About this file
This document is a Salient Characteristics specification for the Federal Pacific PSE 12 - 4413 15kV Pad-Mounted Switchgear. The switchgear is designed to control, protect, and manage electrical power distribution grids with a nominal voltage rating of 15,000 Volts and a main bus continuous rating of 600 Amps. The equipment includes specific compartment configurations: Compartment 2 features 600 Amp dead break bushings, while Compartments 1, 3, and 4 have 200 Amp load break bushings with fuse capabilities.
The physical design emphasizes safety and functionality, featuring a pad-mount enclosure constructed of stainless steel with corrosion-proof hardware. Key design elements include viewing windows for switch position verification, mechanical interlocks on fuse access panels, and individual parking stands for fuse mounting. The switchgear is critical for minimizing electrician exposure to high voltage hazards during power outages and utility maintenance, enabling grid fault isolation, circuit back-feeding, and loop configurations for facilities undergoing upgrades or repairs.

SALIENT CHARACTERISTICS
FEDERAL PACIFIC
PSE 12 – 4413 15kV PAD-MOUNTED SWITCHGEAR
I. GENERAL OVERVIEW.
This memo outlines the key characteristics of the Federal Pacific PSE 12, 15kV Pad-Mount switchgear designed to control, protect, and manage electrical power distribution grids throughout the base infrastructure. This switchgear is designed to perform switching operations and provide comprehensive protection mechanisms to ensure the safe and efficient operation of connected high voltage equipment assets.
II. SPECIFICATIONS.
PSE 12 - Catalog No 4413 – 15 kV Pad-mounted Switchgear.
At a minimum the equipment and accessories shall possess the following specifications:
Quantity: One (1) each.
Manufacturer: Federal Pacific
Voltage Rating:
- Nominal kV: 15,000 Volts
- Main Bus Continuous Amps: 600 Amp
- Fuse Rating (PSE 12 only): 200 Amp Continuous Load (Part No. S&C – SMU-20)
Compartment Configuration:
- PSE 12 Comp 2 – 600 Amp dead break Bushings Comp 1, 3 & 4 – 200 Amp load break Bushings (Fused)
III. APPLICATIONS:
This Federal Pacific PSE enclosed switchgear is essential for minimizing the exposure of electricians to high voltage hazards during power outages and utility maintenance tasks. Additionally, this switchgear plays a crucial role in isolating grid faults, facilitating the back-feeding of circuits, and enabling loop configurations for facilities or circuits undergoing upgrades or repairs. Their deployment ensures not only the safety of personnel but also the efficiency and reliability of critical electrical operations during maintenance and upgrade activities.
IV. PHYSICAL DESIGN:
The following design characteristics are critical to supports the seamless integration of the switchgear within existing base power grid.
Enclosure Type: Pad-Mount with penta-head cabinet door bolts.
Material: Transformer must be constructed of stainless steel and corrosion proof hardware.
Switch Compartments:
- Equipped with 600 amp rated bushings with removable silver-plated copper threaded studs.
- Provide parking stands adjacent to each bushing to accommodate horizontal feedthroughs and standoff insulators.
- Provided viewing windows within the termination compartments to allow visual verification of switch position, observation of switch-position open/close labels and inspection of blown-fuse indicators on power fuses.
Fuse Compartments (PSE 12 Only):
- Equipped fuse terminals with 200 amp rated bushing wells with removable, silver-plated copper stud designed to accept 200 ampere bushing inserts.
- Provide mechanical interlock on the fuse access panels that guards against gaining access to the fuse before opening the load-break separable insulated connector at the fuse terminal.
- The fuse should only be accessible with a load break elbow removed.
- Provide individual parking stands for each fuse mounting to allow convenient installation of elbow accessories to accommodate grounding.
- Fuse phases shall be equipped with cable guides to assist in cable training and to prevent cables from interfering with movement of the fuse-access panel.
Enclosure grounding:
- Install a ground rod across the full width of the fuse compartments for connecting of cable concentric neutrals.
