PERFORMANCE WORK STATEMENT

CHAPEL MUSIC SEVICES CONTRACT

VANDENBERG SFB, CA

18 May 2021

CLIN 1: Catholic Music Director CLIN 2: Protestant Music Director CLIN 3: Catholic Musician CLIN 4: Protestant Musician

1. INTRODUCTION:

a. Vandenberg SFB (VSFB) is a Continental United States (CONUS) military community with a split population of Active Duty, Reserve, Civil Service employees, retirees, and dependents. The VSFB program has the responsibility of meeting the needs of this diverse community in support of Vandenberg’s continuous global space mission.

b. The VSFB Chapel is composed of Chaplains, Religious Affairs Airmen, appropriated and non-appropriated fund contractors, and lay volunteers. The programming developed by this staff is implemented in a pluralistic environment and is subject to the standards established by the U.S. Air Force.

c. The Chapel Community is a faith group supporting programs at VSFB. This community operates an energetic ministry that requires a high degree of coordination and cooperation among its staff.

2. GENERAL DUTIES AND RESPONSIBILITIES: Catholic Music Director Services

(CLIN 1)

The Contractor agrees to furnish the following described services at the locations, intervals, and times specified by the Vandenberg SFB Chapel. The Contractor shall:

a. Lead a professional Roman Catholic worship music experience, as directed by Catholic

Chaplain/Priest (hereafter referred to as Chaplain/Priest), or his/her designee. The Contractor, in coordination with the Chaplain/Priest, will direct the Roman Catholic Worship Musician (hereafter referred to as Musician), if available. The coordination with the Chaplain/Priest and/or Musician may require additional meetings, in addition to the worship services and rehearsals.

b. Serves as Music Director providing the music activities for the Vandenberg SFB Protestant community. The Contractor shall provide labor and management to support the responsibilities outlined within this PWS. Directorship includes, but is not limited to leading, training, scheduling, preparing and processing music for the Roman Catholic service in collaboration with singers, accompanists, and/or musicians, as available.

c. Directs music activities during rehearsals and worship services, including special services.

1. Special services include but are not limited to: memorial services, funeral services, combined/ecumenical services, faith specific holidays, and occasional support for special events.

2. Provide musical directorship for a minimum of 1 rehearsal and 1 worship service each week, each lasting 1-2 hours.

d. Establish weekly rehearsal times with the choir/praise team and provide musical direction and leadership. Arrive fifteen minutes prior to the rehearsals, and ensure all music and necessary equipment are ready. Both congregational singing and special music will be rehearsed.

e. Arrive thirty minutes prior to the start of the Roman Catholic worship service in order to direct preparation, set-up necessary instruments and practice as needed.

f. Remain present for the entire time period involved in any rehearsal, performance or worship service contracted.

g. Recruit, train and maintain a volunteer base for any program needs, including choir/praise team.

h. Assist the Chaplain/Priest in developing the following as pertains to the Catholic music ministry: annual calendar of events, Chapel Tithes and Offerings Fund budget, appropriated fund budget, and core volunteer training requirements. The Contractor is responsible for any administrative paperwork, to include but not limited to, Purchase Request and Facility Request.

i. Select appropriate music that corresponds to the theme, sermon topic, and/or Scripture readings in coordination with the Chaplain/Priest and Musician, including any musical accompaniments which may include but not limited to prelude, offertory, postlude, choral, anthems, or solos. Music selections must be submitted no later than noon on Wednesday each week.

j. Coordinate any special musical performances for worship service(s) with the Chaplain/Priest at least seven (7) days prior to performance.

k. Become familiar with operating any required electronic audio/visual equipment, and is responsible for the training of volunteers in accordance with chapel policies.

l. Ensure that all equipment and/or furnishings are turned off and/or returned to their proper place following services and rehearsals. Ensure cleanliness and security of all facilities utilized in conjunction with the program.

m. Support the ministry of the chapel staff and congregation.

