Performance Work Statement (PWS)

For

ACEIT MODIFICATIONS AND TRAINING

PART 1

GENERAL INFORMATION

1.1 Description of Services/Introduction: The Contractor shall provide all personnel, equipment, tools, materials, supervision, and other items necessary to provide non-personal technical support services in support of the

Deputy Assistant Secretary of the Army for Cost and Economics (DASA-CE) as defined in this PWS except as specified in Part 3 as government furnished property and services. The contractor shall perform to the standards in this contract.

1.2 Background: The Assistant Secretary of the Army for Financial Management & Comptroller and the

Assistant Secretary of the Army have mandated the use of Automated Cost Estimating Integrated Tools (ACEIT) in doing Acquisition Category I and II Program Cost Estimates. The Cost Review Board Office (CRB) of the Army also requires that all estimates to the CRB be submitted in ACEIT.

1.3 Objectives: The objective of this effort is for the contractor to provide support to the Office of the Deputy

Assistant Secretary of the Army for Cost and Economics (ODASA-CE) in the area of enhancing and training on the

Army's standard cost modeling tool, ACEIT.

1.3.1 Develop tools that enable cost analysts to estimate the cost of Army Programs to support the

Planning, Programming, Budgeting, and Execution System (PPBES) process

1.3.2 Support the development of cost models and plug-ins for ACEIT

1.3.3 Provide ACEIT Maintenance and Help Desk

1.3.4 Provide Training and Support

1.4 Scope: The contractor shall provide technical support services to the DASA-CE to include providing Army decision makers with tools and training to support cost, performance and economic analysis.

1.5 General Information

1.5.1 Quality Control: The contractor shall develop and maintain an effective quality control program to ensure services are performed in accordance with this PWS. The contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. The contractor’s quality control program is the means by which he assures himself that his work complies with the requirement of the contract. As a minimum, the contractor shall develop quality control procedures that address the areas identified in Technical Exhibit 1, “Performance Requirements Summary”. After acceptance of the quality control plan the contractor shall receive the contracting officer’s acceptance in writing of any proposed change to his QC system. The quality control plan should be included in the contractor’s proposal submission.

1.5.2 Quality Assurance: The government shall evaluate the contractor’s performance under this contract in accordance with the Quality Assurance Surveillance Plan (QASP). This plan is primarily focused on what the

Government must do to ensure that the contractor has performed in accordance with the performance standards. It defines how the performance standards will be applied, the frequency of surveillance, and the minimum acceptable defect rate(s).

1.5.3 Hours of Operation/Place of Performance: The Contractor is responsible for conducting business, between the hours of 0800 – 1630 hours Monday thru Friday except recognized holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government-directed facility closings. The Contractor shall perform services at both the Government and Contractor facility. When hiring personnel, the Contractor shall keep in mind that the stability and continuity of the work force are essential.

Contractor may perform duties either virtually or in-person as determined by the receiving organization.

1.5.4 Recognized Holidays:

1.6 Security Requirements: The Contractor shall possess or be eligible to receive and maintain a SECRET facility clearance from the Defense Security Service. The Contractor’s employees, performing work in support of this contract shall have been granted a SECRET security clearance from the Defense Industrial Security Clearance

Office. Security requirements are in accordance with the applicable DD Form 254.

1.6.1 Physical Security. The contractor shall be responsible for safeguarding all government property provided for contractor use. At the close of each work period, government facilities, equipment, and materials shall be secured.

1.6.2 Key Control. N/A

1.6.3 Lock Combinations. N/A

1.6.4 Conservation of Utilities. N/A

1.6.5 Antiterrorism Operations Security (AT/OPSEC): Contractor shall fulfill all AT/OPSEC requirements included herein, and any applicable source selection evaluation criteria for antiterrorism (AT) and other related protection matters to include, but not limited to: AT, operations security (OPSEC), information assurance (IA), physical security, law enforcement, intelligence, foreign disclosure.

1.6.6 AT Level I training. All contractor employees, to include subcontractor employees, requiring access Army installations, facilities and controlled access areas shall complete AT Level I awareness training within 30 calendar days after contract start date or effective date of incorporation of this requirement into the contract, whichever is applicable. The contractor shall submit certificates of completion for each affected contractor employee and subcontractor employee, to the COR or to the contracting officer, if a COR is not assigned, within 30 calendar days after completion of training by all employees and subcontractor personnel. 1.6.7 Access and general protection/security policy and procedures. Contractor and all associated sub-contractors employees shall provide all information required for background checks to meet installation access requirements to be accomplished by installation Provost Marshal Office, Director of Emergency Services or Security Office.

