STATEMENT OF WORK

FOR HATCHERY FISH STOCKING

1. DESCRIPTION OF SUPPLIES. The contractor shall provide hatchery-reared rainbow trout to the recreational fishing lakes on the U.S. Air Force Academy (USAFA) and Farish Recreation Area (Farish).

1.1 PROVIDE HATCHERY FISH FOR STOCKING. The contractor shall deliver 9-11 inch, whirling disease negative, rainbow trout to four lakes on USAFA and three lakes at Farish (approximately 5 miles from Woodland Park, Colorado). Trout shall be delivered at approximately 5-week intervals from April through September, as scheduled by USAFA Natural Resources.

1.2. SUMMARY OF SUPPLIES

1.2.1 CLIN 0001. Provide five (5) deliveries each of up to 1,100 pounds (totaling up to 5,500 pounds) of whirling disease negative, 9-11 inch rainbow trout to be divided among four (4) lakes on USAFA. Deliveries will occur between April and September. Delivery is FOB destination.

1.2.2 CLIN 0002. Provide five (5) deliveries each of up to 900 pounds (totaling up to 4,500 pounds) of whirling disease negative, 9-11 inch rainbow trout to be divided between the three (3) lakes at Farish. Deliveries will occur between May and September.

Delivery is FOB destination.

2. GOVERNMENT FURNISHED PROPERTY AND SERVICES. None.

4. GENERAL INFORMATION.

4.1 QUALITY CONTROL. The contractor shall develop a quality control program to ensure that hatchery-reared fish are provided in accordance with the requirements of the contract. The contractor shall develop and implement procedures to identify and prevent defective services and ensure a non-reoccurrence of any defective services. At a minimum, the contractor shall develop quality control procedures addressing the requirements in Paragraphs 1.1 and 1.2.

4.2 QUALITY ASSURANCE. The Government will evaluate the contractor’s performance by appointing a representative(s) to monitor performance to ensure that services are received. The Government representative(s) will evaluate the contractor’s performance through on-site inspections at the time of delivery. The contractor shall provide a copy of the Fish Health Inspection Report from the hatchery of origin to the Government representative(s) prior to placing any fish in the lakes. The Government representative(s) shall monitor the length of fish for conformance with the SOW. The Government representative(s) shall also monitor the quantity (pounds) of fish provided by the contractor by estimating the weight of dip nets used to transfer the fish from the delivery truck to the lakes. Sample fish counts and measurements may be conducted on a

Attachment 1 January 6, 2023 random basis, and an entire delivery may be weighed with a scale to verify the quantity conforms to the contract.

4.3 HOURS OF OPERATION. Deliveries shall be scheduled for normal business hours (Monday-Friday, 7am to 4pm) and coordinated with the USAFA Natural Resources office at (719) 333-3308.