n. Be able to resolve interpersonal conflicts and promote constructive working relations.

o. Be positive, spiritually sensitive, and able to work with Chapel staff members, all military personnel, Chapel volunteer lay leaders, & Chapel volunteers.

p. Be responsible for all damages, claims, liabilities, costs, or attorneys’ fees that arise from or relate to performance of this contract or which are caused or contributed by the contractor during the performance of this agreement

q. Coordinate all support requirements with the Chaplain/Priest or their designated representative.

r. Return any and all government owned music scores and equipment obtained in the performance of the required duties following the last service provided under the contract.

s. Not engage in the unauthorized duplication of copyrighted materials by photocopying or any other means that would expose the government to liability for penalties under existing or future copyright laws.

t. Provide an equally qualified alternate to perform duties in the event of a known absence, upon prior approval by the Catholic Chaplain/Priest. Catholic Chaplain/Priest approval should be given at least two (2) weeks prior to the absence. Approval of a replacement will be handled on a case by case basis.

3. VOLUNTEER MANAGEMENT REQUIREMENTS: Catholic Music Director (CLIN 1) The Chaplain Corps is authorized to utilize volunteers IAW DoDI 1100.21, Voluntary Services in the Department of Defense. A volunteer is an individual who performs gratuitous services in an official capacity in support of Chaplain Corps programs (e.g., RE, youth programs, etc.). All volunteers require oversight, training and recognition related to their specific duties. Volunteers, who may come in contact with minors in the performance of their duties, require a Child Care Criminal History Background Check IAW DoDI 1402.05, Background Checks on Individuals in DoD Child Care Services Programs.

a. Serve as the Chaplain Corps Volunteer Supervisor for the Protestant Music Program IAW

AFI 52-101.

b. Recruit, train, and supervise volunteers for all Catholic Music programs. Ensure all planned programs have adequate volunteer support, and the volunteer to child ratio is within DoD and Air Force regulations and Chapel Policy.

c. Ensure volunteers meet all DoD and Air Force volunteer policy requirements to include:

1. Complete DD Form 2793, Volunteer Agreement for Appropriated Fund Activities

& Non Appropriated Fund Instrumentalities, certifying their understanding of their roles and responsibilities as a volunteer.

2. Complete chapel non-disclosure agreement to certify understanding of privileged communication while volunteering in religious programs.

3. Maintain daily record of hours volunteered.

d. Ensure all personnel, working in programs involving minors in the performance of their duties during Chaplain Corps programs, have completed a Child Care Criminal History Background Check and comply with Line of Site Supervision (LOSS) requirements IAW DoDI 1402.05, Background Checks on Individuals in DoD Child Care Services Programs.

e. Create and maintain a master Catholic Music program volunteer list and contact information.

f. Provide initial and annual orientation & training for program volunteers.

g. Comply with all DoD and Air Force volunteer policy requirements as outlined on the

Chapel SharePoint site.

4. SPECIAL QUALIFICATIONS

The Contractor must:

a. Be at least 18 years of age.

b. Have a high school diploma or equivalent. A Bachelor degree or greater in music performance is preferred, but not required.

c. Be able to communicate clearly both orally and in writing in English.

d. Be able to lead/direct singing for worshiping community

e. Have a minimum of two years of experience as a music director/musician in a church environment, or equivalent, preferably leading church choir/praise team in a Roman Catholic worship setting.

f. Be able to proficiently direct choir/praise team, choral groups, or soloist, for music during worship services. The Contractor must possess ability to competently blend vocalists with instrumentalists, as available.

g. Possess a general working knowledge of various forms of Catholic music styles (e.g.

hymns, liturgical/congregational singing, Gregorian chant, etc.), and be able to coordinate music to appropriate church season, worship service and/or special services.

h. Be able to sight-read, transpose, and improvise music according to various forms of Roman Catholic worship.

i. The contractor must attend a qualifying interview/audition and furnish a resume with academic and work related references prior to award of contract.

j. Undergo a Federal Bureau of Investigation (FBI) Background Check, receive a final favorable suitability or fitness determination, and be current on all periodic reinvestigations as required by DoDI 1402.05, Background Checks on Individuals in DoD Child Care Services Programs.

k. Qualify as a Line-of-Sight Supervisor for programs involving minors. Line-of-Sight

Supervision (LOSS) is defined as continuous visual observation and supervision of an individual whose FBI background check has not yet cleared, and has a favorable interim suitability or fitness determination, while engaged in child interactive duties, or in the presence of children in a DoD-sanctioned program or activity.