Contractor workforce must comply with all personal identity verification requirements (FAR clause 52.204-9, Personal Identity Verification of Contractor Personnel) as directed by DOD, HQDA and/or local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition

(FPCON) at any individual facility or installation change, the Government may require changes in contractor security matters or processes.

1.6.8 iWATCH Training. The contractor and all associated sub-contractors shall brief all employees on the local iWATCH program (training standards provided by the requiring activity ATO). This local developed training will be used to inform employees of the types of behavior to watch for and instruct employees to report suspicious activity to the COR. This training shall be completed within 30 calendar days of contract award and within 30 calendar days of new employees commencing performance with the results reported to the COR NLT 45calendar days after contract award.

1.6.9 Army Training Certification Tracking System (ATCTS) registration for contractor employees who require access to government information systems. All contractor employees with access to a government info system must be registered in the ATCTS (Army Training Certification Tracking System) at commencement of services, and must successfully complete the DOD Information Assurance Awareness prior to access to the IS and then annually thereafter.

1.7 Post Award Conference/Periodic Progress Meetings: The Contractor agrees to attend any post award conference convened by the contracting activity or contract administration office in accordance with Federal

Acquisition Regulation Subpart 42.5. The contracting officer, Contracting Officers Representative (COR), and other

Government personnel, as appropriate, may meet periodically with the contractor to review the contractor's performance. At these meetings the contracting officer will apprise the contractor of how the government views the contractor's performance and the contractor will apprise the Government of problems, if any, being experienced.

Appropriate action shall be taken to resolve outstanding issues. These meetings shall be at no additional cost to the government.

1.8 Program Manager: The contractor shall provide a Program Manager who shall be responsible for the performance of the work. The name of this person and an alternate who shall act for the contractor when the manager is absent shall be designated in writing to the contracting officer. The program manager or alternate shall have full authority to act for the contractor on all contract matters relating to daily operation of this contract.

1.9 Identification of Contractor Employees: All contract personnel attending meetings, answering Government telephones, and working in other situations where their contractor status is not obvious to third parties are required to identify themselves as such to avoid creating an impression in the minds of members of the public that they are

Government officials. They must also ensure that all documents or reports produced by contractors are suitably marked as contractor products or that contractor participation is appropriately disclosed. Contractor personnel shall obtain and display contractor badges at all times while performing the services in the PWS. The Contractor shall have all personnel complete the necessary paperwork to obtain Common Access Cards (CAC) and building passes for access to the Pentagon.

1.10 Contracting Officer’s Representative (COR): The COR will be identified by separate letter. The COR monitors all technical aspects of the contract and assists in contract administration. A letter of designation issued to the COR, a copy of which is sent to the Contractor, states the responsibilities and limitations of the COR, especially with regard to changes in cost or price, estimates or changes in delivery dates. The COR is not authorized to change any of the terms and conditions of this PWS.

1.11 Travel: Contractor shall be required to travel within CONUS during the performance of this contract to attend meetings and conduct training. Contractor shall be authorized travel expenses consistent with the substantive provisions of the Joint Travel Regulations (JTR), FAR 31.205-46 Travel Costs. All travel requires prior approval/authorization by the Contracting Officer Representative (COR).

1.12 Identification of Contractor Employees: All contract personnel attending meetings, answering Government telephones, and working in other situations where their contractor status is not obvious to third parties are required to identify themselves as such to avoid creating an impression in the minds of members of the public that they are

Government officials. They must also ensure that all documents or reports produced by contractors are suitably marked as contractor products or that contractor participation is appropriately disclosed. Contractor personnel shall receive visitor badges and be escorted.

1.13 Other Direct Costs. Reimbursement of reproduction and shipping costs and unscheduled items to be purchased in direct support of this requirement requires the prior written approval of the Contracting Officer’s

Representative, subject to the limitation of funds specified in this contract, and shall be reimbursed at actual cost plus applicable burden, and without profit.

1.14 Organizational Conflict of Interest: Contractor and Sub-Contractor personnel performing work under this contract may receive, have access to, or participate in the development of proprietary or source selection information (e.g., cost or pricing information, budget information or analyses, specifications or work statements, etc.) or perform evaluation services which may create a current or subsequent Organizational Conflict of

Interests (OCI) as defined in FAR Subpart 9.5. The Contractor shall notify the Contracting Officer immediately whenever he/she becomes aware that such access or participation may result in an actual or potential OCI and shall promptly submit a plan to the Contracting Officer to avoid or mitigate any such OCI. The Contractor’s mitigation plan will be determined to be acceptable solely at the discretion of the Contracting Officer. In the event the Contracting Officer unilaterally determines that any such OCI cannot be satisfactorily avoided or mitigated, the Contracting Officer may affect other remedies as he or she deems necessary, including prohibiting the Contractor from participation in subsequent contracted requirements which may be affected by the OCI.

