing major U.S. Army Commands at JBSA to participate in community relations outreach and recruiting events in the San Antonio area to highlight the Army’s ties to Military City USA and attract potential recruits.

2. DESCRIPTION OF SERVICES / GENERAL INFORMATION: The contractor shall provide all labor, personnel, supervision, management, preparation, travel, equipment, tools, materials, transportation, supplies, parts, etc. required to fabricate and deliver a fully configured/completed Travel Parade Float. The contractor shall coordinate with the government point of contact (GPOC) within 2 business days of contract award to coordinate the initial float delivery.

2.1. SERVICE EXPANSION OR MODIFICATION. Due to potential changing mission requirements, this service contract may require future expansion or modification of services. Changes may include the addition/deletion of parade events in the greater San Antonio area.

3. SCOPE OF WORK: This Statement of Work (SOW) defines the initial acquisition, as well as the required storage, maintenance and transportation of the Army Travel parade float. The scope of work includes:

3.1. DESIGN. A fully configured/completed Travel Parade Float in accordance with (IAW) the below salient characteristics below:

3.1.1. Vendor shall be capable of designing and fabricating a travel parade float to be utilized in community relations and recruiting events in the greater San Antonio area. Storage of the travel parade float must be within a fifty-mile radius of Fort Sam Houston in order to facilitate storage, set-up, and transport of float. Design will require Government approval prior to fabrication and award.

3.1.2. Float shall consist of Tandem Trailer with a 7,000-pound capacity in order to support a plywood deck, decorations, and able to transport up to 8 riders.

3.1.3. Float shall include fold-up side skirt tarps in order to fold up for storage and facilitate travel to multiple parades over multiple years.

3.1.4. Float shall include a generator, sound system with speakers, and lights. The generator should be capable of supporting the trailer electrical wiring system, as well as powering sound system and lights for night parades (RGB and LED lights).

3.1.5. Float Decorations (based on images provided by U.S. Army North, see Appendix A) shall include:

3.1.5.1. U.S. And U.S. Army Flags and Flagpoles;

3.1.5.2. Fort Sam Houston 1876 Overhead Sign and columns to replicate base entrance gate at back of the float;

3.1.5.3. Tank At The Center Of The Float; and

3.1.5.4. Ten (10)) Major Army Command Signs Along Sides of Travel Parade Float.

3.2. STORAGE SERVICE. Contractor shall store the travel float at the fabrication/storage yard location until it is time for its to be transported to the applicable parade site.

3.3. MAINTENANCE. Contractor shall perform necessary maintenance and refresh decorations/lights following use in parades.

3.4. TRANSPORTATION. Contractor shall:

3.4.1. Contractor shall transport/deliver the Army travel float to the designated area as indicated below.

3.4.2. Upon delivery, the contractor shall conduct a function test after to ensure operability of the travel float including configuring the float for the parade. Function testing conducted shall be coordinated with the government.

3.4.3. TRAINING: Contractor shall provide one time Float configuration training (Parade set-up and travel break-down) for four (4) Government personnel. Training shall also include overview of how to utilize lighting and sound systems at vendor’s site. Note: Notify GPOC upon travel float completion for training arrangements.

3.4.4. DOCUMENTATION: Contractor shall provide all applicable User Manuals.

3.5. Upon parade conclusion, the contractor shall pick up the float from the Army and will de-configure/break down the travel float and transport back to the place of delivery/pick-up (See Section 4).

4. PLACE OF DELIVERY/PICK UP: 1400 East Grayson St. San Antonio, TX 78209 (See Appendix B).

4.1. Special Delivery Instructions:

4.1.1. Delivery could include weekends and/or outside of regular business hours (7:30 am through

3:30 pm CST) to facilitate parade start times. The float must be physically received/accepted at the delivery destination.

4.1.2. Once delivered, the Army will provide a vehicle and driver to hook-up the float and drive the float to the start of the parade routes in downtown San Antonio, TX.

4.1.3. Delivery/Pick-up Schedule:

4.1.4. Government Point of Contact (GPOC). A GPOC will be available during the performance of work to coordinate float deliveries. Contractor shall provide responsible and qualified employees to complete the to and from transportation and to coordinate with the Government’s POC throughout all phases of work to be performed.

4.1.5. Contractor shall email to Government POCs (POC contact information will be provided with order award) at least one week in advance of each event to coordinate delivery/transportation. Delivery Driver must have valid driver’s license and be fully insured.

5. WARRANTY AND WARRANTY SERVICE. For parts covered under this SOW the Contractor shall provide standard equipment warranty on all replacement parts. This warranty shall cover the travel, labor, freight, and all other expenses necessary to replace the defective part(s).

6. SECURITY REQUIREMENTS. Contractor personnel must be able to gain access to Fort Sam Houston, TX, as needed.

6.1.1. In accordance with (IAW) AFFARS 5352.242-9000 Contractor Access to Air Force

Installations, incorporated within the contract, current identification and vehicle registration is required for access to the installation.