5. CERTIFICATION OF SERVICES FOR PAYMENT: The Contractor shall submit a monthly invoice via Wide Area Work Flow (WAWF). The monthly invoice will include the dates and times of programs and total due for said month. The Contractor will be responsible for filing any applicable social security payments, federal or local income taxes, and state unemployment insurance premiums for themselves, as well as any individual employed or subcontracted by them to provide services under this contract. The invoice will be accepted on the 20th of the month after the completion of the service month or the first business day after the 20th if the 20th falls on a weekend. Payment will be made via Electronic Fund Transfer (EFT).

6. DESCRIPTION OF UNITS OF WORK: A unit of work for this position consists one of the following events: organization/planning, rehearsal, performance. A typical work week will consist of approximately 3 units, but may fluctuate based upon the activity/activities necessary to complete the intent of the contract. Specific hours will be coordinated with the Chaplain or their designated representative.

7. GENERAL DUTIES AND RESPONSIBILITIES: Protestant Music Director Services

(CLIN 2)

The Contractor agrees to furnish the following described services at the locations, intervals,

a. Lead a professional Christian worship music experience, as directed by Lead Protestant Chaplain (hereafter referred to as Chaplain), or his/her designee. The Contractor, in coordination with the Chaplain, will direct the Protestant Worship Musician (hereafter referred to as Musician), if available. The coordination with the Chaplain and/or Musician may require additional meetings, in addition to the worship services and rehearsals.

b. Serves as Music Director providing the music activities for the VSFB Protestant community. The Contractor shall provide labor and management to support the responsibilities outlined within this PWS. Directorship includes, but is not limited to leading, training, scheduling, preparing and processing music for the Protestant service in collaboration with singers, accompanists, and/or musicians, as available.

c. Directs music activities during rehearsals and worship services, including special services.

1. Special services include but are not limited to: memorial services, funeral services, combined/ecumenical services, faith specific holidays, and occasional support for special events.

2. Provide musical directorship for a minimum of 1 rehearsal and 1 worship service each week, each lasting 1-2 hours.

13. GENERAL DUTIES AND RESPONSIBILITIES : Catholic Musician (CLIN 3)

The Contractor agrees to furnish the following described services at the locations, intervals and times specified by the Vandenberg SFB Chapel.

a. Provide musical accompaniment and leadership during worship services for the congregation and the choir, which may include, but is not limited to: prelude, offertory, postlude, choral and congregational responses, anthems, solos, and hymns for each service.

b. Work in conjunction with other musicians and the priest responsible for the service in the selection, preparation and performance of music which relates to the theme established by Scripture reading and/or religious season. Special music for listing in the Sunday worship bulletin and/or slide presentation will be turned in no later than noon on Wednesday prior to the Sunday service.

c. Contractor must be able to combine musical ability with a working knowledge of Contemporary and traditional Catholic music

d. Contractor will select, arrange, and score music from appropriate ecclesiastical sources.

e. Contractor will ensure that all equipment and/or furnishings are turned off and/or returned to their proper place following services.

f. Contractor will remain present for the entire time period involved in any rehearsal, performance or worship service contracted.

g. Contractor is permitted to provide subcontractors who are equally qualified and when prior approval is given by the priest responsible for the service. A request for substitution will be submitted at least five (5) days prior to the service.

h. Contractor will have music and necessary equipment ready 15 minutes prior to start time for services and rehearsals.

i. Be able to resolve interpersonal conflicts and promote constructive working relations.

j. Be positive, spiritually sensitive, and able to work with Chapel staff members, all military personnel, Chapel volunteer lay leaders, & Chapel volunteers.

