Statement of work (SOW) for placement water supply system to the nursery.

Synopsis: Park staff will oversee a contractor install water supply system, approximately 865 ft of one inch PVC pipe, at a minimum of 24 inches depth, install backflow preventer and respective fittings, connections to main water source, restore the soil disturbance associated with the installation of the pipe by refilling back the soil.

TASKS

Item Task__________________________________________________________________________

1. WATER DISTRICT METER

a. Coordinate with and for the installation of the district water meter in Utah Trail street, with both park and water district entities. Connect to meter, install new water service backflow prevention device, shut off valves, and 1” PVC water piping.

b. Install and configure equipment and fittings to include: 1” PVC pipe to new connections and valve boxes, new check valve with support stand and 14” x 14” x 6” concrete footing, hose bib, ball valve, tees and unions, and other necessary fittings.

c. One of the new lateral pipe installations to the nursery to be cap for future use.

d. Conduct installation operations with minimal disruption and disturbance in excavation for installation of pipe that includes at least crossing two existing retaining walls.

e. Install isolation valves for future use of possible greenhouse expansion.

f. Connect to existing water supply system in the nursery.

2. NURSERY WATER SUPPLY SYSTEM

a. PHASE 1: Using a ditch witch, similar excavation small tools and/or equipment, or hand digging, excavate and install PVC pipe and valve boxes from water district meter to the nursery. Coordinate with Park staff to schedule for one week for the staff parking lot to be cleared to conduct Phase 1 excavation operations.

i. Investigate and delineate utility systems that may interrupt the excavation and placement for the 1” PVC water pipe.

ii. Abide by regulations and codes to excavate and install new 1” water PVC pipe in the staff parking lot area.

iii. Use visible excavation identification device such as traffic barricades and/or caution tape for trench safety purposes for the entire duration that the trench is open.

iv. Continue and/or connect the waterline where it crosses under the retention walls. If possible, bore or cut to lay new pipe. Repair cut retention wall back to existing condition if applicable.

v. Place an estimated 700 linear feet 1” schedule 40 PVC main line pipe at a minimum of 24” depth from ground.

vi. Backfill and compact soil into trench.

vii. Conduct Phase 1 operations using minimal disturbance methods.

b. PHASE 2: Continue installation of waterline on to the nursery watering distribution site and conduct connection. All open trenches shall be identified with caution tape, folding traffic barricades and/or similar physical caution devices for the entire duration that they are open.

i. Install new 1” schedule 40 PVC main line pipe at a minimum depth of 24” from ground.

ii. Install 1” tee in the location/s where there is a need.

iii. Install a new valve box and 1” PVC ball valve on 1” lateral line within 6’ of the 1” main line to provide a shut off for maintenance.

iv. Pound in one 12” piece of rebar next to the valve/irrigation box to allow for location with a metal detector should the box get buried.

v. Install a new lateral water 1” schedule 40 PVC line pipe for future use and cap off, at an estimated length of 40 feet.

vi. Install a new 1” valve box to the caped lateral line within 6’ of connection point to provide shut off for maintenance.

vii. Pound in one 12” piece of rebar next to the valve box to allow for location with a metal detector should the box get buried.

viii. Using a ditch witch, similar digging tools and equipment, or hand digging, excavate and remove any existing items that may interrupt for connection to existing water distribution system.

ix. Backfill and compact soil into trench.

c. PHASE 3: Using a ditch witch, or hand digging, excavate and remove any existing debris by water district meter area and conduct connection.

i. Install new 1” schedule 40 PVC main line pipe at a minimum depth of 24”.

ii. Near the point of the connection to water district meter, install a valve box a 1” brass adjustable pressure regulator with a union upstream, a 1” brass ball valve immediately downstream followed by a union.

iii. Pound in one 12” piece of rebar next to the valve box to allow for location with a metal detector should the box get buried.

iv. Continue and/or connect the waterline where it crosses under the retention walls. If possible, bore or cut to lay new pipe. Repair cut retention wall back to existing condition if applicable.

v. Backfill and compact soil back to closest possible condition as before excavation.

d. PHASE 4:

i. Conduct performance verification test of water supply system, from water meter to nursery. Once the performance verification test is conducted successfully, terminate the before existing supply lines that are replaced by this new water system, this can be conducted by caping off, demolition and/or leave in-place.

3. When all four phases are complete, approximately 800 linear feet of new PVC pipe will be installed.

The excavation effort means and methods used to excavate main, and lateral should be based on minimal disturbance of the surface area, to the greatest extent possible, new PVC pipeline should be laid in the footprint proximity layout by the attached rendering of the site layout.

GENERAL INFORMATION

1. ENVIRONMENTAL COMPLIANCE REQUIREMENTS

Desert Tortoise

a. Joshua Tree has identified a threatened species, the desert tortoise (Gopherus agassizii), in and around the Headquarter building area, and the Oasis of Mara. As such, any open trench must be filled or fenced at the end of each workday. Fencing can consist of plastic construction fencing or chicken wire/ hardware cloth folded out away from the trench along the ground for 6” and installed on posts (rebar) driven into the ground.

b. An NPS staff will conduct spot monitoring efforts for whenever ground disturbance is occurring.

c. The Contractor and all employees working on the Project will be required to take “Desert Tortoise Awareness Training” which will be provided by the Government at no cost to the Contractor. This training will take approximately 30 minutes or less.

d. The Contractor’s employees shall never handle a desert tortoise.

e. The Contractor and employees shall immediately report the presence of any desert tortoise to the COR.

Vegetation:

a. Vegetation - Native Plantings : Disturbance to existing native vegetation shall primarily be contained in previously disturbed areas or within narrow construction limits. Whenever practicable, soils and plants affected by construction shall be salvaged for reuse in site restoration.

b. Vegetation - Weed/Seed Free : All equipment and tools shall be cleaned completely prior to entering the work zone to prevent the spreading of non-invasive plant seeds. Equipment shall be inspected for compliance.

c. Vegetation - Exotic Plants : Survey for and control invasive non-native vegetation in the project area for one to three years after project activities are completed.

Other:

Rare, Threatened & Endangered Species : Trenches for the water line cannot be left open overnight unless there is a barrier to prevent access or egress available for desert tortoise that may fall in. This can be accomplished by: filling in the trench at the end of the day, fencing the open trench to prevent tortoise access when nobody is around or creating a sloped egress so that tortoise can get out of the trench on their own.

2. PERIOD OF PERFORMANCE

a. The total performance period for this contract is 120 days after notice to proceed is issued.

3. HOURS OF OPERATION

a. Hours of operation shall be Monday through Friday between the hours of 7:00 AM and

5:00 PM unless alternate hours are approved by the Contracting Officer (CO). Any requests to work outside of normal working days and hours shall be submitted to the CO and COR at least 3 business days before the requested event for authorization.

4. PROJECT COORDINATION AND COMMUNICATION

a. Contractor shall coordinate with the COR on the schedule. The contractor shall notify the COR of any changes to the schedule as soon as possible.