PART 3

GOVERNMENT FURNISHED PROPERTY,

EQUIPMENT, AND SERVICES

3.1 The Government will provide access to its facilities, key people, data, and documents in support of the project.

3.2 Equipment: For the Contractor work force associated with ACEIT maintenance and support, specifically the work force responsible for incorporating inflation updates into ACEIT (in accordance with PWS 5.3.2), the

Government will provide all equipment necessary to perform services defined in PWS 5.3.2.

3.3 Services: The Government will provide all financial and other data necessary to perform services in support of the services defined in this PWS.

PART 4

CONTRACTOR FURNISHED ITEMS AND SERVICES

4.1 General: Except for those items specifically stated to be government furnished in Part 3, the contractor shall furnish everything required to perform this PWS.

4.2 Secret Facility Clearance: The Contractor shall possess or be eligible to receive a SECRET level clearance.

PART 5

SPECIFIC TASKS

5.1 Management Plan

5.1.1 Management Plan. Contractor shall develop and provide electronically a Management Plan describing the schedule and overall approach that will be followed in the performance of all tasks within 30 days of contract start date for this task order. Plan shall specify the major milestones for delivering studies, documents, and proof-of-concept technology demonstrations. Plan shall specify the major milestones for the ACEIT development schedule, including sprint, alpha, beta and/or production releases as applicable. The contractor will have In-Process Reviews with the government at the ACEIT Working Group Meetings as specified in 5.1.3. The contractor shall also present and explain technology demonstrations and/or sprint releases at the ACEIT Working Group Meetings. The contractor may change the target release version for a specific modification so long as the Government Technical

Point of Contact approves via email. Contractor shall discuss approximate effort by subtask in ACEIT Working

Group Meetings.

5.1.2 Monthly Status Report. Contractor shall provide a monthly status report that describes the current months’ accomplishments, details the next months’ expected tasks, lists issues or problems encountered during the research, and includes a financial summary. The financial summary should display current month, cumulative, and total planned hours by labor category and by PWS sub-task. The financial summary should also provide the travel and other dollars by current month, cumulative, and total.

5.1.3 ACEIT Working Group Meetings. The contractor will support two (2) ACEIT Working Group Meetings in support of planning and development of the next release of the ACEIT software application and updates to the associated Help and Training materials. One ACEIT Working Group Meeting will be held in DC or virtually. The second ACEIT Working Group Meeting will be virtual or held at a location to be determined by the government.

The contractor will propose candidate dates for the ACEIT Working Group Meeting. Those candidate dates are subject to government approval. The contractor shall develop and deliver the Management Plans (5.1.1) for

ACEIT consistent with direction provided by the ACEIT Working Group Meetings and direct ODASA-CE feedback.

5.2 ACEIT Studies, Modifications, and Prototypes: The contractor shall develop and deliver ACEIT studies, modifications and prototypes as described in this section.

5.2.1 Studies: The contractor shall investigate ACEIT modification, maintenance and support options as directed by the ACEIT Working Group and defined by ODASA-CE in specific task orders.

5.2.2 Modifications: The contractor shall design, implement, test and deliver modifications to the ACEIT suite of tools and related products.

5.2.2.1ACEIT User Interface and Stability. The contractor shall review change requests that remain outstanding in the ACEIT configuration control system, and identify those that relate to the usability and stability of ACEIT, CO$TAT, POST, JACS and any other ACEIT related tool or utility. The contractor shall create a list of change requests/PBIs and provide said list to the government on a quarterly basis. The contractor shall propose modifications and an implementation plan for the ACEIT software that will address the prioritized PBIs, which will be agreed to by both parties.

5.2.2.2 ACEIT Hotfixes. The contractor will identify, propose, implement and distribute hotfixes to the current production version of ACEIT. The government shall review identified features prior to implementation and distribution. Hotfixes will be available for download from the ACEIT website and availability will be announced in the monthly ACEIT eNews/newsletter.

5.2.2.3 ACEIT Test Plan. The ACEIT Test Plan is continuously updated and contains a list of core features that should be subject to a configured, controlled test prior to each release. The contractor will identify ACEIT features to be added to the list of core features documented in the ACEIT Test Plan. The contractor shall address a minimum of 2 undocumented features as follows:

5.2.2.3.1 Define the Core ACEIT Features. The contractor will refine the list of core ACEIT features that should be subject to a configured, controlled test prior to each release. This list will identify which of the remaining core ACEIT features will be defined and tested within the specific task order. The list will be delivered to the

Government for approval within 60 days of task order contract award.