14. SPECIAL QUALIFICATIONS

a. Be at least 18 years of age.

b. Be able to communicate clearly both orally and in writing in English.

c. Have a HS diploma or equivalent is required. A Bachelor degree or greater in music performance preferred.

d. Be fully qualified on standard piano/keyboard or guitar.

e. Be able to read music and be able to improvise.

f. Have a minimum of two years of experience as a musician in a church environment

(preferred).

g. Proficiently accompany choir, choral groups, or solo, for special music during worship services.

h. Be capable of playing worship musician in concert with other musicians.

i. Work with the priest in charge of the mass to provide required musical services.

The monthly invoice will include the dates and times of programs and total due for said month. The Contractor will be responsible for filing any applicable social security, federal, or state taxes. The invoice will be accepted on the 5th day of the month after the completion of the service month or the first business day after the 5th if the 5th falls on a weekend.

Payment will be made through the Wide Area Work Flow (WAWF).

16. DESCRIPTION OF UNITS OF WORK:

A unit of work for this position consists one of the following events: rehearsal or performance.

A typical work week will consist of approximately two units, but may fluctuate based upon the activity/activities necessary to complete the intent of the contract. Specific hours will be coordinated with the Chaplain or their designated representative.

17. GENERAL DUTIES AND RESPONSIBILITIES: Protestant Musician (CLIN 4)

The Contractor agrees to furnish the following described services at the locations, intervals

a. Support a professional Christian worship music experience, as directed by Lead

Protestant Chaplain, Protestant Music Director, or his/her designee.

b. Provide musical accompaniment during worship services for congregational singing and the choir/praise team, which may include, but is not limited to: weekly rehearsals and Sunday Protestant service, Ash Wednesday, Good Friday, Thanksgiving, Easter Sunrise, Christmas Eve, and any additional worship services. The Contractor shall provide musical accompaniments which may include but not limited to prelude, offertory, postlude, choral, anthems, or solos.

c. Provide musical support at the scheduled rehearsals and special services. Rehearsals average between 1-2 hours each week. The Contractor is expected to arrive fifteen minutes prior to the rehearsals, and have all music and necessary equipment ready.

Both congregational singing and special music will be rehearsed.

d. Arrive thirty minutes prior to the start of the Protestant worship service in order to coordinate preparation, set up necessary instruments, and warm-up as needed.

e. Remain present for the entire time period involved in any rehearsal, performance or

g. Be able to resolve interpersonal conflicts and promote constructive working relations.

h. Be positive, spiritually sensitive, and able to work with Chapel staff members, all military personnel, Chapel volunteer lay leaders, & Chapel volunteers.

i. The contractor shall be responsible for all damages, claims, liabilities, costs, or attorneys’ fees that arise from or relate to performance of this contract or which are caused or contributed by the contractor during the performance of this agreement

g. Possess a general working knowledge of various forms of Protestant music styles (e.g.

contemporary, traditional, gospel, etc.), and be able to sight-read, transpose, and improvise music accompaniments in keeping appropriate timing and rhythm for various forms of Protestant worship.

20. PERIOD OF SERVICE: The period of performance will be established in the contract.

Hours are to be based around the needs to accomplish work as stated in this PWS for the Vandenberg SFB Chapel. The Chapel, building 16200, will be the primary place for activities.

21. STANDARDS OF DRESS AND BEHAVIOR: The Contractor will be neatly attired, well groomed, and practice proper personal hygiene. Business casual for worship, special rites and services, such as funerals, retirements, etc. More casual dress for rehearsals is acceptable.

Any hair length, beards, or mustaches are acceptable, provided it is neat, clean, and properly trimmed. The Contractor must act in a professional and business-like manner while performing this contract.
