SOURCES SOUGHT NOTICE
TITLE: Automated Cost Estimating Integrated Tools (ACEIT) Software Licenses and Technical Support Services
NAICS Code: 541990 – All Other Professional, Scientific and Technical Services, with a Small Business Size Standard of $16.5M.
ESTIMATED PERIOD OF PERFORMANCE: Five (5) years with performance commencing in June 2022
DESCRIPTION:
THIS IS A REQUEST FOR INFORMATION (RFI) ONLY, which is being issued in accordance with (IAW) Federal Acquisition Regulation (FAR) subpart 15.201(e) as part of market research. This is not a solicitation/request for proposal and no contract shall be awarded from this synopsis. There is no solicitation package available at this time. All interested parties should send responses and any comments/questions in either Microsoft Word or Portable Document Format (PDF), via email, to Esther Casari at esther.casari.ctr@army.mil. Interested parties are requested to submit a capabilities statement of no more than ten (10) pages in length in Times New Roman font of not less than 10 pitch. The deadline for response to this request is no later than 12:00 PM local Maryland time on 25 March 2022.
All questions and comments must be in writing; no telephone calls will be accepted. The Government will not pay for any information received in response to this request, nor will the Government compensate any respondent for any costs incurred in developing the information provided to the Government. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it will be synopsized on the Contract Opportunities Section of the SAM.gov. website at https://sam.gov. It is the responsibility of the potential offerors to monitor this site for additional information pertaining to this requirement.
The Army Contracting Command – Aberdeen Proving Ground (ACC-APG) is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support the requirement for Automated Cost Estimating Integrated Tools (ACEIT) Software Licenses and Technical Support Services. The intention is to procure these services on a competitive basis.
BASED ON THE RESPONSES TO THIS SOURCES SOUGHT NOTICE/MARKET RESEARCH, THIS REQUIREMENT MAY BE SET-ASIDE FOR SMALL BUSINESSES (IN FULL OR IN PART) OR PROCURED THROUGH FULL AND OPEN COMPETITION. All Small Business Set-Aside categories will be considered. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions.

PROGRAM BACKGROUND:
The Assistant Secretary of the Army for Financial Management & Comptroller and the Assistant Secretary of the Army have mandated the use of Automated Cost Estimating Integrated Tools (ACEIT) in doing Acquisition Category I and II Program Cost Estimates. The Cost Review Board Office (CRB) of the Army also requires that all estimates to the CRB be submitted in ACEIT.
REQUIRED CAPABILITIES:
The Contractor shall provide all personnel, equipment, tools, materials, supervision, and other items necessary to provide non-personal technical support services in support of the Deputy Assistant Secretary of the Army for Cost and Economics (DASA-CE) as defined in the Program Background (above).
Further detail is provided in the draft Performance Based Work Statement (PWS) attached to this announcement (Attachment 1).
If your organization has the potential capacity to perform these contract services, please provide the following information:
1) Organization name, address, and website address. Point of Contact (POC) name, telephone number, and email address.
2) Size and type of ownership (Small, Small Disadvantaged, Women-Owned, HUBZone, or Service Disabled Veteran-Owned Small Business Concern) under NAICS code 541990.
3) Tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability.
4) Does your company anticipate significant subcontracting or teaming is anticipated in order to deliver technical capability? If so, address the administrative and management structure of such arrangements.
5) Please indicate if your company holds a General Services Administration (GSA) or other similar Government-Wide Contracting Vehicles.
The Government will evaluate market information to ascertain potential market capacity to:
1) Provide services consistent, in scope and scale, with those described in this notice and otherwise anticipated;
2) Secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform similar requirements;
3) Implement a successful project management plan that includes: compliance with tight program schedules; cost containment; meeting and tracking performance; hiring and retention of key personnel and risk mitigation; and
4) Provide services under a performance based service acquisition contract.
SPECIAL REQUIREMENTS:
A DD Form 254 Contract Security Classification Specification shall apply to this requirement and the prime contractor shall have, or demonstrate ability to obtain, a Secret Facility Clearance within 30 Days of Contract Award.
ELIGIBILITY:
The applicable NAICS code for this requirement is 541990 with a Small Business Size Standard of $16.5M. The Product Service Code is B505. Businesses of all sizes are encouraged to respond; however, each respondent must clearly identify their business size in their capabilities statement.
ADDITIONAL INFORMATION AND SUBMISSION DETAILS (CAPABILITIES STATEMENT):
A draft Performance Work Statement is attached for review. (Attachment 1)
The Capabilities Statement must address at a minimum the following items:
1) Describe work performed in the past involving the distribution of ACEIT software to end-users, to include providing installation and Help Desk assistance/support.
2) Describe process improvement and/or efficiencies gained in the distribution of cost inflation updates and other software patches for the ACEIT software.
3) What types and modes of delivery has your company provided training on ACEIT software?
4) Describe your company’s experience modifying the ACEIT software to a specific end-user purpose, to include the delivery of the end product through a sprint, alpha, beta, and/or production test cycle.
5) What specific technical skills does your company possess which ensure capability to perform the tasks?
6) Please note that under a Small-Business Set-Aside, in accordance with FAR 52.219-14, the small business prime must perform at least 50% of the work themselves in terms of the cost of performance.
Provide an explanation of your company’s ability to perform at least 50% of the tasking described in this PBSOW for the base period as well as the option periods.
7) Provide a statement including current small/large business status and company profile to include number of employees, annual revenue history, office locations, DUNs number, etc.
All data received in response to this Sources Sought that is marked or designated as corporate or proprietary will be fully protected from any release outside the Government.