5.2.2.3.2 Define ACEIT Core Feature Test Design. The contractor will define the mathematical relationships that are programmed into selected ACEIT core features and design the suitable tests. The contractor will recommend other commercial tools that should be used as the basis to validate test case results. The ACEIT

Test Plan document will be updated delivered in contractor format containing a description and discussion of each test case.

5.2.2.3.3 Develop Core ACEIT Test Cases. The contractor will develop one or more ACE, COSTAT, and/or

JACS files containing the approved test cases. The contractor will also deliver any files developed in other applications used to validate the test results. The ACEIT Test Plan document will be updated and delivered in contractor format containing a description and discussion of each test case

5.3 Distribution, Maintenance and Support (DMS): This will be a single firm fixed price (FFP) to address the tasks below:

5.3.1 Contractor shall distribute the ACEIT software to eligible Army organizations, including authorized support contractors. The contractor shall provide installation and "Help Desk" assistance to the government as required to ensure a successful Army-wide installation of the software. Contractor shall assist ODASA-CE and other Army analysts as required in the installation of ACEIT.

5.3.2 Contractor shall obtain new Army and other service inflation indices from the official sources to update

ACEIT inflation indices in the first quarter of the calendar year, or when indices are available. The Contractor shall work with the government to distribute inflation and software hotfixes to all Army sites through the ACEIT website or through the CADE/FM&C website for CUI information, when applicable. The Contractor shall provide inflation updates within one (1) calendar month of receipt of updated inflation tables.

5.3.3 The contractor shall update the Army Cost Estimating Structures (CES) and Work Breakdown Structures

(WBS) in ACEIT to align to the latest Army Cost Analysis Manual, MIL-STD 881, and/or OSD CAPE Cost

Estimating Guides as directed by the Government (DASA-CE COTR).

5.3.4 The Contractor shall document and maintain a software Product Backlog Item (PBI) database to track proposed modifications, defects, fixes, workarounds and other software issues. The contractor shall provide the

PBI quarterly..

5.3.5 ACEIT Virtual Desktop/Thin Client Compatibility: The Contractor shall continue testing and provide support for organizations implementing ACEIT in a virtual desktop/thin client environment.

5.4 Training/Tutoring: The contractor shall provide training compatible with the current Army production version of

ACEIT.

5.4.1 The contractor shall deliver six (6) four-day (4-day) courses at a government location or virtually, and four

(4) two-day (2-day) courses at a government location or virtually. The type of training course and location will be specified by the Contracting Officer Technical Representative (COTR) during the course of the contract. The contractor shall facilitate the use of the ACEIT training website to allow Army students to enroll in Army-only classes. The Army student enrollment must be verified by a government lead prior to confirming class registration.

The contractor shall assist the government, as requested and specified by the COTR, in advertising Army classes.

The government will order ACEIT training classes based on the following lists of classes:

The contractor shall ensure the following classes are available to the Army for the duration of the contract:

Custom Build a custom course based on any existing ACEIT course and/or cost handbook

JACS Introduction to JACS and Joint Confidence Level (JCL) analysis (2 day course)

ACEIT for Model Builders - 4 day (replacement for ACEIT 101)

ACEIT Advanced Model Builders - 4 day (replacement for ACEIT 201)

ACEIT for Reviewers - 2 day

ACEIT for CER Developers: CO$TAT class - 2 day

ACEIT for Cost and Schedule: JACS - 2 day (replacement for JACS class)

Power Analytics for DoD Cost Analysts – 2 day

5.4.2 The contract shall provide five (5) open seats for use in training classes at the contractor facility. If the government is unable to use all five (5) open seats due to cancellation of a previously scheduled course, those unused seats will roll over to the following option year.

5.4.3 The contractor shall provide twenty (20) self-paced training slots. No more than 15 of the self-paced training slots will be 4-day courses as specified by the list of courses in paragraph 5.4.1. The contractor shall facilitate the use of the ACEIT training website to allow Army students to enroll in self-paced training. The Army student enrollment must be verified by a government lead prior to confirming class registration.

5.4.4 The contractor shall provide fifty (50) total hours of ACEIT tutoring and/or ACEIT webinars. ACEIT tutoring shall focus on showing the ACEIT user(s) how best to utilize the features of ACEIT on any specific cost estimating task. ACEIT webinars provide in-depth training on a specific topic or functionality that extends beyond the material taught in standard training. The contractor shall provide details on the ACEIT tutoring or webinar to include month, hours, location, and purpose. For ACEIT webinars, the contractor shall provide the webinar material, to include slides and/or example files, at least 2 business days prior to the webinar date. Webinar topics to be jointly determined by the contractor and government based on common help desk issues or relevant/current cost estimating topics. Webinars that address common cost estimating topics/issues shall be made available on the

ACEIT website; specific webinars to be posted to the ACEIT website to be jointly decided by the government and contractor.
